These are different from quest partners, who join for a particular mission rather than through permanent recruitment.
Permanent followers and quest partners are different
Permanent followers can be recruited after meeting a requirement and, according to GameSpot’s guide, can be told to join you, wait, or leave. Quest partners are assigned during particular quests and generally depart when those quests end. Brother Martin during “Weynon Priory” is one example. Leaving a quest unfinished can keep a quest partner around, but that is a side effect of delaying the mission—not a regular follower-recruitment method.

GameSpot lists three permanent follower types: the Adoring Fan, Mage Apprentices, and Knights of the Nine. Its guide reports that you can have multiple companions, but only one permanent follower of each type at a time; it reports no limit for quest partners. Treat those limits as guide-reported behavior, not an official rule confirmed by Bethesda.

Adoring Fan: win the Arena championship
Work through the Imperial City Arena ranks and defeat Agronak gro-Malog to become Grand Champion. GameSpot describes the route as nearly two dozen fights. After the victory, leave the Arena and wait briefly in the Imperial City; the Adoring Fan should approach and ask to accompany you. He can carry a torch and follows while commenting on your adventures.
Mage Apprentice: become Arch-Mage
First complete the Mages Guild recommendation quests in all seven cities to gain entry to the Arcane University. Then progress through the Guild storyline until you receive the Arch-Mage title. GameSpot names the Raminus Polus and Hannibal Traven quest sequences as part of that progression, and says an apprentice can then be recruited by speaking with one in the university halls. If quest names or ordering differ in your game, use your in-game journal to track the active Guild quests.

Knight of the Nine: finish the faction questline
Begin “Pilgrimage” by speaking to the Prophet outside the church in Anvil. Visit and pray at the nine wayshrines, then continue the Knights of the Nine storyline through “Umaril the Unfeathered.” GameSpot says a soldier becomes available to recruit once the faction is re-established.

GameSpot reports that permanent followers can be ordered to stay where they are, join you, or leave the party. Quest partners do not have the same general command options outside their quest dialogue. The guide also says quest partners fight, may run ahead to engage enemies, and can be knocked unconscious before recovering. These are guide-reported behaviors, not a published combat comparison.

The available guide does not establish a rigorously tested ranking of follower strength. Choose by the route you are willing to complete and the kind of companion you want; there is not enough evidence here to name one as the strongest.
Can you recruit ordinary NPCs?
Not through the three permanent recruitment routes covered above. On PC, the community mod Hire Any NPC adds a way to hire ordinary NPCs and issue commands such as follow, wait, dismiss, and attack. The mod listing describes different restrictions across versions: one requires high disposition or payment, while another removes those restrictions. Check the current listing’s installation instructions, version details, and compatibility notes before using it. It is a community mod, not an official feature.
Quest partners as a temporary alternative
Some quests assign an ally without requiring one of the permanent follower milestones. A quest partner may remain with you if you leave the related quest unfinished—for example, Brother Martin during “Weynon Priory,” according to GameSpot. This can be useful if you deliberately want to delay that mission, but the partner remains tied to the quest and is not equivalent to a recruited follower.
