If the command is unavailable
You need permission to use commands. The setting to enable that permission depends on the edition and whether you are playing alone or on a server.
Bedrock single-player
Open the world’s Game settings and turn on Allow Cheats. Be aware that enabling cheats permanently prevents achievement unlocking in that world, even if you later turn cheats off. Minecraft documents this consequence in its command guide.

What changing to Peaceful can affect
Peaceful is a difficulty setting, and game activities may depend on the selected difficulty. For example, a Minecraft Education lesson notes that a particular zombie-pig activity will not work on Peaceful. That example applies to the lesson’s activity; it is not a complete account of all Peaceful behavior. See the Minecraft Education lesson support PDF.
