In the standard numbered puzzle, only a tile next to the blank can slide; for a picture puzzle, use its reference image to determine each tile’s destination.
1. Identify the goal layout
For the standard 8-puzzle, the target is:
1 2 3
4 5 6
7 8 blank
A picture-based puzzle may use a different image or arrangement. Keep the completed image or another reliable reference visible so you know where each piece belongs. The Position is Everything guide to 3×3 slide puzzles describes staged placement; the numbered goal above is the standard layout used in Princeton University’s COS 226 slider-puzzle assignment.
2. Learn the legal move
Slide one tile directly above, below, left, or right of the blank into the blank space. A tile cannot move diagonally, jump over another tile, or move into a space that is not blank. Think of the blank as the space that lets the other pieces shift around the board.
3. Check whether the numbered board is solvable
For a standard 3×3 numbered board with the goal layout shown above, count inversions: read the tiles left to right, then top to bottom, ignore the blank, and count every pair where a larger number appears before a smaller one. An even total means the board is solvable; an odd total means it cannot reach the standard goal using legal moves. This parity rule and the examples are set out in Princeton’s assignment specification.

Worked examples
- 1 2 3 / 4 5 6 / 7 8 blank: zero inversions, so it is solvable and already complete.
- 1 2 3 / 4 5 6 / 8 7 blank: one inversion, because 8 comes before 7. This arrangement is unsolvable under legal moves.
This test is for the standard numbered 3×3 puzzle and its usual goal. Do not apply it blindly to a picture puzzle with a different target arrangement.
4. Place the top row
Once the board is known to be solvable, work toward the goal in stages. Start by bringing the tiles that belong in the top row into position. Before moving a tile, consider where the blank must go to let it slide into place. Avoid disturbing a tile that is already correct unless you need to move it temporarily to make progress.

5. Build the left side
With the top row in place, work on the left side of the lower rows, aiming to position the tiles that belong there. Continue moving pieces through the blank rather than trying to force a tile directly through an occupied square. Keep the goal layout in view so each move serves a specific placement.
6. Arrange the remaining tiles without relying on a fixed loop
Use legal moves to reposition the pieces still out of place, preserving completed sections where the board allows. Rotating a small group of tiles can help, but no single cycle is a guaranteed solution for every arrangement: the available moves depend on the whole board. If you reach a position where everything seems correct except that two numbered tiles need to swap, recheck the inversion parity rather than assuming another loop will fix it.

7. Verify the board one tile at a time
Compare the current board with the target, row by row. Check that each tile is in its own destination and that the blank occupies the intended final space. For picture puzzles, use the reference image rather than relying only on the apparent colors or edges of neighboring pieces.
8. Use a solver if you need a move sequence
A computer can search for a solution to a numbered board. Princeton’s COS 226 assignment describes A* search and defines its Manhattan priority as the board’s Manhattan distance plus the number of moves made so far. Manhattan distance adds up how many grid steps each numbered tile is from its goal square; because one legal move shifts only one tile by one square, it provides a lower bound on the remaining moves. See Princeton’s A* and Manhattan-priority explanation. This is a computational approach, not a promise that a person’s staged method will use the fewest moves.

9. Follow the actual reference for picture puzzles
For a picture-based 3×3 puzzle, treat the completed picture as the goal and identify each tile’s destination before moving pieces. The sliding rule remains the same, but the numbered-board inversion test described above applies specifically to the standard 8-puzzle goal. If the image is ambiguous, inspect the reference carefully before deciding a piece is in its final position.
