You can run an encoder on an Oracle Cloud VM and send a prerecorded video to a YouTube live event. The workflow is: make sure your channel can livestream, create an event in YouTube Live Control Room, configure an encoder with that event’s server URL and stream key, test the stream, then start the event. Oracle’s Always Free resource allowances do not guarantee that a particular VM can encode your video smoothly, so test the file and settings before scheduling a public broadcast.
Before you begin
- A YouTube channel eligible to livestream.
- An Oracle Cloud VM in your tenancy’s home region, with an operating system and encoder that support your chosen video and output settings.
- The prerecorded video file, available to the VM.
- A YouTube live event’s server URL and stream key. Treat the key like a password.
YouTube’s current live-stream guidance says the channel must be verified, must not have live-streaming restrictions in the previous 90 days, and the broadcaster must be at least 16. Check eligibility and enable livestreaming before spending time configuring the VM.
Set up the YouTube live event
- Open YouTube Studio and go to Live Control Room.
- Create or select an event. Set its title, description, visibility, and schedule as appropriate.
- Choose the encoder workflow and copy the event’s server URL and stream key. YouTube describes stream keys as password-like credentials: do not put them in screenshots, public documentation, shared shell history, or logs. If a key is exposed, replace it in YouTube Studio before using it again.
- For a first run, use a private or unlisted event so you can check the received preview before broadcasting publicly.
Check the Oracle Cloud VM allowance and capacity
Oracle’s Always Free documentation lists a monthly A1 allowance of 1,500 OCPU-hours and 9,000 GB-hours, equivalent for Always Free tenancies to 2 OCPUs and 12 GB of memory. The VM must be provisioned in the tenancy’s home region. Oracle also lists 10 TB per month of outbound data transfer. That is an account-level data allowance, not a promise of a particular VM’s encoding performance, network throughput, or ability to sustain a given stream bitrate.
Oracle notes that temporary host-capacity shortages can prevent instance creation and produce an “out of host capacity” error. If that happens, confirm you are using the home region and try again later; capacity availability can vary.

Choose YouTube output settings
Use YouTube’s current encoder-settings guidance for the resolution and frame rate you intend to send. YouTube recommends RTMPS, a secure extension of RTMP. Its guidance supports H.264, H.265/HEVC, and AV1 video, AAC or MP3 audio, constant bitrate encoding, and a recommended two-second keyframe interval, with four seconds as the maximum.

These figures are YouTube’s encoder guidance, not a measurement of Oracle VM performance. Select a conservative resolution and frame rate for the first test. The encoder must be able to process the source video in real time, and the VM’s available upload bandwidth must exceed the total outgoing bitrate, including audio. A lower output target can reduce both compute and bandwidth demands.

The reviewed official guidance does not establish how many CPU cores a particular file, codec, or encoder preset needs, nor does it establish a validated FFmpeg command for an Oracle free-tier VM. Do not assume that a VM shape or preset will work: validate the actual operating system, VM architecture, encoder build, source file, and settings you plan to use.
Configure an encoder on the VM
- Install or prepare an encoder compatible with the VM’s operating system and architecture. Confirm that it supports the source file’s codec and the output codec and protocol you intend to use.
- Open the encoder’s live-stream or custom RTMP/RTMPS output settings. Enter the server URL from the YouTube event as the destination and provide that event’s stream key in the encoder’s key field. Use RTMPS where the encoder and event setup support it.
- Select the tested output resolution, frame rate, video and audio codecs, bitrate mode, and keyframe interval. Set constant bitrate and a two-second keyframe interval in line with YouTube’s guidance; do not exceed four seconds.
- Select the prerecorded file as the video source. Check that the audio track is present and that the encoder is configured to send the file as a live encoder output rather than upload it as a normal YouTube video.
- Keep the stream key out of command-line arguments and other places that may be saved or exposed where possible. If your encoder requires a command or configuration file, use a method appropriate to that encoder for protecting credentials, and check that logs do not reveal the key.
Test, go live, and stop the stream
- Start the encoder while the event is private or unlisted. Watch Live Control Room for the incoming signal and preview.
- Check for stable video, correct aspect ratio, expected frame rate, and audible, synchronized audio. Monitor the encoder and YouTube preview throughout a representative test; a momentary connection is not proof that a long broadcast will remain stable.
- If the preview is stable and the event is ready, use Live Control Room to go live. For a scheduled encoder stream, YouTube’s workflow is to wait for the preview before starting the event.
- When finished, end the event in Live Control Room and stop the encoder from sending output. Confirm that the event has ended rather than leaving the encoder running unintentionally.
Copyright, reused material, and looping
Only stream material you have the right to broadcast. A video being prerecorded, or being sent from your own VM, does not establish that you have permission to use its music, footage, or other content. YouTube’s live-stream setup guidance does not by itself settle whether a particular repetitive or looping format is allowed or monetizable. Check YouTube’s current policies for your content and confirm the relevant rights before broadcasting; do not assume that a successful technical test means the content complies with platform rules.

Troubleshooting
Livestreaming is unavailable for the channel
Check channel verification and live-streaming eligibility in YouTube Studio and YouTube Help, including whether a restriction has applied within the previous 90 days. Resolve eligibility issues before troubleshooting the VM.
The VM cannot be created
Verify the tenancy’s home region and the selected Always Free resources. If Oracle reports “out of host capacity,” Oracle identifies temporary host-capacity shortage as a possible cause; try again later or use another available domain where supported.

YouTube does not receive the encoder signal
Confirm that the selected event is the one receiving the stream, and recheck its server URL and stream key for transcription errors. Keep the key private while troubleshooting. Also confirm the encoder is actually sending output and supports the selected protocol and codecs.
The preview stutters or drops
Reduce the resolution, frame rate, or bitrate and test again. YouTube advises that the total stream bitrate must not exceed available upload bandwidth. Oracle’s monthly outbound-data allowance is a volume limit, not a throughput guarantee, so it cannot diagnose or rule out a bandwidth bottleneck.

Audio is missing or out of sync
Verify the source file’s audio track and encoder audio settings, then repeat the private test and inspect the preview. The YouTube encoder guidance lists AAC and MP3 as supported audio codecs.
The stream key may have been exposed
Replace or reset the event’s key in YouTube Studio and update the encoder with the new value. Avoid sharing the replacement key in screenshots, logs, or shell history.
