Where to find the Steel Garrote camp
Look for Waterfall Cave west of Fior mes Ivèrno. The cave’s approach is guarded by two Steel Garrote members. This is a hidden objective, so do not rely on the main quest marker to direct you there. Twinfinite’s guide and PC Gamer’s guide describe the camp and its connection to the city’s fate.
How to clear Waterfall Cave
At the entrance, you can confront the guards or bypass them through a small side tunnel and attack from inside. Either route leads to the same objective; the available guides do not indicate that your approach changes whether Fior survives.
- Travel to Waterfall Cave west of Fior mes Ivèrno.
- Choose whether to refuse the guards’ attempt to persuade you to leave and fight them, or sneak through the side tunnel.
- Fight through the Steel Garrote groups in the camp.
- Defeat Captain Weyth, the camp’s final named opponent.
- Complete this objective before completing Ancient Soil.
PC Gamer reports that notes from Inquisitor Lödwyn to Weyth explain the Steel Garrote plan to burn the city. The camp must be cleared in time to stop that attack.

How to check whether Fior was saved
After the quest resolves, Game8 identifies the city’s tallest tower as a visual check: if it remains intact and emits a purple light, Fior is saved. Extensive fires and no purple glow indicate that the city was razed. See Game8’s Fior mes Ivèrno outcome guide.
What happens after the choice
If you cleared the camp before the deadline, Fior survives, remains accessible, and its quests remain available. If you did not, the city burns, becomes inaccessible, and is guarded by the Steel Garrote.

Saving Fior does not remove the Dreamscourge threat. Emerald Stair residents still need to leave, and Governor Vidarro later directs refugees to Thirdborn or Paradis. Fior’s survival also contributes to some ending variations, but it is only one part of the ending path; a separate choice during The Siege of Paradis matters too.
