You can update a YouTube playlist while a live broadcast is running, but YouTube does not document a guarantee that the change will appear in every already-open player without interruption. First identify whether you mean a viewer’s temporary queue, a saved YouTube video playlist, or the HLS media playlist used to send stream segments to YouTube: they are different things and require different actions.
First, identify which playlist you mean

If you are a viewer: add videos to the queue
On desktop YouTube, use Add to queue on a video to place it after the video currently playing. YouTube describes this as setting up videos to watch next without interrupting the current watch session. The queue is not saved after the browser closes; save it to an existing or new playlist if you want to keep it. YouTube Help: queue videos
This changes what you, as a viewer, watch next. It does not change the broadcaster’s live output or the contents of a creator’s playlist.
If you are the creator: update the saved video playlist
Use YouTube Studio for a manual edit
In YouTube Studio, open Content and select Playlists, then open the playlist you want to edit. Use its controls to add or remove videos and, when the playlist is manually ordered, rearrange them. YouTube’s interface labels may vary by account or change over time; the key distinction is to edit the saved video playlist, not the live broadcast settings.

Use the Data API for an automated edit
- Authorize the application with OAuth credentials that permit it to manage the relevant channel’s playlist.
- Read the current playlist and item resources before changing them.
playlists.updateedits playlist properties such as title, description, and privacy status;playlistItems.updateedits an item, including its position where allowed. playlists.update playlistItems.update - For an order change, verify that the playlist supports manual ordering. YouTube’s API can report
manualSortRequiredwhen a requested position is used on a playlist that is not manually sorted. Change the playlist’s ordering in YouTube’s video manager/settings first, or omit the position. playlistItems.update - When removing an item through the API, use the playlist-item ID, not the video ID. - When sending an update, preserve all existing mutable fields that need to remain unchanged. The API references warn that omitted values can be deleted or reset, so do not build an update from only the one field you intend to change.
Why an edit is not a no-downtime playback guarantee
A successful playlist update means the saved playlist data changed. It does not establish that every open browser tab, embedded player, or current live viewing session reloads that data immediately—or at all—without a brief interruption. YouTube’s API and player documentation reviewed do not specify propagation timing or promise uninterrupted playback for these changes. Treat the edit as an update to playlist data, not as a documented active-player refresh guarantee. YouTube IFrame Player API
If the current live output must continue uninterrupted, avoid assuming that changing the channel’s video playlist changes what the live encoder is currently sending. Make the playlist edit, then verify its result in a separate session or after refreshing the relevant playlist view; do not interrupt the broadcast merely to test whether existing viewers saw the change.

Do not confuse playlist editing with live broadcast settings
YouTube Live Broadcast API controls and stream configuration are separate from video playlist contents. Some broadcast fields can only be changed when a broadcast is created or ready, or while a stream is inactive; those state restrictions govern broadcast behavior, not the videos in a saved playlist. Likewise, an HLS media playlist is a rolling list of encoded segments. YouTube’s HLS guidance sets requirements for the segment stream and rolling playlist, but it is not a method for rearranging separate videos on your channel. HLS ingestion
