You can stream music on demand in YouTube Music without downloading it to your device. If you want playback to continue on a phone while its screen is off or you use another app, YouTube Music Premium is the official option. Downloads are optional: they are for listening offline, not a requirement for streaming.
Stream without downloading music
Open the YouTube Music app or website, choose music, and play it while connected to the internet. The free, ad-supported service supports on-demand listening, queueing, repeat, and unlimited skips. You do not need to save tracks locally first.
Streaming uses an internet connection while you listen. If you want playback to continue on a phone with the screen off or while using other apps, YouTube lists background music playback as a YouTube Music Premium benefit. For playback to continue in the background on a mobile device, use YouTube Music Premium. Once playback is running in the app, you can lock the screen or switch apps.
You do not need a browser workaround or a third-party downloader for the official background-play feature. YouTube Premium includes YouTube Music Premium, so it is also an option if you want the broader YouTube membership; check the membership page for current regional details: YouTube membership options.

When to use downloads instead
Downloads are useful when you expect to be offline, such as during travel or where connectivity is unreliable. They are optional and managed inside the app; you can download individual songs, albums, or playlists, or use Smart Downloads. Available space, content length, and quality affect how much can be downloaded. You must reconnect to the internet at least once every 30 days to maintain downloaded music. These are app-managed offline downloads, not a requirement to keep local music files for ordinary streaming. If you do not need offline listening, leave downloads unused.

Optional speaker and TV listening
YouTube Music Premium supports casting from the YouTube Music web app or music.youtube.com to supported speakers, smart displays, or TV devices. YouTube also names Google Home and Chromecast Audio in its membership guidance. Casting is optional; it is not needed to stream from your phone. Check the current supported-device information before relying on a particular model: YouTube Premium and YouTube Music Premium supported devices.
Or let it run in the cloud
If you mean a continuous YouTube live stream made from prerecorded music videos, rather than listening to YouTube Music on your phone, that is a different setup. Use YouTube Music for music listening within the service, and do not assume that a track you can play there is cleared for rebroadcast in a YouTube live stream. A continuous live stream is a separate publishing use; make sure you have the rights or permissions needed for every recording and composition you broadcast. YouTube Music membership features and availability vary by region, and a podcast played through the service may still include ads or creator promotions.
