You can reduce settlement attacks in Fallout 4, but you cannot eliminate them for a populated settlement. The Fallout Wiki reports a minimum daily attack chance of 2%, even with strong defenses. Build and maintain defenses, avoid unnecessary surplus supplies, and respond in person when protecting a settlement matters most.
What determines whether a settlement is attacked?
The Fallout Wiki gives the daily attack chance as max(2, 2 + (Food + Water)/10 - Population/2 - Defense), with the result treated as a percentage. Under this formula, more defense and population reduce the chance, while food and water production increase it. The chance bottoms out at 2% for a populated settlement; an unpopulated settlement is the exception. These are source-reported mechanics, not figures documented by Bethesda, and the Wiki does not identify the applicable game version or platform. Fallout Wiki: Settlement attacks

- Each defense point reduces the cited chance by one percentage point.
- Each settler reduces it by half a percentage point.
- Each unit of food and water production adds one tenth of a percentage point.
- Stored edible or drinkable items may also contribute to the food and water terms.
How can you lower the attack chance?
- Build defenses through the settlement Workshop. Add structures with defense ratings, such as turrets. Defense rating is the relevant factor in the cited formula; walls alone are not described as providing a mechanical reduction.
- Keep defenses working. Damaged defenses stop contributing to the settlement’s defense rating, so repair them rather than assuming a built turret is always helping.
- Avoid needless overproduction and stockpiling. Keep enough food and water to support settlers, but remember that production and stored edible or drinkable supplies may raise the attack chance under the cited formula.
- Do not treat any defense target as a guarantee. Even a well-defended populated settlement retains the reported 2% daily floor.

What happens if an attack occurs while you are away?
An unattended attack uses a separate randomized check to decide whether the settlement withstands it. The Fallout Wiki describes defense strength as the settlement’s defense rating plus its population and a random roll, compared with attacker strength based on food and water plus random rolls. Both sides are subject to caps; defense strength is capped at 100. As a result, increasing defense can help, but piling on defense does not guarantee an off-screen victory.

A failed unattended defense can temporarily damage settlement objects and production, lower happiness, and permanently remove some inventory. Damage can repair over time, or you can repair structures yourself using the required materials.

If you reach the settlement during an attack, combat follows normal gameplay rather than the unattended resolution check. Settlers, companions, robots, turrets, traps, and mines can contribute. The fight continues until the attackers are dead, but explosive or indiscriminate attacks can damage structures and friendly NPCs, including settlers. If preserving people and infrastructure is the priority, intervene promptly and take care with attacks that can hit allies.
