The method depends on which version of Street Fighter Alpha 3 you’re playing. On Dreamcast, a player-submitted guide lists Evil Ryu after three game clears, with a possible difficulty requirement of level 2 or higher. On Game Boy Advance, a guide gives a title-screen code that unlocks all five hidden fighters. The PlayStation method is not confirmed by the available PlayStation-labeled guide.
Dreamcast: Clear the game three times
The Dreamcast secrets guide lists Evil Ryu at three game clears. It also cautions that unlocks may require difficulty level 2 or higher. If Evil Ryu does not appear after your third clear, try raising the difficulty to at least level 2 and completing the game again. Dreamcast secrets guide
Game Boy Advance: Enter the hidden-fighters code
The Game Boy Advance guide documents a code for unlocking all five hidden fighters. Enter the following sequence at the Capcom logo, before the demo screen appears:
Left, Right, Down, Right, L, L, A, L, L, B, R, A, Up

Ryu saying “Hadouken!” confirms that the code registered. The guide covers Street Fighter Zero 3 Upper in Japan and Street Fighter Alpha 3 in the US and other regions. Game Boy Advance unlock guide
PlayStation: The method is unverified
A PlayStation-labeled secrets-guide page has a platform mismatch: its guide text identifies the game as the Game Boy Advance version and gives GBA-specific instructions.
