How to Set Up and Play a Classic Arcade Shooter on Steam

To play a classic arcade shooter on Steam, install the specific game or collection from its store page, launch it from your Library, then use the game’s own control screen to configure movement, fire, start, pause and menus. A keyboard and mouse work for many releases; a controller works only as far as that title’s Steam controller-support label and input implementation allow. For a television setup, Steam Big Picture provides a controller-oriented interface, while Steam Input legacy bindings can translate controller buttons into keyboard, mouse or gamepad events when the default layout is unsuitable.

What you need to check before installing

“Classic arcade shooter” describes a style, not one standardized Steam product. A 1980s emulation collection, a modern re-release and an individual shoot ’em up can have different operating-system requirements, prices, included games and control schemes. Start with the exact store listing for the title you want.

Verify the selected Steam listing

  • Platform and system requirements: read the operating-system, processor, memory, graphics and storage information shown on that game’s page. Do not assume that a collection built for a modern PC has the same requirements as an older standalone release.
  • Controller support: note whether Steam marks the game as Full Controller Support, Partial Controller Support, or does not show a controller-support designation.
  • Availability and price: these can vary by region and change over time. Check the live listing immediately before purchase.
  • Included games and editions: a collection may contain several arcade titles with different controls, menus or display options. Confirm which games and bonus features are included.

The store page for Arcade Classics Anniversary Collection is a useful example of why this check matters: its listing identifies it as a classic shoot-’em-up collection and shows Partial Controller Support. That label describes that particular product, not every arcade shooter on Steam.

Install the game through Steam

  1. Open the Steam client and sign in to the account that owns the game.
  2. Open the game’s current store page and confirm the title, edition and controller-support information.
  3. Purchase or redeem the game if necessary, then select Install on the store page or in your Library.
  4. Choose the destination drive and review the displayed storage requirement. Keep enough additional free space for Steam’s download and installation process.
  5. Wait for Steam to finish downloading. The Library entry changes from an install option to Play when installation is complete.

Exact download size, storage requirement, supported operating systems and purchase terms are game-specific. If a listing offers multiple editions or a bundle, open each edition’s details rather than inferring what is included from the franchise name.

Logitech G F310 Wired Gamepad Controller Console - Blue/Black | Console-like layout, 4-switch D-pad
  • With broad game support, the Logitech Gamepad F310 works with old standbys to today's biggest titles, so it's easy to set up and use with your favorite games.
  • Profiler software allows the gamepad to be programmed to perform keyboard and mouse commands for games without gamepad support.* * Requires software installation.
  • A familiar control layout that doesn't require a learning curve to be able to use, with all the same buttons as on an Xbox 360.
  • The unique floating D-pad rests on four switches-instead of a single pivot point-making it responsive to quick changes in direction.
  • The six-foot cord lets you lean back and play a comfortable distance from your PC monitor.

Launch it from the Steam Library

Standard desktop Steam

  1. Select Library in Steam.
  2. Choose the installed arcade shooter from the game list.
  3. Click Play. If the game presents a launcher, select the game or display mode there, then continue.
  4. Use the title’s own control screen or manual to identify movement, fire, start, pause, coin or menu commands. Different arcade conversions can assign these actions to different keys or buttons.

Do not treat a familiar arcade layout as universal. A horizontal shooter, vertical shooter and multi-game collection may use separate control pages, and an emulator-style menu can have its own navigation keys.

Television or controller-oriented launch with Big Picture

Steam Big Picture is an interface for browsing and launching Steam games from a television or other large display. Steam Support describes the important limitation plainly: “Any Steam game can be played while in Big Picture mode, though not all Steam games support the use of a controller.” Read the current instructions at Steam’s Big Picture mode support page if the client’s labels differ from these.

  1. Open Steam on the computer connected to the television.
  2. Click the Big Picture button in the Steam client’s top-right area, or press the controller’s home button while Steam is active if that shortcut is available on your setup.
  3. In Big Picture, open Library, select the installed game and choose Play.
  4. To leave Big Picture, open Menu, choose Power, then select Exit Big Picture Mode. Valve may adjust the interface over time, so follow the labels currently shown by your client.

