The computer must stay powered and connected while it streams. Test the exact scene and settings before going public: performance depends on the specific mini PC, encoder, resolution, frame rate, cooling, and network—not just the processor name.
What you need before you start
- A YouTube channel that is verified and has no live-streaming restriction in the past 90 days. Enabling live streaming for the first time can take up to 24 hours, so do it well before your planned launch. YouTube’s live-streaming tips cover eligibility and setup.
- A mini PC capable of decoding your ocean video, running OBS, compositing the scene, and encoding the stream continuously.
- Ocean video and audio you own or are licensed to use for the intended purpose. Confirm that the license permits livestreaming, looping, monetization if applicable, and distribution in the places where your stream may be viewed. YouTube’s live-streaming settings guidance says creators must respect audio and video rights.
- A reliable internet connection with enough sustained upload capacity for your chosen bitrate, plus a way to notice if the stream stops or degrades.
No particular mini PC model is established as suitable by the available evidence. Judge the machine with the exact media, OBS scene, encoder, resolution, frame rate, and bitrate you intend to run.
Choose a mini PC and encoder for the workload
Hardware encoding can shift video-encoding work away from the CPU, but support and results depend on the hardware, operating system, and encoder generation. OBS documents Intel Quick Sync on Windows and Linux when compatible integrated graphics are present; it recommends Haswell-generation Intel Core processors or newer because earlier Quick Sync generations can deliver lower image quality at the same bitrate. These are compatibility notes, not a guarantee that any particular low-power PC will stream reliably. See the OBS hardware encoding guide.
Use the encoder your system actually supports, then test for dropped frames, encoding lag, smooth playback, and acceptable image quality. A hardware encoder may lower CPU load, but it does not remove the need to decode the source video, keep OBS running, and cool the PC during a long session. Do not buy based on a claimed wattage or model benchmark unless it is measured or documented for that specific machine and workload.

Prepare the video and audio loop in OBS
- Store your source media locally. Use files the mini PC can read without relying on a network drive. OBS supports common video and audio formats; check the OBS media sources guide if a file fails to load.
- Add the video: In OBS, add a Media Source to your scene, select the ocean video, and enable Loop so playback restarts when it reaches the end.
- Handle audio deliberately. If the video already contains the ocean audio, avoid adding a second copy. If you use a separate audio file, add it as its own looping source and check synchronization and levels.
- Check the loop boundary. Watch and listen through a full transition from the end back to the beginning. Look for a visible jump, black frame, silence, click, or audio/video drift. A source that loops technically may still have an audible or visual discontinuity.
- Run a longer test. Confirm OBS continues decoding and playing the sources as intended, and that the mini PC does not overheat or become unstable during the planned workload.
Set up the YouTube stream and OBS output
- Enable streaming in advance. In YouTube Studio, create or schedule a livestream. If this is the channel’s first livestream, allow up to 24 hours for live streaming to become available. Eligibility requires a verified channel without a live-streaming restriction in the preceding 90 days. YouTube’s setup guidance explains the process.
- Copy the ingest details privately. Copy the server URL and stream key shown for the stream into OBS’s streaming settings. Treat the key like a password: anyone who obtains it may be able to send a feed to your stream. YouTube describes stream keys as the credentials connecting an encoder to a live stream. YouTube encoder setup explains the connection.
- Prefer RTMPS for normal ingest. YouTube recommends RTMPS, which encrypts the connection. In OBS, select the YouTube service or enter the server details as directed by YouTube, then paste the key. Keep it private and regenerate it if it is exposed.
- Choose a resolution and bitrate your PC and connection can sustain. Use YouTube’s current encoder table for the selected resolution and frame rate rather than treating one bitrate as suitable for every stream. Start with the applicable recommendation and test the actual output. YouTube’s encoder settings list its current guidance.
- Set rate control and keyframes. YouTube’s general encoder guidance calls for constant bitrate (CBR) and a two-second keyframe interval; do not exceed four seconds. Choose these in OBS’s output or encoder settings where available.
- Set audio encoding. YouTube’s general guidance supports AAC or MP3 audio. Check that the selected OBS audio encoder and sample settings are accepted by the platform and that audio is actually present in the preview.
- Consider HLS only if you need it. HLS has higher latency than RTMP and uses a rolling playlist with transport-stream segments of one to four seconds. For a non-interactive ambience stream, latency is usually less important than steady delivery; use an ingest method your encoder supports and follow YouTube’s separate HLS requirements. YouTube’s encoder guidance describes the options.
Do not expose the stream key in screenshots, public posts, or recordings. If your key is compromised, replace it in YouTube Studio and update OBS before going live again.
Check upload capacity and test privately
Measure upload speed under realistic conditions; download speed does not tell you how much capacity the stream has. YouTube recommends at least 20% upload headroom above the stream bitrate and warns that connection disruptions can break a broadcast. For example, if your chosen stream bitrate is 5 Mbps, the recommendation implies at least 6 Mbps of available upload capacity for that stream, before allowing for other network use. - Use wired Ethernet if practical, and avoid saturating the connection with other uploads.
- Leave additional margin if household or office network use varies.
- Start a test broadcast before announcing the stream. Check the YouTube Live Control Room preview for picture, sound, and stream-health warnings.
- Test the exact resolution, frame rate, bitrate, encoder, and scene you intend to keep running. A short test may reveal configuration errors, but it cannot establish long-term reliability.
Plan for failures and YouTube archives
A local OBS stream depends on the mini PC staying powered, OBS continuing to send valid media, and the connection remaining usable. Reboots, updates, loss of internet, or encoder problems can interrupt it. Decide how you will notice a failure and who can restart the stream; monitor the YouTube stream health and the PC rather than assuming a loop will run indefinitely without attention.
YouTube says livestreams under 12 hours are automatically archived. Do not assume one uninterrupted 24-hour broadcast will produce a complete YouTube archive. If replay matters, plan periodic restarts that keep each broadcast under 12 hours, or make a separate recording and verify that it is saved correctly. See YouTube’s archive guidance.

Copyright, reused content, and monetization
Owning or licensing an ocean recording is essential, but permission to use it does not by itself guarantee monetization or avoid every platform review. Keep a copy of licenses and any attribution requirements. Confirm that the grant covers continuous livestreaming, repeated playback, commercial use if you monetize, and the territories where viewers may access the stream. Do not assume that a video described as “free” or “royalty-free” permits a 24/7 YouTube broadcast; read the actual terms.
A stream made from prerecorded footage is not a live camera feed, and repeating the same footage does not establish that the channel meets YouTube’s monetization or originality rules. Review YouTube’s current policies before relying on ad revenue, especially if the channel primarily republishes material or uses repetitive content. The sources here do not establish a specific ocean-wave library with verified rights for continuous, monetized livestreaming.

Costs and operating trade-offs
A mini PC approach requires the computer to remain on, along with the associated electricity use and the time needed to maintain OBS, monitor the stream, and recover from faults. The actual power cost depends on the specific PC, its workload, local electricity rates, and hours of operation; no measured wattage or price is established here. Media licensing may add a separate cost, depending on the source and terms.
If you want to compare a local setup with a hosted workflow, estimate the PC’s real power draw and your local electricity rate, then include any service and media-license charges. A cloud workflow can remove the always-on home computer requirement, but the service, supported destinations, media handling, and pricing must be checked against its current terms.
