How to Set Up User Groups and Permissions on a Web Server

A practical Linux guide to sharing web files safely: create a dedicated deployment group, set deliberate ownership and modes, isolate writable data, use ACLs for exceptions, and test effective access.

The safest web-server setup gives application code a controlled owner, shares publishing access through a dedicated group, and grants the web-server account write access only to specific data directories. Create a purpose-specific group such as webdeploy, assign it only to deployment users, use different modes for files and directories, and verify effective access as every service account. Do not make the web root world-writable or use chmod 777 as a permanent fix.

What you are configuring

Linux evaluates access through three permission classes: the file owner, the owning group, and everyone else (often called “other”). Each class can have read (r), write (w), and execute (x) permission. A user can use the group permissions when they belong to the file’s owning group; this is the normal way to let several named accounts publish the same site without sharing a login.

These filesystem permissions answer whether the web-server process can read, write, or traverse a path. They do not decide whether an internet user is allowed to retrieve a URL. Apache, Nginx, application middleware, authentication, and deny rules still need to protect administration pages, private files, and upload endpoints.

The commands below use conventional Linux syntax. Service-account names, configuration paths, mandatory-access-control labels, and package defaults differ between distributions and releases, so confirm the operating system and web-server version first and test changes on staging.

1. Inventory identities before changing anything

Write down every account and process that needs access. Typical entries include:

  • Human administrators who maintain the host.
  • A deployment account used by your CI system or release procedure.
  • The web-server service account, such as the Apache or Nginx account supplied by your distribution.
  • Scheduled jobs, queue workers, image processors, backup jobs, and log writers.
  • An upload or content-management process, if the application accepts user files.

Do not share personal accounts. Do not grant sudo merely to let a deployer copy files into a site directory; a narrowly scoped group is safer and easier to audit. Record which process must only read code, which process must write runtime data, and which people must publish releases.

2. Create a dedicated publishing group

Create the group and add only required users

On systems using the standard Linux group tools, create a group and add the deployment identities:

sudo groupadd webdeploy
sudo usermod -aG webdeploy deployer
sudo usermod -aG webdeploy content-editor

Use the distribution’s documented equivalent if its account-management tools differ. The -aG form appends a supplementary group; omitting -a can replace a user’s existing supplementary-group list. A newly added group is normally recognized after the user starts a new login session (or runs a session refresh such as newgrp webdeploy where appropriate).

Check membership

id deployer
id content-editor
getent group webdeploy

These checks show whether the intended accounts actually have the group. They do not prove that a path is usable: every parent directory must also be traversable, and ACLs or security-policy labels can change the effective result.

3. Set ownership deliberately

Keep application code controlled

For code and configuration, make root or a controlled deployment account the owner. Assign webdeploy as the group only where publishers need to update files:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
sudo chown -R root:webdeploy /var/www/game-site
sudo find /var/www/game-site -type d -exec chmod 0755 {} ;
sudo find /var/www/game-site -type f -exec chmod 0644 {} ;

That example is a starting point, not a universal recursive recipe. It intentionally treats files and directories differently, but a real application may contain executable binaries, private configuration, sockets, or directories requiring group write access. Ubuntu documentation warns that indiscriminate recursive permission changes can have unintended consequences. Review the tree before applying a bulk command.

Use chgrp when only the group should change

sudo chgrp -R webdeploy /var/www/game-site/public

chown owner:group path sets both ownership fields; chgrp group path changes only the group. Inspect the result and the complete parent path:

ls -ld /var/www /var/www/game-site /var/www/game-site/public
ls -l /var/www/game-site/public/index.html
namei -l /var/www/game-site/public/index.html

namei -l is especially useful when a request fails because a parent directory lacks execute permission even though the target file looks readable.

4. Choose modes by object type

Numeric modes add read = 4, write = 2, and execute = 1 for owner, group, and other, in that order.

Mode Typical meaning Use with Important qualification
0644 Owner can read and write; group and other can read Ordinary public documents that publishers do not edit in place The file itself is not executable
0755 Owner can read, write, and execute; group and other can read and execute Directories that must be traversed, or intentionally executable files For a directory, execute means traverse/search, not “run the directory”
0775 Owner and group have full access; other can read and traverse Shared directories where every member of the group publishes Use only when group write is required
2775 0775 plus the setgid bit Collaborative directories that should keep the directory’s group on new entries Still requires an appropriate umask and application behavior
0600 Only the owner can read and write Secrets and private configuration The web process cannot read it unless it is the owner or receives an ACL

A regular file is commonly created from base mode 0666; a directory from 0777. The process umask removes bits from those bases. Therefore, a file needs read permission for a server to serve it, while a directory needs execute permission on itself and every parent directory so the server can reach the file. Giving a file execute permission does not fix a missing directory traversal bit.

