Before going live, get written permission for the actual use of every recording and composition, including continuous YouTube transmission, intended territories, monetization, and any replay you plan to retain. Then ask the relevant rights holders to allowlist your exact YouTube channel in Content ID. Permission and allowlisting address different problems: one grants rights; the other can help prevent platform interruptions.
This is practical guidance, not a jurisdiction-specific legal opinion. The statutory discussion below concerns U.S. law; rights, licensing and exceptions vary by territory.
What must be cleared before you go live?
Clear the music for the format you actually intend to run: a continuous audiovisual livestream on YouTube, not merely gameplay, personal listening, a soundtrack album, or a stream on another platform. Your clearance plan should account for every track, the recording used, where viewers can watch, whether you will monetize, and whether the stream will remain available as a replay.
- The sound recording (master): the particular recorded performance in the stream.
- The musical composition: the underlying music and, where applicable, lyrics.
- Other incorporated material: for example, third-party songs included in a game soundtrack, which may involve rights holders beyond the game publisher.
YouTube’s “Music Rights Management on YouTube” overview describes master-use and composition rights as distinct and notes that different parties may administer them. The U.S. Copyright Office’s Title 17, Chapter 1, likewise recognizes separate rights in musical works and sound recordings. That U.S. framework does not decide the rules in other countries or identify who controls any particular game track.

How to clear a game-music catalog for a 24/7 stream
- Define the proposed broadcast. Make a track-by-track list with the game title, track title, recording or version, planned territories, intended term, monetization status and whether you will archive the stream. Specify that the use is a continuous audiovisual livestream on YouTube.
- Identify the relevant rights holders. Determine who controls or administers each master recording and composition. Depending on the track, parties may include a record label, music publisher, composer, performing rights organization or collecting society. Do not assume the game publisher controls every right in a soundtrack.
- Obtain written permission for the specific use. Ask for an express grant covering continuous YouTube livestreaming, the intended territories and duration, monetization, and any retained on-demand replay. Confirm whether the party granting permission has authority over all the rights needed. There is no universal game-music license established here; the grant and ownership must be verified for the catalog in question.
- Request Content ID allowlisting. Give each relevant rights holder the exact identity of your YouTube channel and ask them to add it to their allowlist. Keep their written confirmation. YouTube’s “Copyright issues with live streams” guidance says a licensed stream may still be interrupted if the channel is not allowlisted, including when the stream is restricted to territories where the operator has rights.
- Test before public broadcast and prepare a fallback. YouTube Live’s API documentation describes a test stage before broadcast. Use a test to check the transmission workflow, but do not treat a successful test or the absence of a Content ID match as proof that rights are cleared. Decide in advance how to stop, mute or replace a track if a rights issue appears.
- Clear the replay separately in your planning. If you retain an archive, make sure the written grant covers that copy as well as the live transmission. YouTube says Content ID claims on archived live streams are made after the stream ends when the operator chooses to archive it.
- Keep a clearance record. Store the track list, written grants, channel allowlist confirmations, territory and term details, and any claim or dispute correspondence together. This gives you a practical record of what was authorized and for which use.
Why a license may not stop YouTube from interrupting the stream
YouTube Help says: “All live streams are scanned for matches to third-party content, including copyrighted content in the form of another live broadcast.” If YouTube identifies third-party content, it may replace the live stream with a placeholder and warn the operator to stop streaming it. If the content continues, the stream may be temporarily interrupted or terminated; a copyright or Community Guidelines strike may also terminate it.
A license, a Content ID match, an allowlist and a platform claim are not interchangeable. A match is a platform-management event; it does not itself grant permission. The license is the rights holder’s authorization for the use. Allowlisting is a separate request intended to reduce interruptions caused by Content ID. Follow the platform’s process if a claim or interruption occurs, and keep the relevant permission available; do not assume that a claim disappearing or failing to appear establishes the scope of your rights.

Does a game publisher’s policy cover soundtrack-only radio?
Not necessarily. YouTube’s “What kind of content can I monetize?” guidance says creators need commercial-use rights granted by the video-game publisher’s license to monetize game content, and notes that some publisher agreements may not grant commercial rights for videos showing extended gameplay. That guidance is not a blanket license for a continuous soundtrack-only broadcast. Read the current terms for the specific game, then separately confirm the music rights implicated by your proposed format.
A game’s “stream-safe” setting, if it has one, may suppress certain tracks, but that alone does not prove that every remaining audio element is cleared for a 24/7 radio channel. Verify what the setting removes and what the publisher’s current terms permit. No particular game or setting can be treated as cleared without that check.

How to compare catalogs or permissions
If you have more than one possible catalog or rights offer, compare the actual coverage rather than relying on labels such as “creator-friendly” or “stream-safe.” These questions help reveal gaps:
- Rights covered: Does the grant cover the composition, master recording and any other incorporated music or material?
- Uses covered: Does it expressly cover continuous live audiovisual transmission, monetization and replay or on-demand availability?
- Territory and term: Where may the stream be viewed, and for how long is the permission valid?
- Platform handling: Will the rightsholder allowlist the exact channel? How should you handle an erroneous claim or interruption?
- Operational fit: Can the approved tracks run continuously, and does the grant explain what to do if a track must be replaced or a broadcast interrupted?
These are questions to put to the relevant rights holders, not evidence that a particular licensing service or catalog is available.
