Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →The reliable way to reduce stutter on a low-power gaming PC is to diagnose the limit before changing settings: reproduce the same scene, watch CPU, GPU, memory and disk activity, then change one option at a time and compare. Start with reversible changes such as closing background apps, lowering render resolution or scale, selecting the correct GPU, and testing Windows’ Best performance mode while plugged in. If the same component remains saturated after those tests, software tweaks have reached their limit and a compatible hardware upgrade may be justified.
Stutter and low average FPS are symptoms, not diagnoses. Microsoft lists background applications, updates, low free disk space and aging hardware among possible causes of slow Windows performance. The steps below separate those causes so you do not spend money on an SSD when the GPU is the real constraint, or sacrifice image quality when a background process is the culprit.

1. Establish a baseline before changing anything
A useful comparison needs the same workload each time. Choose a repeatable location, route, race, match replay or built-in benchmark. Record what happens for long enough to encounter the stutter, and note the average FPS plus any obvious pauses or uneven motion.
Record more than the average FPS
- Average FPS: the broad rendering rate over the test.
- Frame-time consistency: whether frames arrive evenly. A high average can still feel poor when occasional frames take much longer.
- Image quality: note changes in sharpness, lighting, shadows and effects.
- Power, heat and fan noise: especially important on a laptop or other low-power system.
On supported Radeon systems, AMD’s Game Advisor can show average FPS, a 95th-percentile frame-time view and performance graphs. Treat those displays as optional examples rather than a requirement; the essential rule is to compare the same scene under the same conditions.

Keep the test conditions stable
Use the same display mode, resolution, power source and game area for each trial. A laptop can behave differently on battery and AC power, and heat buildup can change performance during a long session. Write down each change so you can undo it when image quality or stability gets worse.
2. Find which resource is holding the game back
Open Task Manager while the game is running and inspect CPU, memory and disk activity. A suitable GPU overlay can add graphics-processor load and frame-time information. Microsoft recommends reviewing resource use and startup applications when troubleshooting slow performance.
CPU contention
If the processor is busy while the GPU has unused capacity, close unnecessary programs and overlays first. Browsers with many tabs, launchers, recording tools, installers and update processes can compete with a game. Do not assume that ending every unfamiliar process is safe; close only applications you recognize and do not need during the test.
GPU limitation
If the graphics processor is the consistently busy component, reduce the work it must render. Resolution, render scale, anti-aliasing, ambient occlusion and other advanced effects are the most direct places to start. Lowering CPU-heavy options will not solve a GPU limit, so use the resource view to choose the relevant setting.
Memory pressure
When available memory is low and Windows is actively moving data to storage, background applications and unnecessary startup items become suspects. Close what you do not need, then repeat the same scene. If the problem disappears only after applications are closed, the game is competing for memory rather than simply needing a lower resolution.
Disk activity
High disk activity during a hitch can point to loading, updates, or low free space. Check whether another program is downloading or scanning files. Windows Storage settings expose drive type, capacity and current use, which helps distinguish a storage-related pause from a rendering limit.
3. Reduce rendering load in the game
In-game options are usually the safest first performance controls because they are reversible and take effect immediately. AMD’s Game Advisor examples include lowering quality presets, advanced rendering options, render scale and display resolution. They are possible recommendations, not guaranteed gains for every game.

Lower resolution or render scale
Reducing display resolution asks the GPU to shade fewer pixels. Render scale lowers the internal resolution while allowing the game interface to remain at the display’s native size in many titles. Try one of these controls, return to the same test scene and compare both smoothness and clarity.
Reduce expensive effects individually
Start with options your game identifies as demanding, such as anti-aliasing and ambient occlusion. If the game offers a quality preset, use it as a quick experiment, then raise individual settings that matter most to you. Changing one option at a time makes the result understandable; changing ten at once does not reveal which compromise helped.
Choose a stable target, not a flattering peak
A slightly lower but consistent frame rate can feel better than a high average interrupted by severe frame-time spikes. If the game offers a frame-rate cap, compare a cap that the system can sustain with an uncapped run. The right target depends on the game, display and hardware; the baseline test tells you whether consistency improved.
4. Make sure Windows is using the intended graphics processor
Laptops and other PCs with more than one GPU can launch a game on the less capable adapter. In Windows, open Settings > System > Display > Graphics, select the game and choose the appropriate per-app graphics preference. Restart the game after changing the preference, then repeat the baseline scene.

5. Test Windows gaming and power settings with their trade-offs
Windowed-game optimization in Windows 11
Windows 11 includes windowed-game optimization for compatible DirectX 10 and DirectX 11 games running in windowed or borderless modes. Compatibility is limited to those game and display conditions, so do not expect the feature to change every title or exclusive full-screen configuration. If a supported game behaves differently after toggling the option, compare it in the same repeatable scene rather than relying on a single launch.
Best performance power mode
Microsoft says Best performance can let the CPU operate at higher performance when needed. It also increases power use; on a laptop it can drain the battery faster and make the computer warmer. Test it while connected to AC power, monitor temperature and fan noise, and compare frame-time consistency as well as FPS. It is not a free upgrade and is unsuitable as a permanent battery strategy if the extra heat or drain outweighs the benefit.

