First make sure the building and books are safe to handle. Keep people away from sewage-contaminated water, unknown floodwater, fire debris, and active mold. Then stabilize wet books promptly: air-dry only suitable items with clean absorbent material and circulating air, or prepare books for freezing if they cannot be dried within about two days. Freezing buys time; it does not dry a book or kill mold. For valuable, coated, moldy, or soot-damaged books, contact a book and paper conservator.
Check for hazards before handling books
Do not enter an unsafe building or start salvage while there are structural, electrical, or fire-related hazards. Floodwater may contain sewage or other contaminants; active mold and soot also pose risks. Protect people first, and seek professional advice if contamination or health effects are a concern. The National Archives advises seeking medical or mycological guidance if mold exposure causes health effects (National Archives flood-damage guidance).
Fire-damaged books may have both water damage from firefighting and smoke or soot contamination. These overlapping problems make treatment more complicated; the Library of Congress recommends professional help for complex contamination (Library of Congress smoke and soot guidance).
Choose a response based on the book’s condition

Air-dry only suitable books
For books that are damp rather than saturated, structurally sound, and free of contamination, clean absorbent material and circulating air can help remove moisture. The National Archives advises using clean absorbent blotting material and arranging airflow to circulate in the area rather than directing it at the drying materials (National Archives guidance on water-damaged library materials).

Do not force a wet book open or fan saturated pages apart. Glossy coated paper can stick together or fuse during drying, so coated books need prompt specialist attention. Air drying is a salvage option for appropriate items, not a guarantee that every wet book can be safely dried at home.
Freeze books that cannot be dried promptly
National Archives guidance from August 1993 recommends freezing wet books and paper-based items that cannot be air-dried within two days. The Library of Congress likewise says freezing within 48 hours may be necessary for wet collections. These are practical response windows, not a promise that mold begins at exactly that point in every environment (National Archives flood-damage guidance; Library of Congress guide to freezing collections).

Freezing slows mold growth and gives you time to arrange treatment. It does not dry books or kill mold. The Library of Congress says a household freezer can serve for a small water incident; a large collection may require commercial freezer facilities or a recovery contractor with suitable capacity (Library of Congress guide to freezing collections).
Handle soot cautiously after a fire
Soot is easy to smear or work into paper, so do not rub it or wipe it with an ordinary cloth. The Library of Congress describes wearing gloves and blotting soot with a vulcanized rubber sponge, but characterizes soot treatment as risky and recommends a conservator for unique or irreplaceable materials (Library of Congress smoke and soot guidance). If the book is valuable, fragile, or has combined water and smoke damage, leave treatment to a professional.

Arrange professional help for complex or important books
Contact an experienced book and paper conservator for valuable, historic, sentimental, fragile, moldy, coated, or soot-affected books. For a large number of wet books, ask whether a recovery contractor can provide freezing and later drying. Freezing is temporary stabilization, not restoration; a dried book may still be distorted, stained, contaminated, or moldy. Do not leave damp books sealed in a plastic bin in a humid place: trapped moisture can increase mold risk. Keep books in a safe, drier environment while you arrange suitable treatment, and do not mistake storage or freezing for completed preservation (Library of Congress books preservation FAQ).
