The command is a Java Edition form; Bedrock Edition uses a similar basic command, but accepted identifiers and arguments can vary by release, so check in-game autocomplete if it is rejected.
Java Edition: enter the summon command
Use this command in a command block:
summon minecraft:tnt_minecart ~ ~ ~
The general Java form is /summon <entity> [x] [y] [z]. The three tildes specify coordinates relative to where the command runs, so this summons the cart at the command block’s execution position. Minecraft’s official guide explains the general command form; the TNT minecart identifier is listed in reference material rather than in the official guide’s examples. Bedrock Edition: use Bedrock syntax
The basic candidate command is:
summon minecraft:tnt_minecart ~ ~ ~
Bedrock documents the form as /summon <entityType> [spawnPos: x y z] ..., and a specialist Bedrock reference lists minecraft:tnt_minecart as the vanilla identifier. The official command page does not give a TNT minecart-specific example, so use autocomplete if your release rejects the identifier or arguments. Set up and activate the command block

Allow commands in the world. Minecraft’s official guide says Java single-player requires Allow Commands and Bedrock single-player requires Allow Cheats. Microsoft’s Bedrock

Place a command block and enter the command for your edition. Follow that edition’s input convention for whether to include a leading slash in the command-block field.

Set the command block’s mode and redstone configuration, then activate it. The summon command creates the entity; it does not lay rails. To make the cart travel, provide a suitable rail and a launch source.
If the command fails

Confirm that the world allows commands; in Bedrock, cheats must be enabled for
/summon. -
Check that you are using the syntax for Java or Bedrock, not assuming the two editions accept every argument in the same way.

Check the spelling of
minecraft:tnt_minecartand use in-game autocomplete to verify the accepted identifier and arguments in your release. Command grammar and identifiers can vary by version.
Does this command make the minecart explode immediately?
No instant explosion is established by the basic summon command. A Bedrock runtime-identifier reference mentions minecraft:on_instant_prime in connection with TNT minecart detonation, but the official Bedrock summon reference does not confirm a current entity-specific event invocation.
