Ask an NPC about Rumors or overhear two NPCs discussing Frostcrag Spire to reveal it on your map. Then travel to the tower east of Bruma and discover it; the map marker alone does not unlock fast travel.
Reveal Frostcrag Spire on your map

In Cyrodiil, speak with an NPC and ask about Rumors. Alternatively, overhear two NPCs talking about Frostcrag Spire. Either can reveal the location. Bethesda’s Frostcrag Spire location instructions do not require a particular NPC, city, or exact dialogue sequence.

Once the marker appears, travel to Frostcrag Spire and approach the snowy tower east of Bruma. Visiting the location begins its questline, according to PC Gamer’s Frostcrag Spire guide.

Discover the location in person. Bethesda distinguishes revealing the map marker from discovering the site: fast travel becomes available only after you have traveled there and discovered it.

Why can’t I fast travel to Frostcrag Spire?
If the marker is visible but fast travel is unavailable, you have revealed the location without discovering it. Go to the tower east of Bruma and reach the location on foot; once discovered, you can fast travel there.
Is Frostcrag Spire included in Oblivion Remastered?
Yes. Bethesda lists the Wizard’s Tower content among the additional downloadable content included with both the Standard and Deluxe editions of Oblivion Remastered. Owners of either listed edition do not need to purchase that content separately, according to Bethesda’s included-content information.

What to do after reaching the tower
For information about the tower’s optional upgrades, enter Frostcrag Spire and read Frostcrag Spire Memoirs. PC Gamer’s guide directs players to Aurelinwae at the Magic Emporium in the Imperial City to purchase four upgrades. It reports a combined cost of 11,500 gold; that figure is guide-reported, not an official Bethesda price.
