The offline option is local play with bots—not online matchmaking—and it works only if Steam has saved the information it needs and the game is ready to launch.
What you can play without an internet connection
Steam Offline Mode lets you run supported games without an active connection to Steam. Valve lists Counter-Strike: Global Offensive as a game with bots, so local bot matches are the relevant offline option. Bot support does not mean every map supports AI bots.
Offline Mode does not provide online matchmaking or internet-hosted play. Community-server play requires a network connection and a reachable server, so it is not an alternative when you have no internet.
Prepare Steam and CS:GO before disconnecting
- Sign in to Steam while online. Check Remember me at login so Steam can store the information needed for Offline Mode.
- Finish updates. Update Steam and CS:GO completely. Steam warns that a game displaying “100% – Ready” can still fail to start offline if the client or game files need an update.
- Launch CS:GO once while connected. Let any first-run installation or setup finish, then close the game. Steam says most games need an initial online start to verify that no further installation or update is required.
- Allow Steam to save credentials. In Steam, open Settings > Security and make sure Don’t save account credentials on this computer is not selected.
- Switch Steam to Offline Mode. From the main Steam window, choose Steam > Go Offline… and restart the client in Offline Mode if prompted. Close Steam normally rather than forcing it to quit, which helps reduce the risk of losing stored information.

Start an offline bot match
Launch CS:GO through Steam while the client is in Offline Mode. In the installed build, look for the local bot option. An archived Steam post gives the historical menu route as Play > Offline with bots; labels and menus may differ in a current build.
If you want to use a Workshop map, subscribe to it while online and test it before you disconnect. The archived instructions describe opening Play > Offline with bots > Workshop, choosing a subscribed map, and selecting No bots if desired. Workshop availability and the interface may have changed, so do not rely on that historical route without checking it in your installation. Valve’s bot FAQ confirms CS:GO bot support and notes that not all maps support bots.

If CS:GO will not start offline
- Steam asks you to sign in: Offline Mode relies on stored login information. Steam says there is no way to bypass a login prompt without going online. Reconnect, sign in, and prepare Offline Mode again.
- The game requests an update or setup: Reconnect and let Steam finish updating both the client and game. Launch CS:GO online once more, then return to Offline Mode.
- A map has no bots: Bot support is not available on every map. Try a map that supports AI bots, or test the map while you still have internet access.
- A feature requires a connection: Steam disables client features that need a network connection. Games that require an active connection or an external launcher will not work in Offline Mode.
CS:GO legacy access: what is and is not established
As of October 8, 2026, Steam’s current Counter-Strike 2 store listing describes CS2 as a free upgrade to CS:GO, and its reviews refer to CS:GO as the legacy version. The listing does not establish a precise current route for installing the standalone legacy build, or whether access differs by account or operating system. PC Gamer reported on March 4, 2026, that a standalone CS:GO page had returned without online matchmaking and that local bot matches remained possible.
