A Windows 11 repair USB can open the Windows Recovery Environment (WinRE), where you can run Startup Repair, remove a troublesome update, use System Restore, open Command Prompt, reset Windows, or reinstall it. The safest order is to start with the least destructive option and move toward reset or a clean installation only after protecting your files.

There are two different kinds of USB media: a Recovery Drive you created in Windows, which boots directly to recovery tools, and Windows 11 installation media made with Microsoft’s Media Creation Tool, which offers the Repair my PC entry and can also reinstall Windows. The right choice depends on what media you already have and whether the computer can still start.

What a Windows 11 repair USB does

A USB does not automatically repair every Windows problem. It gives you an alternate way to start recovery tools when the internal Windows installation will not boot. From WinRE, Windows can diagnose startup files, roll back certain changes, restore a restore point, open advanced command-line tools, or reinstall the operating system.

A Recovery Drive is created from a working Windows computer and is intended to start WinRE. When you create one, Windows erases the USB and copies recovery components; it does not copy your personal documents, photos, or other files. A Windows 11 installation USB is made with Microsoft’s Media Creation Tool. It can enter WinRE through Repair my PC, and it can provide setup files for an in-place reinstall or a clean installation.

If the computer is from an OEM and depends on special drivers or factory applications, check whether the manufacturer offers recovery media. Microsoft notes that an OEM image can contain device-specific drivers and factory software that generic Microsoft media may not include.

Choose the least destructive path first

Option When to use it Personal files Apps and settings Typical reversibility
Startup Repair Windows fails during startup and the cause may be damaged boot or system components Preserved Preserved if the repair succeeds Low risk
Uninstall Updates The failure began after a recent quality or feature update Preserved Usually preserved; the selected update is removed Usually reversible by reinstalling the update later
System Restore A restore point exists from before the problem Personal files are not affected System files, drivers, and settings can roll back Can be reversed from Windows when restore points allow it
Command Prompt Automated tools fail and you understand the disk and boot configuration Depends on the command used Depends on the command used Varies; mistakes can be destructive
Reset this PC — Keep my files Windows needs to be reinstalled but you want to retain personal files Preserved Apps and settings removed Not a simple undo; reinstall apps afterward
Reset this PC — Remove everything You accept deletion of personal data and want a fresh Windows installation Deleted Removed Destructive
In-place reinstall Windows still runs and setup.exe can be launched from installation media Choose an option that preserves them Can preserve apps and settings with the matching choice Less disruptive than a clean install
Clean installation The PC cannot start or existing recovery options do not solve the problem Deleted unless backed up elsewhere Removed, including manufacturer customizations Destructive

Prepare the USB and protect your data

Use another working Windows PC when necessary

If the affected computer cannot start, create the media on a separate working Windows PC. Keep the target computer powered off until the USB is ready, and identify which files must be backed up before choosing a reset or reinstall.

Create a separate personal-file backup

A Recovery Drive does not include personal files. Copy documents and other irreplaceable data to another drive or a location you control before using any option that could remove data. Do not treat the recovery USB as your backup.

Expect the Recovery Drive process to erase the USB

For a Recovery Drive, connect an empty USB drive. Microsoft explicitly warns that creating the drive erases data already stored on it. Move anything you need off the USB before starting. The instructions do not establish a universal capacity requirement, so follow the space requirement shown by the Recovery Drive wizard rather than assuming a particular size.

Find the BitLocker recovery key

If the Windows drive is protected by BitLocker, WinRE may ask for the recovery key before it allows most recovery options to continue. Have that key available before booting from the USB; Microsoft identifies it as potentially necessary for Startup Repair and Reset as well as other recovery actions.

Create a Windows 11 Recovery Drive

  1. On a working Windows PC, open Start search and type Recovery Drive.
  2. Open the Recovery Drive app, also available through recoverydrive.exe.
  3. Leave Back up system files to the recovery drive selected. This makes the drive usable for the recovery environment rather than only a minimal boot tool.
  4. Connect an empty USB drive, confirm that you understand the drive will be erased, and select Create.
  5. Wait for the wizard to finish, then label the USB and store it separately from the computer. Keep your personal-file backup elsewhere because the Recovery Drive does not contain those files.

A Recovery Drive normally starts the recovery interface directly. It is most useful when you created it before the failure. If you do not have one, use installation media instead.

Create Windows 11 installation media

  1. On a working Windows PC, use Microsoft’s Windows 11 Media Creation Tool to create bootable USB installation media.
  2. Follow the tool’s prompts to select the Windows 11 media and the connected USB drive. The tool formats or replaces the contents needed for the bootable media, so use a drive whose contents are already backed up.
  3. When creation finishes, safely disconnect the USB and insert it into the affected PC.

Installation media is generic Microsoft media. If the computer needs a manufacturer-specific storage, network, graphics, or chipset driver, or you want the original factory applications, compare it with the OEM’s recovery-media option before proceeding. The OEM image may contain components that generic media does not.

Boot the affected computer from USB

  1. Insert the Recovery Drive or installation USB into the affected PC and power it on.
  2. Use the manufacturer’s documented boot-menu key or firmware boot-order setting to select the USB. The exact key and menu differ by computer model.
  3. If the USB is ignored and Windows starts normally, shut down and try the manufacturer’s boot-menu instructions again. If the USB does not appear, check that it was created successfully and that the firmware is detecting it.
  4. With installation media, choose the language and other preferences, select Next, then choose Repair my PC instead of starting a new installation. A Recovery Drive normally opens WinRE without this setup screen.
  5. When prompted, enter the BitLocker recovery key. Without it, encrypted-volume recovery options may not be available.

