To soft reset a responsive Wii U, hold the console’s physical POWER button on the front until it turns off, then press POWER again. If the console is frozen, use Nintendo’s separate six-second power-button procedure. These steps restart or power-cycle the console; they are not factory-reset instructions.
Restart a responsive Wii U

Press and hold the POWER button on the front of the Wii U console until the console powers off. Nintendo describes this as a reboot. Nintendo’s Wii U reboot instructions

Press the console’s POWER button again to turn it back on.

If the Wii U is frozen or the screen is blank

Remove unlicensed accessories, including SD cards and USB storage devices.

Hold the console’s POWER button for six seconds. This is the hold time Nintendo specifies for its frozen-console troubleshooting.

If the console still does not reset, unplug its AC adapter from the wall outlet, wait 15 seconds, then reconnect it. Nintendo’s frozen-console steps and reboot instructions
Nintendo’s cited instructions do not establish a general recovery procedure for a system update that is stuck. Avoid interrupting an update; if the problem persists, consult Nintendo support rather than repeatedly cutting power.

Use the console button, not the GamePad HOME button
The GamePad HOME button does not turn the Wii U console off. Use the POWER button on the console itself. The manual says that if holding POWER for one second does not turn the console off, hold it for at least four seconds. The GamePad also cannot turn off the console while Wii Menu or Wii software is in use. Wii U Operations Manual
If there is no power light
A console with no power light needs power-adapter troubleshooting, not repeated routine reset attempts. Nintendo recommends this sequence: Nintendo’s AC adapter troubleshooting

Disconnect the AC adapter from both the wall outlet and the console.

Wait two minutes, then reconnect the adapter and try to power on the Wii U.

If it still does not power on, try another outlet if one is available. If you have another compatible adapter, test it.

If the adapter is physically damaged, Nintendo says it needs replacement. Verify the console model and regional connector when sourcing a Wii U AC adapter; Nintendo’s cited guidance does not endorse a particular listing.
What a soft reset does—and does not mean
Here, “soft reset” means restarting or power-cycling the console. Nintendo’s cited reboot and frozen-console pages give power-cycle steps; they do not instruct you to delete console data or restore factory settings. Because those pages do not state that data loss is impossible in every console state, do not treat a forced shutdown as a guarantee that unsaved activity or an interrupted operation is preserved.