Big Picture changes how you browse Steam; it does not add controller support to a game that lacks it. You still need to check the selected title’s support label and configure any required mappings.

Understand Steam’s controller-support labels

The label is a practical indicator of how much of the Steam experience can be completed without a keyboard or mouse. It does not guarantee that every controller model behaves identically in every game mode.

Store-page label What Steam says it means Planning implication
Full Controller Support The game can be downloaded, launched and played using only a controller. A controller-only setup is intended to cover installation, launch and play, although the game’s own layout still determines which buttons perform each action.
Partial Controller Support A keyboard or mouse may be needed for some installation, configuration or interface steps. Keep a keyboard or mouse available for launchers, menus, text entry or settings even if gameplay itself accepts a controller.
No label or unspecified support The store page does not establish controller-only operation. Check the game’s documentation, community information and first launch behavior before building a controller-only or TV-only setup.

Steam’s support documentation lists Steam, official Xbox, official DualShock 4, official DualSense and official Nintendo Switch Pro controllers. Third-party devices may function, but that support page does not present them as officially supported. The individual game can still impose additional limits.

Choose keyboard and mouse or a controller

Keyboard and mouse

Keyboard and mouse are the safest baseline when the store page says Partial Controller Support or leaves support unspecified. They are also useful for entering names, changing emulator options, navigating a launcher and recovering from a controller mapping that prevents menu navigation. Open the game’s control screen before changing anything, write down the original assignments and then alter one action at a time.

Controller

A controller is convenient for couch play and often feels closer to a dedicated arcade setup, but the experience depends on the title. A game may provide native gamepad controls, expose only some menu functions to a controller or require Steam Input to translate buttons. Verify the support label before disconnecting your keyboard and mouse.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Arcade stick or other specialized hardware

Whether an arcade stick, fight pad or other specialist device works is not established by the generic “classic arcade shooter” description. Confirm how the hardware appears to Steam and how the selected game accepts its inputs. If the title does not recognize the device directly, Steam Input may be able to send emulated keyboard or gamepad events, but the correct mapping is specific to the game.

Configure the game’s native controls first

  1. Launch the game and open its Options, Settings, Controls or similarly named screen.
  2. Identify every action you need: movement, fire, start, pause, menu navigation and, where applicable, coin or insert-credit commands.
  3. Check whether the game distinguishes player one and player two, keyboard keys and controller buttons, or gameplay and menu controls.
  4. Assign inputs using the game’s own prompts, then apply or save the changes before leaving the screen.
  5. Start a practice session or the first stage and test movement, firing, pause and return-to-menu behavior.

Use the title’s manual when a control is not obvious. Do not substitute generic button names such as “A to fire” or “left stick to move” unless that exact game displays them.

Use Steam Input when the default layout is wrong

Steam Input can provide a bridge when a controller is recognized by Steam but the game expects another kind of input. Steamworks describes its legacy mode this way: “Through legacy mode, you can rebind any input on your controller to any emulated system input — mouse, keyboard, or gamepad (ie, XInput events).” The technical explanation is available in the Steamworks Legacy Mode Bindings documentation.

What legacy bindings can do

  • Send a controller button as a keyboard key expected by an older PC port.
  • Use an analog stick or trackpad to emulate mouse movement for a launcher or menu.
  • Emit gamepad events when the title responds to a different gamepad input path.
  • Assign separate inputs for gameplay and interface navigation when the native layout is incomplete.

A safe remapping process

  1. Record the game’s native keyboard or controller commands from its control screen or manual.
  2. Open the game’s controller-configuration interface in Steam and select a legacy-style layout or edit the current layout, depending on the client version.
  3. Map each physical controller input to the exact keyboard, mouse or gamepad event the game expects.
  4. Keep a button assigned to pause and another to return to a menu so you can recover without a keyboard.
  5. Save the layout with a descriptive name that identifies the game and mode.
  6. Launch the game and test one function at a time. If an input produces the wrong action, change that binding rather than several at once.

