How to Report a Website Hosting Stolen or Leaked Content

Report exact page and file URLs to the site and relevant host, then use separate search-engine or personal-content processes where appropriate. The right route depends on whether the issue is copyright, private information, or another kind of abuse.

Report the specific page or file to the website owner and the service that hosts it; if it is copyrighted work, use the applicable copyright process. If the content also appears in search results, submit a separate request to the search engine. Personal-information exposure, intimate imagery, and DNS abuse follow different routes, so first identify what was disclosed and who can act on it.

First identify what kind of content was posted

The correct reporting route depends on the problem. Copyright procedures address unauthorized use of a protected work; they are not a universal way to remove private information or every kind of leak.

  • Copyrighted material: If you own the work or are authorized to act for its owner, report the specific copy to the site and relevant host. In the United States, a qualifying copyright complaint may use the provider’s DMCA process. The U.S. Copyright Office explains the Section 512 notice-and-takedown framework and designated-agent system, but a notice does not guarantee immediate or universal removal: U.S. Copyright Office: Section 512.
  • Personal information: If the issue is exposure of personal details, use an eligible personal-content policy or legal-request route rather than claiming copyright infringement without a copyright basis. Eligibility and public-interest considerations can affect a platform’s decision.
  • Non-consensual intimate imagery or child-safety concerns: Use the relevant dedicated reporting and safety route. Do not distribute sensitive imagery more widely by attaching it to an unrelated form.
  • DNS abuse: A registrar or registry may be relevant for qualifying DNS abuse, but that is not a general copyright takedown route. Find the right party—and understand what each can do

Use the site’s contact or legal page first when available, then identify the service responsible for hosting the content. These routes can overlap, but they do not all remove the same copy.

Cloudflare distinguishes among its pass-through CDN/security services, registrar service, and services that host content. Reporting to Cloudflare may be appropriate, but do not assume it controls the origin copy: Cloudflare abuse reporting and Cloudflare complaint types.

Preserve evidence and collect exact URLs

Before filing, record the address of every specific page, image, or file containing the material—not just the site homepage. Also record where the original work can be found, or clearly identify it if it is not online. Note what is copied or exposed on each reported page, and keep a dated record where doing so is safe and lawful.

  • Include exact URLs for the offending material and the original work or a clear description of it.
  • Describe the match or exposure concisely and factually.
  • Keep sensitive leaked information private; collect only what is needed to identify the issue.
  • Review a form’s privacy disclosures before submitting personal contact details. Google says qualifying copyright notices may be shared with the Lumen Database.

Google’s legal reporting guidance asks for specific content URLs and an explanation of the issue; a homepage-only report is not enough. Its guidance also says content may remain elsewhere even if access is restricted in Google products: Google: Report content for legal reasons.

File a copyright complaint when you have the rights to do so

For a U.S. copyright claim, use the relevant provider’s DMCA process. A complaint should be accurate and specific: identify the work, the alleged copy and its location, and the person making the report or their authorization. Cloudflare’s published complaint guidance lists the following information categories; other providers may ask for additional details.

  • Your signature, including an electronic signature where the form permits it.
  • Identification of the copyrighted work you say has been infringed.
  • The exact location of the allegedly infringing material, such as its page or file URL.
  • Your contact details and, if you are acting for someone else, the basis for your authorization.
  • A concise explanation of the alleged match.

Do not claim ownership or authority you do not have. If you are unsure whether you own the relevant rights or whether a use is permitted, avoid presenting a disputed legal conclusion as certain. The Copyright Office’s Section 512 resources explain the U.S. framework: Section 512 resources.

Report separately to search engines and platforms

Google search results

If the content appears in Google Search, you can submit a legal request for the relevant Google product. Choose the product and legal reason, provide the specific content URL, and explain the problem and relevant background. Google instructs users to file separate notices for each relevant product when content appears in more than one. Monitor the confirmation email for follow-up. A Search request can restrict access in Google’s products, but it does not itself remove the copy from the website: Google legal reporting guidance.

Google’s published FAQ gives an average processing time of approximately six hours for Search removal requests submitted through its web form. That is an average, not a service-level guarantee or a prediction for an individual request; Google says timing can vary with delivery method, language, and completeness: Google Search copyright removal FAQs.

Personal information in Google Search

For eligible personal information, use Google’s personal-content removal form and provide the affected URL and the requested context. The form distinguishes personal-content requests from legal requests and notes that public-interest considerations may affect removal: Google personal content removal form. Contact the source site or host as well if you want the original copy addressed.

Child-safety material

Do not upload screenshots of child sexual abuse imagery to Google’s general reporting form. Google says to contact police immediately if a child may be in danger, and to use the dedicated route for this material. Do not circulate or attach the imagery to a general complaint. If a report does not lead to action

  1. Check the recipient. Confirm whether you contacted the site owner, origin host, search engine, CDN/proxy, or registrar—and whether that party can act on the content at issue.
  2. Check the details. Make sure the report identifies each exact content URL, the original work or exposed information, and the specific reason for the request.
  3. Use the right process. Copyright and personal-content disputes have different requirements. For DNS abuse within ICANN’s guide, report to the registrar or registry first and allow reasonable time to investigate; ICANN’s role is limited to contractual compliance with registrars and registries, not direct hosting.
  4. Get qualified advice for disputed or sensitive cases. Ownership, authorization, fair use, privacy, intimate imagery, and country-specific laws can complicate a complaint. The U.S. Copyright Office notes that photo-removal situations may also involve state privacy, right-of-publicity, revenge-porn laws, or site terms; consider speaking with a licensed lawyer when those issues arise.

Submitting a report is a request for action, not a promise that content will disappear from every site, service, or search result. Keep the distinction clear between removing a source copy and limiting discovery through a particular platform.
