How to Stream With Apple Low-Latency HLS

To stream with Apple Low-Latency HLS (LL-HLS), your packager must publish partial media segments and playlists that let a compatible player follow the live edge without waiting for each complete segment. Your origin and HTTP delivery path—including caches or a CDN—must also support the LL-HLS request behavior. A player alone cannot make an ordinary HLS stream low-latency.

The key tuning rule is to set the part target duration in relation to client-to-server round-trip time (RTT), then test the complete delivery path. Apple recommends a one-second part target duration, but also says it should be at least three times the expected P95 RTT; the part hold-back must be at least three part target durations.

What changes when you use LL-HLS?

LL-HLS is still HLS. Its lower-latency behavior comes from publishing partial segments before a complete parent segment is ready and coordinating playlist and media requests so a player can advance closer to the live edge. That requires changes to packaging, playlist behavior, and delivery—not just a player setting.

Playlist requests Clients use the playlist update behavior supported by the service. Blocking playlist reload lets a client ask for a future media sequence or part and wait for the playlist to reach that state.
Delivery requirements Requires a working HLS origin and HTTP delivery path. Also requires LL-HLS playlist and partial-segment behavior to work through the origin, caches or CDN, and player.
Fallback Regular-latency playback is the normal mode. Apple says clients can fall back to regular-latency playback if the server lacks a required configuration feature.

Apple’s WWDC20 presentation described the delay of the LL-HLS extensions discussed there as two seconds or less. That is a statement about the 2020 presentation, not a result or guarantee for every current deployment. Actual latency depends on the implementation and delivery path.

What you need before you configure it

  • An LL-HLS-capable packager and origin: they must publish partial media and implement the relevant server-control and blocking-request behavior.
  • An HTTP delivery path that preserves the behavior: validate the origin, caches, and CDN together. A player cannot compensate for a cache or server that delays, mishandles, or fails to deliver the required playlist and media responses.
  • A compatible player: it must be able to use the LL-HLS playlist features your service publishes. If a required aspect is unsupported, Apple says a client can fall back to ordinary-latency playback.
  • A synchronized presentation: segment timing, variant boundaries, ad boundaries, discontinuities, and key rotation need to remain consistent as partial segments become complete segments.

Apple’s authoring material says LL-HLS must meet the profile in HLS2 revision 7 or later. Apple describes its LL-HLS supplement as explanatory guidance, with protocol rules moved into the HLS specification in 2020. Check the current specification for exact rules before implementing edge cases.

How to set up an LL-HLS stream

  1. Author and check the HLS presentation. Make variant renditions and segment timing align, and ensure playlist durations accurately describe the media. Follow Apple’s device-authoring requirements, including at least six segments in a live playlist, gzip delivery for playlists, and correctly declared media formats.
  2. Package partial segments. Publish each partial segment as soon as it is available while preserving the intended parent-segment timeline. Keep variant boundaries synchronized. If you insert ads, preserve ad boundaries, discontinuities, and key rotation consistently across partial and completed segments.
  3. Advertise the server’s LL-HLS behavior. Use the applicable playlist tags to describe the server and media capabilities. The LL-HLS supplement identifies EXT-X-SERVER-CONTROL, EXT-X-PART-INF, EXT-X-PART, EXT-X-PRELOAD-HINT, EXT-X-RENDITION-REPORT, and EXT-X-SKIP among the relevant tags. Implement them according to the current HLS specification rather than treating a tag’s presence alone as proof that the behavior works.
  4. Support blocking playlist reload directives. A request with _HLS_msn=<M> asks the server to wait until the playlist includes media sequence M or later. A request with _HLS_part=<N> asks for a specific partial segment and requires _HLS_msn. The server must handle the request by waiting for the requested playlist state rather than immediately returning an unchanged playlist.
  5. Handle delta-update requests if offered. _HLS_skip=YES or _HLS_skip=v2 requests a playlist delta update. Apple says services with playlist windows longer than two minutes should offer delta updates. If you offer delta updates and use EXT-X-DATERANGE, Apple’s authoring specification says to use CAN-SKIP-DATERANGES=YES.
  6. Publish a preload hint and tolerate change. A preload hint gives the client the expected next partial-segment resource, so the client can request it before it is ready. The hint is a forecast, not immutable content: a segmentation-plan change can alter the resource’s eventual properties or prevent its publication. Your client and origin must tolerate that outcome. In Apple WWDC20 presenter Roger Pantos’s words: “In Low-Latency HLS, every playlist must carry a Preload Hint tag that has the URL of the next Partial Segment that the packager expects to appear.”
  7. Keep rendition reports current. A rendition report carries recent sequence and part state for another rendition. Keep those reports accurate so a player can discover the other rendition’s progress and switch with fewer round trips.
  8. Test the deployed path, not only the packager. Exercise the actual origin, caches or CDN, and player together. Check playlist freshness at tune-in, blocking behavior, when requests complete, partial-media availability, and cache interaction. Test rendition switches and, if applicable, ad insertion and discontinuities.