5. Build a shared directory correctly

Set the group and setgid bit

Suppose only the public release directory is collaboratively writable:

sudo install -d -o root -g webdeploy -m 2775 /var/www/game-site/releases
sudo chmod g+s /var/www/game-site/releases

The setgid bit (2 in 2775) causes newly created files and subdirectories to inherit the directory’s group on typical Linux filesystems. It does not automatically grant group write permission. The creator’s umask and the application’s creation flags still determine the new entry’s mode.

Make group collaboration predictable

A deployment process that creates group-readable, group-writable files may use a group-friendly umask such as 0002 for that service or session. Do not change the global system umask casually: shared write access can expose confidential files if applied to unrelated processes. Test exactly what the deployment tool creates, including temporary files and renamed releases.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Understand and document umask

Check the current shell or service setting with:

umask

Red Hat Enterprise Linux documentation states that the default umask for both a standard user and the root user is 0022. Ubuntu describes umask as subtracting permissions from the maximum (777 for directories and 666 for files).

Umask Typical new regular file Typical new directory Best fit Risk or limitation
0022 0644 0755 Readable site content with private owner writes Group members do not automatically receive write access
0002 0664 0775 A controlled publishing service whose group is trusted Group members can modify newly created files; confidentiality must be reviewed

Set the chosen umask in the deployment service’s environment or session rather than assuming an interactive shell setting affects a daemon. After changing it, create a test file and directory, inspect them with ls -l, and remove the test objects.

7. Keep writable data separate from code

The web process should normally read application code and configuration but not modify them. Red Hat’s security guidance says: “Also, ensure that only the root user has write permissions to any directory containing scripts or CGIs.” A compromised plugin, upload handler, or request-processing bug has a much smaller blast radius when it cannot rewrite executable code.

Create separate paths for the data the application genuinely needs to change:

  • Uploads: user-submitted images or other content, preferably stored outside executable script directories.
  • Cache: disposable generated responses or thumbnails.
  • Runtime: sockets, locks, sessions, and temporary state.
  • Logs: directories written by the service or logging daemon.

Assign ownership and modes per path. For example, a cache directory might be owned by the web-service account with a restrictive group, while releases remain owned by root and webdeploy. Never grant write access to the entire document root just because one upload feature needs a writable directory.

8. Use ACLs for narrow exceptions

POSIX groups are portable and easy to reason about when many users share the same access. An access-control list (ACL) is appropriate when one named account needs an exception without adding every other group member. For example, you might let a monitoring account read one log directory while leaving the rest of the site unchanged.

The exact ACL syntax and filesystem support vary. An ACL can also require a default entry on a directory so newly created children inherit the intended access. Record ACL changes in your configuration management; otherwise a later chmod or file replacement can produce confusing results. Compare group and ACL approaches before choosing:

Criterion Dedicated group ACL
Number of users Simple when several users share one role Useful for one or a few exceptions
Auditability Membership is visible through group databases Permissions must be inspected with getfacl as well as ls
Portability Supported broadly by Unix-like systems Availability and behavior vary by filesystem and tooling
Change management Change membership to grant or revoke the role Change per-user or per-group entries on individual paths
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

9. Decide who owns code: root or the web process

Ownership model Deployment convenience Blast radius When it is justified
Root-owned, web process read-only Deployments need a controlled copy or release step Smallest risk from a web compromise Most static sites and applications whose code is replaced during releases
Deployment-account-owned, group-readable Simple for a dedicated publisher Depends on the deployment account’s other privileges Teams that isolate the account and do not grant broad shell or sudo rights
Web-process-owned code Convenient for in-place updates A web exploit can rewrite executable code Only when a specific application feature requires it and the writable scope is tightly contained

Prefer immutable or replaceable release directories where practical: publish a complete release, verify it, then switch the web-server path or symlink. If the application must update itself, isolate that feature and protect the update endpoint with authentication and authorization.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

10. Add web-server authorization separately

Filesystem permissions control what the server process can read. They do not automatically protect a URL from an authenticated or unauthenticated browser. Configure the web server and application to require authentication for administration paths, authorize users by role, and deny access to secrets, backups, source maps, and internal files.