Legacy bindings are a translation layer, not a guarantee of compatibility. A game may ignore a particular emulated input, treat simultaneous presses differently or require a keyboard for a launcher even after gameplay has been mapped.

Troubleshoot a controller that does not work

Steam does not respond to the controller

  • Reconnect the controller, then confirm that the operating system and Steam detect it before launching the game.
  • Use a supported connection mode and check Steam’s controller settings. Official support varies by device type; third-party hardware may require its own compatibility mode.
  • Restart Steam after changing controller settings so the game receives the updated device state.

The controller works in Steam but not in the game

  • Read the game’s store-page support label again. Partial support may mean that only some stages of setup or interface navigation accept a controller.
  • Open the game’s control screen and look for a separate gamepad-enable option or input-device selector.
  • Try the game’s native mapping first, then create a Steam Input legacy layout that sends the keyboard or gamepad events documented by the game.

Buttons perform the wrong actions

  • Check whether both the game’s native mapping and Steam Input are active. Two layers assigning the same button can create duplicate or conflicting commands.
  • Restore the saved default layout, test the game, and add only the required remaps.
  • Verify that the selected layout is attached to the correct game, not a similarly named collection or launcher.

Steam Controller configuration fails

Valve’s troubleshooting page for the 2015 Steam Controller identifies two checks: whether the Steam Overlay is working and enabled, and whether the chosen input style is supported by the game. Follow the title-specific steps at Steam Controller configurations troubleshooting. That guidance concerns Steam Controller configuration problems; it should not be treated as a universal diagnosis for every third-party controller or every gamepad issue.

The game starts, but you cannot navigate its launcher

Keep a keyboard and mouse connected, especially for a Partial Controller Support title. Use them to select a resolution, accept a license screen, enter text or reach the game’s control menu. Once the game is running, test whether a native or Steam Input layout can handle the actual arcade gameplay.

Display and play comfortably on a television

  1. Connect the PC to the television and set the display resolution and refresh rate in the operating system before launching the game.
  2. Open Big Picture and verify that the controller can navigate Steam menus.
  3. Launch the game and use its video settings for aspect ratio, scaling, windowed or fullscreen mode and any pixel-art display options it provides.
  4. Test the game from the intended seating distance. Small emulator text, credit prompts and menu instructions may still be easier to read with a keyboard nearby.
  5. Save the working Steam Input layout and the game’s own control settings after testing.

Big Picture is useful for browsing and launching from a couch, but it does not change the game’s rendering options or guarantee that its launcher is controller-friendly.

A practical setup checklist

  • Selected the exact Steam title or collection rather than relying on the genre name.
  • Checked the live listing for operating-system requirements, storage, price, region and included games.
  • Recorded the controller-support label.
  • Installed the game and launched it from Library.
  • Read the game’s own controls screen or manual.
  • Tested movement, fire, start, pause and menu navigation.
  • Kept a keyboard and mouse available for Partial Controller Support or unspecified titles.
  • Used Steam Input legacy bindings only where the native layout was unsuitable.
  • Saved a known-good layout and noted how to restore the default.
  • For a TV setup, entered and exited Big Picture using the current Steam menu labels.

What can and cannot be generalized

The installation path through Steam and the Big Picture interface are broadly consistent, but the game-specific details are not. Exact controls, supported operating systems, performance requirements, current price, regional availability, included titles and dedicated arcade-stick compatibility must be checked on the selected listing and in that game’s documentation. No single controller layout or system specification applies to every classic arcade shooter.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

Install the exact shooter from its Steam listing, launch it through Library or Big Picture, and follow the game’s own control instructions. Treat Full Controller Support as the clearest route to controller-only play; keep a keyboard and mouse for Partial or unspecified support, and use Steam Input legacy bindings when you need to translate controller buttons into the inputs that particular game understands.