Tune part duration and hold-back

Part duration is a latency trade-off, not a value to minimize blindly. Apple says the part target duration must be no shorter than the expected P95 round-trip time between clients and server; it should be at least three times that P95. Apple recommends a one-second part target duration. The same specification says part hold-back must be at least three times the part target duration.

For example, if you are considering Apple’s one-second recommendation, first check that the expected P95 RTT does not make that target too short under Apple’s guidance. Do not infer a safe setting from the recommendation alone: measure the RTT expected for your audience and deployment, then set hold-back to at least three part target durations.

These are configuration constraints, not a promise that a stream will achieve a particular end-to-end delay. Packaging, playlist updates, delivery behavior, and player decisions all affect what viewers experience.

Validate caches, CDN behavior, and player fallback

LL-HLS depends on HTTP delivery, including CDNs and other caches. A deployment can appear correct at the packager while failing for viewers if the delivery path returns stale playlists, mishandles blocking requests, or does not make partial media available as expected. Apple specifies the relevant behavior but does not certify named CDN vendors here, so assess the exact configuration you plan to deploy.

  • Verify that a client joining the live stream receives a fresh playlist and can reach the current live edge.
  • Confirm that blocking playlist requests wait for the requested media sequence or part and complete when the state becomes available.
  • Check that a preload-hint request behaves correctly when media is not yet available and when the segmentation plan changes.
  • Confirm that partial segments are delivered through the same cache/CDN path viewers use, not just directly from the origin.
  • Check rendition reports and bitrate switches across the actual variants.
  • Observe request timing and completion at each relevant layer so you can distinguish packaging delays from playlist, cache, or player behavior.

Compare implementations on support for the current LL-HLS server profile, blocking playlist reloads, blocking preload-hint requests, cache and tune-in behavior, rendition-report handling, ad and discontinuity behavior, and operational observability. A vendor name or a general claim of HLS support does not establish that every LL-HLS behavior works in your deployment.

Common problems and what to check

  • Playback is still regular-latency: check whether the server and playlist support the required LL-HLS configuration, whether partial segments are being published, and whether the client has fallen back because a required feature is unavailable.
  • Playlist requests return immediately without advancing: verify that the origin handles _HLS_msn and, when used, _HLS_part as blocking requests. Check that the requested sequence or part can actually become available.
  • Viewers see stale live-edge content: inspect playlist freshness and cache behavior across the deployed HTTP path, including tune-in. Confirm that caches do not prevent timely playlist and partial-media delivery.
  • A hinted part does not appear as expected: treat the preload hint as an expectation that can change, not a guarantee that the named resource will retain fixed properties or be published after a segmentation-plan change. Ensure client and origin behavior handles that case.
  • Switching renditions is slow or fails: inspect whether rendition reports accurately reflect recent sequence and part state, and whether variant timing and boundaries are aligned.
  • Problems occur around ads or discontinuities: check that ad boundaries, discontinuities, key rotation, and partial-to-complete segment timelines stay consistent.
  • A very short part target causes trouble: compare it with the expected P95 client-to-server RTT. Apple’s guidance says not to set it below that RTT and says it should be at least three times the P95; also check that part hold-back is at least three part target durations.

Apple’s HLS Authoring Specification for Apple Devices has revision history through June 26, 2025. Apple’s LL-HLS supplement provides explanatory guidance, while the HLS specification is the place to verify current protocol requirements and edge cases. Apple’s two-seconds-or-less latency statement is from its 2020 WWDC presentation and should not be read as a current deployment guarantee.
