Start by recording when and where the reflection reaches your property, then discuss possible changes with the panel owner. Reflection depends on the sun’s position, panel angle and the observer’s location, so the right response is site-specific: it may involve adjusting the panels, adding suitable screening, or asking the local planning authority about review options.
Can solar panels cause glare for neighbours?
Yes. Panels are designed to absorb sunlight rather than reflect it, but they can reflect light at certain angles. Whether that reaches a neighbouring home depends on the geometry between the sun, panels and the affected location. A reflection may therefore affect one window or outdoor area at particular times without affecting the whole property. England’s 2025 National Policy Statement EN-3 defines glint as a momentary flash of reflected sunlight and glare as continuous excessive brightness experienced by a stationary observer in the reflection path. Read EN-3.

When describing the problem, identify the affected receptor—the particular room, window, garden area, road or other place—and whether the effect is a brief flash or sustained brightness. That detail is more useful than a general report that the panels are reflective.
What to do about a neighbour’s solar-panel glare
- Keep a simple record. Note the date, start and end times, affected locations and the direction the light appears to come from. Photos or short videos can help show the pattern, but do not replace a technical assessment when one is needed.
- Speak with the panel owner. Share your observations calmly and ask whether the layout, position, tilt or panel type could be changed. The owner may need to consider roof or site constraints, so a proposed change has to be assessed rather than assumed feasible.
- Discuss ways to interrupt the reflection. Depending on the site, options may include changing panel placement or orientation, suitable screening, external shading or planting. These measures can have trade-offs and may not work for every sightline or season.
- Check local planning records and rules. Ask the relevant planning authority what process applies to the installation and whether a complaint or technical review is available. Rules depend on location and project type.
- Consider a qualified assessment if the issue is significant or disputed. For a larger development, planning review, or persistent problem that cannot be resolved informally, a site-specific glare assessment can examine the panel geometry, affected locations and proposed mitigation.
Which mitigation options may help?
There is no universally reliable fix. Compare possible measures by whether they address the reflection at its source or shield the affected property, how consistently they work across seasons, whether they block light or views, and how practical they are to install and maintain.

| Option | Where it acts | What to consider |
|---|---|---|
| Change panel orientation or layout | At the source | It may change the reflection path, but feasibility depends on the roof or site and the times and directions involved. Planning advice treats panel location, height, direction and type as relevant assessment factors. Planning Inspectorate technical advice. |
| Opaque screening or external shade | On the affected property or along the sightline | Effectiveness depends on screen position, height and line of sight; it may also obstruct wanted daylight or views. City of London planning advice lists these as possible measures, not guaranteed solutions. City of London Solar Glare Planning Advice Note. |
| Planting | Along the sightline | Choose for mature height, maintenance and seasonal coverage. Deciduous trees may not screen winter glare when they have lost their leaves. England’s EN-3 advises considering retention and growth of boundary vegetation for utility-scale solar development. |
| Low-reflectance materials or coatings | At the source | These may be considered in an appropriate design or assessment. Do not apply an aftermarket coating to someone else’s modules without confirming compatibility, performance, manufacturer requirements and authorization; there is no universal retrofit coating established here. |
What planning rules apply?
Planning rules are specific to the jurisdiction and installation. In England, the cited consolidated version of the 2015 General Permitted Development Order provides for prior-approval consideration of glare on neighbouring land for a specified class of stand-alone solar installations. It also says equipment should be sited, so far as practicable, to minimise effects on amenity. This does not establish the same process for every rooftop system, and the relevant class and current wording should be checked before relying on it. See the cited England order.
Other jurisdictions have their own provisions. Welsh Government guidance for specified non-domestic solar installations says they must be sited, so far as practicable, to minimise glint or glare. Victoria’s PPN96 gives guidance on assessing reflected glare in that state’s planning context. Neither is a general rule for other locations. Welsh Government guidance; Victoria PPN96.

What a glare assessment should examine
A useful assessment is tied to the actual site and affected locations. UK technical scoping advice identifies factors including panel height, direction, type (including tracking systems), location and extent, sensitive receptors, and mitigation secured as part of the proposal. Victoria’s guidance also calls for attention to view direction, likely glare risk and whether proposed design changes are effective.
For a neighbouring-home concern, make sure the assessment maps the places people actually use and considers when reflections occur, their duration and intensity where quantitative analysis is appropriate. A generic claim that panels are low-reflectance does not by itself resolve whether a particular window or outdoor space lies in a reflection path.
