Yes—you can send a Steam trade offer to someone who is not on your friends list if they share their Unique Trade URL with you. You’ll also need to be able to view their inventory and select tradable items. Steam explains where to find the URL and how trade offers work in its Steam Trade Offers guide.
Get the other person’s Trade URL
Ask the recipient to send you their Unique Trade URL. They can find it at the bottom of the “Who can send me Trade Offers?” settings page. The URL lets you send an offer without adding them as a Steam friend.

Send the offer
- Open Steam and go to Inventory > Trade Offers > New Trade Offer.
- Use the recipient’s Trade URL to open the offer flow. Steam’s ordinary offer flow describes choosing a friend, but a recipient with your Unique Trade URL can receive an offer without being your friend.
- Choose the items you’re offering and the items you want in return. Only tradable items can be included; check an item’s details in your Inventory if you’re unsure. See Steam’s Steam Trading guide.
- Review the recipient and every item on both sides, then send the offer. You can trade in a web browser, and both users do not need to be online at the same time.
- Complete the required confirmation. Steam Mobile Authenticator users confirm in the app; users without it receive a confirmation request by email. Steam describes the process in Trade and Market Confirmations.
What happens after you send it?
The offer remains pending until it is accepted or declined, and expires after two weeks. The items stay in your inventory until the offer is accepted. Steam requires confirmation before an offer is sent or accepted; review the final details before confirming.

Trade safely
- Keep the exchange in one Steam trade. The trade interface does not support money in any form, including Steam Wallet funds, gift cards, or CD keys. Steam says a claim that Wallet funds are part of an offer is a scam warning sign. Read its Recommended Trading Practices.
- Don’t send items for an outside payment or a promise of a later trade. Steam warns that it cannot compensate users for losses involving outside purchases or scams. Its guidance on offers to buy Steam items and confidence and trade scams explains common risks.
- Don’t rush, use a middleman, lend items, or split an exchange across separate trades. Steam warns against these practices because completed trades are final.