Run Startup Repair first for many boot failures

In WinRE, select Troubleshoot > Advanced options > Startup Repair, then select Restart. Microsoft describes Startup Repair as a tool for certain problems that prevent Windows from starting. It checks for issues such as missing or damaged system files, corrupted boot configuration data, a damaged master boot record, incompatible drivers, and registry errors.

Let the scan finish without powering off the computer. If Windows starts afterward, remove the USB so the computer boots from its internal drive on the next restart. If Startup Repair reports that it could not fix the problem, return to Advanced options and choose the recovery action that matches the timing of the failure instead of repeatedly running the same scan.

Remove an update that triggered the failure

When the boot problem began immediately after Windows Update, choose Troubleshoot > Advanced options > Uninstall Updates. Select the update type offered by WinRE and follow the confirmation screens. Microsoft lists update removal as a Windows 11 recovery option that does not affect personal files or installed apps. Use it for a failure that follows an identifiable update rather than as a general substitute for Startup Repair.

Use System Restore for a recent system change

Choose Troubleshoot > Advanced options > System Restore and select a restore point from before the startup failure. System Restore rolls system files and settings back while leaving personal files untouched. It can remove a recently installed driver, application, or configuration change that is preventing startup.

The restore-point option is not guaranteed to be present. Microsoft’s recovery-options table identifies point-in-time restore as available for Windows 11 version 24H2 or later in that documented scope, and the computer must also have a usable restore point. If no suitable point appears, return to the other WinRE tools rather than selecting an unrelated date.

Use Command Prompt only when you understand the disk layout

Troubleshoot > Advanced options > Command Prompt provides a manual route when the automated tools do not resolve the problem. WinRE can assign different drive letters from those used during a normal Windows session, so do not assume that the Windows volume is C:. First identify the correct Windows and system partitions using the tools and information you understand, then apply only commands appropriate to that configuration.

Command Prompt is an advanced option, not a risk-free next step. An incorrect command aimed at the wrong volume can remove data or alter boot information. If you cannot identify the target disk or the required repair operation, leave the command window and use System Restore, update removal, Reset this PC, or qualified technical help instead.

Reset Windows with Reset this PC

Reset this PC reinstalls Windows from WinRE. Select Troubleshoot > Reset this PC, then choose the level of data removal you accept.

Reset choice What remains What is removed
Keep my files Personal files Installed apps and settings
Remove everything Nothing from the Windows installation unless it was backed up separately Personal files, apps, and settings

Next choose between Cloud download and Local reinstall. Cloud download fetches a fresh Windows copy; Local reinstall uses the files already on the PC. Back up important files before either choice, especially if the drive is encrypted or the machine has signs of storage failure.

During a reset, the screen can remain black for a long period and the computer can restart more than once. Do not interrupt it merely because the display is blank for a while. If BitLocker is enabled, WinRE may require the recovery key before Reset can proceed.

Reinstall Windows from installation media

In-place reinstall when Windows still runs

An in-place reinstall is available only while the existing Windows session is running. Insert the installation USB, open it in File Explorer, and run setup.exe. Setup presents three preservation choices:

  • Keep personal files and apps preserves personal data, installed applications, and settings.
  • Keep personal files only preserves personal data but removes installed applications and settings.
  • Keep nothing removes personal data, apps, and settings.

Read the selected option on the confirmation screen before starting. If you need applications and their settings to remain, do not continue until Keep personal files and apps is selected and available for that installation.

Clean installation when the PC cannot start

Boot from the installation USB and choose the installation path only after you have backed up data or accepted its loss. Microsoft describes a clean installation as an advanced way to start fresh. It removes personal files, applications, settings, and manufacturer customizations from the Windows installation. It is more disruptive than Startup Repair, update removal, System Restore, Reset with Keep my files, or an in-place reinstall.

If the computer requires OEM drivers or factory applications, generic installation media may leave you without those components until you obtain them from the manufacturer. That is why OEM recovery media can be preferable for a system that depends on device-specific software.

What to do if Windows 11 will not boot from the USB

  • No setup or recovery screen: Recheck the manufacturer’s boot-menu key and firmware boot order. The PC may still be trying the internal drive.
  • The USB is missing from the boot menu: Recreate the media on a working PC and verify that the creation process completed. Try another USB port if the manufacturer’s instructions permit it.
  • Installation starts but Repair my PC is not visible: Confirm that you created Windows 11 installation media rather than copying setup files manually. The repair entry appears in Windows Setup after you select the language preferences and Next.
  • WinRE asks for a key: Enter the BitLocker recovery key. Encrypted volumes can block access to most recovery options without it.
  • The drive boots but recovery tools fail: Return to the least destructive available option, then consider Reset this PC. Do not jump to a clean installation until personal files are backed up or their loss is acceptable.
  • Windows starts instead of the USB: Shut down, insert the USB before powering on, and use the model-specific boot-menu instructions. Remove the USB after recovery so the next restart uses the internal Windows drive.

How to decide whether files will survive

Startup Repair, Uninstall Updates, and System Restore are designed to leave personal files in place. Reset with Keep my files preserves personal files but removes apps and settings. An in-place reinstall can preserve personal files and apps only when you select Keep personal files and apps. Reset with Remove everything and a clean installation delete personal files from the Windows installation. A separate backup is the only dependable protection against choosing the wrong option or encountering a storage failure during recovery.
