Recover Order Contraband is an optional objective in Borderlands 4’s “Down and Outbound” mission. Find all four pieces in Horace’s Oversight, the Order surveillance-center area, and collect the last one before dropping down to confront the Spymaster. Use ECHO Location as you search: it can help point out the route and highlight nearby pieces.
Where to find all four Order Contraband pieces
The location guides agree on the four-piece count and the general route through Horace’s Oversight, but give slightly different room landmarks. Follow the sequence below and use ECHO Location to check for nearby pickups if a described spot does not match what you see.

Search the first side room on the right
As you enter the surveillance-center area, check the right-hand side for an early room. One guide describes a gate at the right corner; another places the piece on a crate in a dark, warehouse-like room ahead and to the right. Look for the interactable pickup in this area.

Check the room left of the long stairs
After the enemy area, search the building on the left. The piece is described as being on a crate in a dark room to the left of a long staircase.

Follow the upper route for the third piece
Continue upward and check the next left-side building and upper path. The guides place this pickup upstairs at the end of the area or on a crate at the top of another long flight of stairs, just before an exterior section.

Collect the last piece before the drop
Near the top of Horace’s Oversight, check the final stairs and the nearby overhang before dropping down to Horace. One guide places the pickup to the left after walking up the stairs, before two vending machines; another describes it as under an overhang. Do not proceed down until you have checked this area.

When to collect the contraband
“Recover Order Contraband” is optional and takes place during “Down and Outbound.” Complete the search while moving through Horace’s Oversight, before the Spymaster encounter. The objective is easy to miss if you advance past the final stairs and drop down first.
What completing the objective rewards
GamesFuze says completing the optional objective gives extra XP and loot at the end of the mission. PowerPyx lists XP, money, Eridium, a rare assault rifle, and the Digital Frontier Vault Hunter Style among the mission rewards, but does not establish that each item is specifically unlocked by collecting the contraband. Treat those as mission rewards rather than guaranteed contraband-specific drops.
