You can stream a looping prerecorded video to YouTube Live from a cyber cafe PC if the operator permits sustained streaming and the computer has an encoder or player that can repeat your video. Before you book time, confirm those conditions, check that your channel is eligible for live streaming, and test the café’s upload speed. A shared connection can make an otherwise correct setup unstable.
Before you start: get permission and check the connection
Ask the cyber cafe operator whether you may run the required encoder, sign in to the YouTube account you are authorized to manage, use a USB drive if needed, and keep the computer connected for the length of the broadcast. Also ask whether outbound streaming traffic is allowed. India’s Information Technology (Guidelines for Cyber Cafe) Rules, 2011 describe user-identification and recordkeeping requirements, including a one-year minimum for specified logs; they do not establish that a customer may install software or use a particular café’s network for a long stream. Measure upload speed at the café, ideally at the time and location you will stream. Google recommends leaving 20% upload-bandwidth headroom, and notes that shared networks can limit the bandwidth available to an individual user (YouTube network tips). A speed test is only a snapshot: other customers’ use can change available bandwidth during the broadcast.
Check YouTube Live eligibility before scheduling
YouTube says a channel must be verified and must not have had live-streaming restrictions in the preceding 90 days. Streamers must be at least 16. First-time live-stream activation may take up to 24 hours, so enable it well ahead of the event. Review YouTube’s live-streaming eligibility guidance and confirm the channel can access Live Control Room before you arrange a café session.

Prepare the video and confirm looping works
Bring a video file you have the right to broadcast and make sure it is accessible on the authorized PC. The café may block removable media, software installation, or particular applications, so confirm these details with the operator in advance. The available player or encoder must be able to repeat the file; do not assume a specific loop application is installed or allowed.
Check your rights to both the picture and audio, including music. A live stream can be interrupted or receive a claim if it includes material you are not entitled to use. YouTube’s reused-content and monetization decisions are separate from whether a stream can technically be sent; repetitive or minimally changed content may not qualify for monetization. Do not treat a successful preview as proof that the content is copyright-safe.

Set up an encoder stream in YouTube Live
- Open Live Control Room. Sign in only to the YouTube account you are authorized to use, then create or schedule the stream and choose encoder streaming. Follow the on-screen stream setup steps.
- Copy the stream URL and stream key. YouTube defines the key as the credential that lets the encoder send its feed to the correct destination. Enter them in the encoder’s streaming settings. Do not expose the key in screenshots or save it in browser or password-manager storage on a public computer. See YouTube’s stream-key guidance.
- Load the video and enable repeat. In the permitted player or production software, select the prerecorded file and verify that playback returns to the beginning when it ends. Check audio levels and confirm that the encoder is sending the intended video, not a desktop or camera feed.
- Choose RTMPS and conservative video settings. YouTube recommends RTMPS, the secure extension to RTMP. For standard dynamic range (SDR), use H.264 video and AAC or MP3 audio, constant bitrate (CBR), and a two-second keyframe interval (no more than four seconds). See the current YouTube encoder settings.
- Match bitrate to the café’s upload. YouTube’s H.264 recommendations include 5 Mbps at 480p30, 8 Mbps at 720p30, and 10 Mbps at 1080p30. These are platform recommendations, not a guarantee the café can sustain them. The total stream bitrate must fit the available upload with the recommended 20% headroom. If the connection is variable, choose a lower resolution and bitrate rather than risking repeated drops.
- Preview before going public. Wait for the encoder preview in Live Control Room, inspect the picture and sound, and check playback from another device. YouTube advises setting up the encoder at least two hours before an event and starting it 15 minutes before the scheduled event; use those as planning tips, not as a substitute for testing this venue’s network.
- Start the broadcast and watch stream health. Begin the live event through the control room as appropriate for its scheduled or immediate setup. Keep the encoder and connection active, and monitor YouTube’s stream-health indicators while the video loops.
- Secure the shared PC when finished. End the stream, sign out of YouTube and any related accounts, clear the browser session, remove local copies of the video or configuration where appropriate, and ensure the stream key is not left in a file on the computer.
RTMPS or HLS?
RTMPS is YouTube’s general recommendation and is the simpler default when the permitted encoder supports it. Choose HLS only when the encoder and workflow specifically require it. YouTube HLS uses an HLS stream-key protocol and HTTPS ingestion; it requires transport-stream segments of 1–4 seconds, no byte ranges, and a rolling playlist with no more than five outstanding segments. HLS has higher latency than RTMP because it sends segments rather than a continuous stream. See YouTube’s HLS ingestion requirements.
Troubleshooting a café stream
- Live streaming is unavailable: check channel verification, recent restrictions, age eligibility, and whether first-time activation has completed. It may take up to 24 hours after activation.
- The encoder cannot connect: confirm the stream URL and key were copied correctly, the key is current, RTMPS is selected, and the café permits outbound streaming traffic. Ask the operator rather than trying to bypass network controls.
- Buffering, dropped frames, or unstable stream health: reduce bitrate or resolution, retest upload, and preserve 20% headroom. A crowded shared network may fluctuate; a result from an earlier speed test may no longer reflect available capacity.
- The video stops at the end: verify repeat/loop is enabled in the player or production software and test a full end-to-start cycle before going live.
- Picture or audio is missing: inspect the encoder’s selected file, video and audio sources, codec settings, and preview. Confirm the file itself plays correctly on the café PC.
- The stream key may have been exposed: stop using the compromised key and replace it in YouTube’s stream settings before the next broadcast. Do not leave the replacement on the public computer after use.
- The operator will not allow the setup: do not install software, attach storage, or continue streaming against café policy. Use another authorized setup or ask the operator what is permitted.
