To unlock Battle for Azeroth World Quests in Zandalar as Horde, complete “Uniting Zandalar.” If another character on your account has already unlocked World Quests, Blizzard documents a shortcut: speak with Nathanos Blightcaller at the mission table in Dazar’alor and complete the quest with him.
Unlock World Quests on your first Horde character
-
Progress through the Battle for Azeroth storyline in Zandalar until you can access Dazar’alor and its mission table.
-
Complete “Uniting Zandalar.” Blizzard identifies this as the Horde quest tied to unlocking Battle for Azeroth World Quests. See Blizzard’s returning-player guide.
Blizzard’s 2019 Battle for Azeroth guide described World Quests as becoming available at level 120 in the original expansion progression. That is historical guidance, not confirmation of the current live-game level requirement; follow the prompts shown for your character. Blizzard’s Battle for Azeroth guide provides that original context.

Unlock them on an alternate Horde character
If World Quests are already unlocked on another character, Blizzard says to speak with Nathanos Blightcaller at the mission table in Dazar’alor to complete “Uniting Zandalar” on the alternate character. This is the documented catch-up route; it is distinct from earning the unlock for the first time.
Do not confuse World Quests with the Zandalari Troll unlock
“Zandalar Forever!” is associated with recruiting the Zandalari Troll Allied Race, not unlocking World Quests. Blizzard lists the Zandalari Empire Exalted reputation and the “Zandalar Forever!” and “Tides of Vengeance” achievements among the Allied Race recruitment requirements. Those are separate from completing “Uniting Zandalar” for World Quest access. Blizzard’s Allied Race announcement describes the recruitment criteria.
