The shrine is in the western Yōtei Grasslands near the Sarubetsu River, and the visible mountain—not a fixed number of turns—is the key to orienting the statues.
Where to find the Reliquary of Courage
Look in the western Yōtei Grasslands around the Sarubetsu River, west of the Old Inn or Yōtei’s Shadow Inn area. Walkthroughs differ slightly on the nearby inn name and approach, so use the river as a broad landmark. The shrine’s view of Mount Yōtei helps confirm that you have found the right place. How to solve the puzzle

Read the inscription: “A boy was lost and alone. But wolves came from every corner to guide him. Their eyes gazing at the true Mount Yotei.”
-
Look for the snowy peak of Mount Yōtei from the reliquary.

Rotate each of the four wolf statues around the central stone until it faces the mountain. Check the statues at the front, rear, left, and right; the goal is for every wolf to gaze toward the peak.
Published walkthroughs give conflicting turn counts, and the statues’ starting positions can vary. Follow the direction each statue faces rather than relying on a memorized sequence. PowerPyx and GameSpot describe the same objective; Game8 and Push Square provide guide-specific rotation sequences that may not match your statues’ initial orientation.