Power mode is not a substitute for cooling
If performance falls after the system heats up, the higher-power setting may make the symptom worse. Record whether the first minutes of play differ from later minutes, and treat heat as part of the diagnosis. The evidence supports testing the mode in context, not promising a fixed performance increase.
6. Remove background contention and unnecessary startup work
Before changing graphics quality, close applications that are not needed for the game. In Task Manager, review the Processes and Startup areas for programs consuming CPU, memory or disk. Microsoft identifies background applications and startup activity as common contributors to slow performance.
Pause downloads, installers and updates during the test, and avoid running a recording or browser workload if you are trying to measure the game itself. Make one change, rerun the same scene and restore the application if it does not affect the result. This keeps the troubleshooting reversible and prevents you from trading one source of stutter for another.
7. Check storage, updates and DirectX without overpromising
Storage capacity and drive type
Open Windows Storage settings to review the drive type, capacity and space in use. Low free space is a general Windows performance concern and can coincide with game-loading problems. Remove or move data only after confirming what is safe to delete, and leave room for the operating system and game updates.
An SSD is a reasonable conditional upgrade when storage access or loading is the observed limitation. The cited guidance does not establish that an SSD universally raises FPS or eliminates rendering stutter. If the GPU is saturated in the baseline scene, replacing the drive will not change that workload.

Windows and driver updates
Install applicable Windows updates and graphics drivers through the appropriate official channels, then retest. An update can address compatibility or stability, but it can also alter performance, so keep the before-and-after measurements. Avoid treating “up to date” as proof that the system has enough hardware for a newer game.
Check the DirectX version
Microsoft’s DirectX guidance explains how to check the installed version and directs Windows 10 and Windows 11 users to Windows Update for DirectX updates. Confirm the version when a game reports a graphics API problem or behaves differently from other titles. Updating DirectX will not remove a CPU or GPU bottleneck that is already visible in your resource measurements.

8. Optional Radeon features: use them only when your hardware and game support them
Radeon Boost
AMD describes Radeon Boost as dynamically adjusting resolution in supported games. That can reduce rendering work during movement, but availability depends on the Radeon hardware, driver software and game. Check the supported-game and feature requirements in the Radeon software you use, then compare image quality and frame-time behavior in the same scene.
Radeon Chill
AMD describes Radeon Chill as dynamically regulating frame rate based on movement. It may conserve power and reduce heat, which can be useful on a low-power system, but it is not a universal Windows fix and can change how frame-rate response feels. Test it separately from other changes so you know whether it improves smoothness, temperatures or battery behavior for your game.
9. Use a controlled comparison when choosing between fixes
When two settings appear to help, compare them with the same evidence rather than choosing the one with the largest headline FPS number.
| Comparison measure | What to record | Why it matters |
|---|---|---|
| Average FPS | The average in the repeatable scene | Shows overall rendering rate but can hide hitching |
| Frame-time consistency | Visible pauses, spikes or a supported 95th-percentile view | Captures the stutter that averages can conceal |
| Image quality | Sharpness, resolution, anti-aliasing and lighting changes | Shows the visual cost of a performance gain |
| Power, heat and fan noise | Whether the PC becomes warmer, louder or drains battery faster | Reveals the operating cost of a setting |
| Cost and compatibility | Required hardware, supported game and purchase cost | Prevents an unnecessary or incompatible upgrade |
Keep the version that solves the actual symptom with the smallest unacceptable trade-off. A setting that raises average FPS but worsens frame-time spikes is not a successful stutter fix.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.10. Troubleshoot by symptom
The game stutters only when new areas load
Watch disk activity during the hitch and check available storage. Pause competing downloads and confirm that the drive is not critically full. Consider an SSD only if the evidence points to storage or loading; do not expect it to repair a GPU-limited scene.
FPS is low all the time
Compare CPU and GPU activity during the same scene. If the GPU is the busy component, lower resolution, render scale or demanding effects. If the CPU is busy while the GPU is underused, close background work and check whether the game is using the intended graphics processor.
Performance is good at first and worsens later
Compare temperature, fan noise and power source between the beginning and end of the session. Test Best performance only while plugged in and observe whether additional heat accompanies the change. A warmer system that performs worse is evidence against treating maximum power mode as the solution.

Changing settings did not help
Undo the change and verify that the test scene, display mode and power source were identical. Recheck Task Manager and the GPU assignment. If the same component remains constrained after background work, rendering load and power conditions are controlled, the limit is likely hardware or game-specific rather than a hidden Windows switch.
11. When an upgrade is justified
Upgrade only after the controlled tests identify a specific limitation. A storage upgrade is relevant to low free space or loading behavior. A GPU or CPU upgrade requires compatibility checks for the system, power supply, cooling and physical space, none of which can be inferred from FPS alone. Memory capacity should be considered only when the measurements show pressure that closing background applications does not resolve.
Older hardware may not improve significantly from software steps, according to Microsoft’s performance guidance. That does not mean every low-power PC needs new parts: it means the purchase should follow evidence from your own repeatable workload. Record the component that is constrained, the settings you already tested and the trade-offs you can accept before spending money.

FAQ
Can an SSD fix game stutter?
It can help when the measured problem is storage access, loading or critically low free space. It is not established as a universal fix for low FPS or rendering stutter; a saturated GPU or CPU remains the limiting component.
Should I always use Best performance mode?
No. Test it on AC power and compare smoothness, temperature, fan noise and battery behavior. Microsoft explicitly notes higher power use and laptop heat and battery costs.
Why does lowering resolution help some games but not others?
It primarily reduces GPU rendering work. If the CPU, memory, disk or wrong-GPU selection is the real constraint, changing resolution may produce little improvement.
Do Radeon Boost and Radeon Chill work in every game?
No. AMD describes both as optional features whose availability depends on supported hardware, software and games. Their effects should be tested separately in your title.
