To play Sega Genesis (Mega Drive) games in RetroArch, install the Genesis Plus GX core, then load game files you are authorized to use. The emulator setup is separate from the legal right to obtain a game file or firmware: owning a cartridge does not by itself establish that downloading its ROM is lawful. The legal discussion below is U.S.-focused; rules elsewhere may differ.
What you need to set up Genesis games in RetroArch
- RetroArch: the frontend that runs emulator cores.
- Genesis Plus GX: the RetroArch core documented for Genesis/Mega Drive emulation.
- Authorized game content: a game file obtained from a source permitted to provide it in your jurisdiction and for that specific game.
Genesis Plus GX does not support 32X games. A Genesis game that depends on that add-on therefore falls outside the core’s documented system support.
How to add Genesis games to RetroArch
- Install RetroArch. Get the version intended for your device from RetroArch’s official distribution channel. The available documentation does not provide current, device-by-device installer instructions, so the installation steps depend on your operating system and device.
- Install or select Genesis Plus GX. In RetroArch, use its core-management options to install or choose the Genesis Plus GX core. Core availability and installation details can vary by platform.
- Load authorized game content. Use RetroArch’s content-loading options to select a game file you are entitled to use. The core documentation describes the emulator; it does not grant permission to download or copy a game.
- Check the game and region if it will not run correctly. Confirm that you selected Genesis Plus GX and that the content is for a system the core supports. Review the core’s system and region options; choose Auto when appropriate or the game’s region.
Region settings and firmware
PAL and NTSC
The Genesis Plus GX documentation describes PAL as 50 Hz and NTSC as 60 Hz. A region mismatch may cause a game to run faster or slower than expected. If the game behaves oddly, check its region and the core’s region setting rather than assuming the game file is defective.
Genesis startup firmware
The core documentation identifies startup firmware for ordinary Genesis/Mega Drive play as optional. That technical setting does not give you a right to download the firmware; obtain it only from a source authorized for your jurisdiction and the specific file.

Sega CD is a separate case
Sega CD emulation has separate regional BIOS requirements: the core documentation lists BIOS files required for the corresponding regional Sega CD games. Those requirements do not apply to ordinary Genesis games, and they do not authorize downloading BIOS files from an unlicensed source.
Can you download a ROM if you own the cartridge?
Do not assume so. In the United States, owning a physical cartridge does not, by itself, establish a blanket right to download a commercial ROM or a universal legal safe harbor for making a personal cartridge dump. The legal sources discussed here do not resolve every scenario involving cartridge copying, circumvention, or a particular game’s license. The cautious approach is to use a game file only when its source is authorized to provide it for your jurisdiction and that title.

Keep the right to run an emulator separate from the rights to the game and any firmware. Libretro lists Genesis Plus GX as non-commercial, but a core’s software license concerns the core; it does not grant rights to copyrighted game content.
What U.S. copyright rules do—and do not—establish
Section 117 is conditional, not a general ROM-download permission
Under 17 U.S.C. § 117, an owner of a copy of a computer program may make or authorize another copy or adaptation only under specified conditions. The statute covers a copy that is an essential step in using the program and is used in no other manner, or a copy made solely for archival purposes, subject to the requirement that archival copies be destroyed when continued possession of the program ceases to be rightful. The U.S. Copyright Office explains that the archival privilege is conditional, applies to computer programs, and should be considered alongside the software’s terms; a backup copy cannot be sold separately from the original. These provisions do not establish a general right to download a commercial game ROM.

Reverse-engineering cases and preservation exceptions are narrow
The Ninth Circuit’s 1992 decision in Sega v. Accolade found fair use on specific facts involving copying and disassembly to learn functional elements for development of compatible games. It is not a ruling that ordinary consumers may download commercial ROMs.
U.S. regulation 37 C.F.R. § 201.40 includes limited exceptions for specified video games lawfully acquired as complete games after required external-server access has ceased. The exceptions cover personal local gameplay or eligible institutional preservation under stated conditions; they are not a general exception for acquiring ROMs.

Before using a game file, check who provides it, whether that provider has permission to offer the specific title, whether that permission covers your jurisdiction, and what the applicable terms allow. A file being available online, or being compatible with RetroArch, does not establish that it is authorized.
- Prefer a source that clearly identifies its authorization to provide the game.
- Read the terms for the specific release; do not apply one game’s or product’s agreement to unrelated Genesis titles.
- Keep game files private and do not distribute them unless you have authorization to do so.
- Treat firmware as a separate file with its own rights and authorization question.
For example, SEGA’s Genesis Mini 2 agreement distinguishes game software from hardware and other materials and warns that breaches may implicate copyright and other intellectual-property laws. That agreement is specific to the Genesis Mini 2; it is not the license for unrelated Genesis cartridges or releases.
