On an NFL game-status report, Questionable means it is uncertain whether a player will play, Doubtful means the player is unlikely to participate, and Out means the player will not play. These are qualitative availability labels—not exact odds—and they are separate from the player’s practice participation.
What do Questionable, Doubtful and Out mean?
The NFL’s published policy defines the three game-status labels this way: “Questionable means it is uncertain as to whether the player will play in the game; Doubtful means it is unlikely the player will participate; and Out means the player will not play.” (NFL Competition Committee injury-report policy revision.)

Does Questionable mean 50/50?
No. The current NFL definition is that availability is uncertain; it does not assign Questionable a 50 percent chance or any other numeric threshold. Treating it as a fixed probability gives the label more precision than the policy provides.
How does practice participation affect the game status?
Practice participation is reported separately from game status. The NFL participation categories are Did Not Participate, Limited Participation and Full Participation. Limited means the player completed less than 100 percent of normal repetitions; Full means 100 percent. Those entries describe practice work, not a direct translation of whether the player will play.

The NFL’s official injury report displays practice participation and game status in separate fields. Its rows can show a player with Full Participation who still has a game status, or players with different practice levels carrying a status entry. Check the latest report and any later team announcement for the particular player and game; individual report entries can change.
What happened to the Probable designation?
Probable is no longer an NFL game-status category. In 2016, the league said it removed the label because approximately 95 percent of players listed as Probable in prior years played. That historical figure explains the change; it is not an estimate of the chance a Questionable or Doubtful player will play today.

Why older injury-report guidance may differ
An archived NFL policy from June 2016 described procedures including generally listing an injured player who missed practice, unless the club was certain the player would play, and updating the report if a Questionable or Doubtful player would not travel to a road game. Those details are historical policy context, not a live update or a substitute for checking the current report. The archived document is available as the NFL Football Operations 2016 Injury Report Policy.
Confusion between practice participation and game status can lead to reporting mistakes. A 2025 NFL.com / Associated Press account of a Ravens status-reporting mix-up is an example of why the fields should be distinguished, not a source for the definitions: the report on the Ravens incident.