Use a deny-by-default approach for administration areas. Keep credentials and authorization rules in the web-server or application configuration appropriate to your stack. Confirm that a file cannot be fetched through an alternate URL, symlink, alias, case variation, or backup filename. A directory that is unreadable to the web process may produce a server error, but it is not a substitute for a deliberate HTTP authorization policy.

11. Verify effective access instead of guessing

  1. Inspect ownership and modes: run ls -ld on every parent directory and ls -l on representative files.
  2. Inspect ACLs: run getfacl on paths where an exception may exist.
  3. Trace traversal: run namei -l /var/www/game-site/public/index.html to find a parent lacking execute permission.
  4. Test as the real account: use sudo -u deployer or runuser to create, replace, and delete a harmless staging file.
  5. Test the service account: verify that the web process can read a public document and write only its designated upload or cache directory.
  6. Test negative cases: confirm that the service cannot modify code, read private configuration, or traverse protected directories.
  7. Exercise the HTTP path: request public, authenticated, and forbidden URLs through the actual web server, not only through a local shell.
  8. Preserve rollback: keep the previous ownership and mode information and be ready to restore it if a deployment or service fails.

Never report success solely because a command completed without an error. Effective access can be changed by ACL masks, parent directories, symlinks, service sandboxes, SELinux, AppArmor, container boundaries, or a daemon that has not reloaded its configuration.

12. Diagnose common permission failures

“Permission denied” while publishing

  • Confirm the deployer is in webdeploy in a new login session.
  • Check the target directory’s group and whether the group has write and execute permission.
  • Inspect every parent directory with namei -l.
  • Check for an ACL that removes or masks the expected group access.
  • Check the deployment tool’s umask and whether it writes through a temporary directory before renaming.

The web server returns a forbidden or server error for a readable file

  • Verify execute permission on every parent directory; file read permission alone is insufficient.
  • Check that the service account is the account actually running the worker process.
  • Inspect symlink targets and aliases, not just the visible document-root path.
  • Review web-server authorization rules and mandatory-access-control denials.

New files have the wrong group or mode

  • Confirm the parent directory has setgid enabled with ls -ld; a mode beginning with d r w x r w s indicates the setgid position.
  • Check the creator’s umask and the application’s explicit file-creation mode.
  • Ensure the process is writing inside the intended shared directory rather than a temporary or release path.

Someone suggests chmod 777

Mode 777 grants read, write, and execute to owner, group, and other. On a web root, that lets any local account or compromised service alter content or executable files. Identify the missing owner, group, traversal bit, ACL, or service policy instead. Correct the narrow cause, test it as the affected account, and leave the rest of the tree restrictive.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

13. A repeatable deployment layout

The following pattern keeps releases controlled while providing explicit writable locations:

/var/www/game-site/
├── current - symlink or selected release, read-only to the web process
├── releases - root:webdeploy, collaborative publishing directory
├── shared/
│ ├── uploads - writable by the web process only if required
│ ├── cache - disposable runtime data
│ └── config - private files, not served publicly
└── logs - written by the designated logging service

A deployment user can upload a complete release into releases, validate it, and update current through a narrowly controlled procedure. The web process reads current and writes only to the specific shared directories that the application needs. The exact ownership of each path should follow the application’s documented requirements, not this illustrative tree.

14. Final security checklist

  • Use a named group for publishing instead of shared personal accounts.
  • Grant group membership only to users who need it, and review it when roles change.
  • Keep code, scripts, and configuration non-writable by the web process whenever possible.
  • Use file modes such as 0644 and directory modes such as 0755 only where their access model fits; use group-write modes such as 2775 for deliberately shared directories.
  • Set umask per service or session and document why a group-friendly value is needed.
  • Use ACLs for narrow exceptions, and audit them with getfacl.
  • Separate uploads, cache, logs, and runtime state from executable code.
  • Configure HTTP authentication and authorization independently of filesystem ownership.
  • Test positive and negative access as the deployer, web process, and other relevant accounts.
  • Keep a rollback record before making recursive ownership or mode changes.
