Verdict: The HP Victus 16 with an RTX 4070 is an excellent plugged-in 1080p gaming laptop, but its commonly bundled 144 Hz Full HD display is the main compromise. The GPU can deliver high frame rates at maximum settings and handle external 1440p gaming, while the budget chassis, mediocre panel quality, fan noise, and modest portability keep it from being a premium all-rounder. Buy it for performance at a substantial discount, particularly if you will use an external monitor—not for the built-in screen alone.
First, identify the Victus 16 you are buying
“HP Victus 16 RTX 4070” is not one universal laptop. HP sells multiple Victus 16 generations and regional configurations with different CPUs, displays, memory, storage, wireless hardware, and power limits.

The configuration most directly matching this review is the HP Victus 16-r0077ng, reviewed by Notebookcheck. It combines an Intel Core i7-13700H, RTX 4070 Laptop GPU, 16 GB of DDR5-5600 memory, a roughly 1 TB PCIe 4.0 NVMe SSD, and a 16.1-inch 1920×1080 144 Hz IPS display running Windows 11. Consult the Notebookcheck review and the relevant HP product sheet for the documented regional specification.
A later US-oriented example, the Victus 16-s1023dx, uses an AMD Ryzen 7 8845HS, RTX 4070 with up to 120 W Dynamic Boost, 16 GB DDR5-5600, and a 512 GB SSD. RTINGS tested a 144 Hz Full HD version of this AMD model and found important panel weaknesses. These are related laptops, not interchangeable review units. Before buying, verify the complete model number—not just “Victus 16.”

Gaming performance: the RTX 4070 is the star
The RTX 4070 Laptop GPU has 8 GB of GDDR6 memory and is substantially more capable than a typical budget RTX 4060 laptop. In the tested Intel configuration, Notebookcheck recorded the following 1920×1080 results:
| Game | Preset | Average frame rate |
|---|---|---|
| Armored Core 6 | Maximum | 106.6 fps |
| Armored Core 6, alternate test | Maximum | 97 fps |
| Atomic Heart | Very High | 70.4 fps |
| Company of Heroes 3 | Maximum | 134 fps |
| High on Life | Very High | 101.9 fps |
| Resident Evil 4 Remake | Maximum | 74.8 fps |
| Sons of the Forest | Ultra | 87.5 fps |
These are results from one review unit, with its specific BIOS, drivers, memory configuration, cooling, power mode, and test procedure. They are useful indicators, not guaranteed results for every Victus 16 RTX 4070.
For esports games, the RTX 4070 is more than sufficient for 1080p high-refresh gaming. In demanding single-player games, maximum settings commonly produce around 70–100 fps in the cited tests, while lighter titles can approach or exceed the panel’s 144 Hz refresh rate. Ray tracing is practical when DLSS is enabled. DLSS Frame Generation can increase displayed smoothness, but it does not eliminate the underlying input latency and should not be treated as equivalent to rendering every frame natively.

The 8 GB VRAM buffer is adequate for current 1080p gaming, but it is not especially future-proof for ultra texture packs, heavy ray tracing, or sustained 1440p use. The RTX 4070 Laptop GPU is also not the same product as the desktop RTX 4070: laptop performance depends heavily on power limits and cooling.
Full HD is both the reason it is fast and its biggest weakness
The 1920×1080 resolution reduces GPU workload, helping the RTX 4070 reach high frame rates without relying on upscaling in every game. That makes sense for competitive gaming and helps explain the strong benchmark results.
However, a 1080p image is not especially dense on a 16.1-inch screen. Text and fine details look less crisp than on a QHD panel, and the RTX 4070 has enough performance for many games at 2560×1440. You can therefore end up paying for a powerful GPU while looking at an entry-level display.
What is good about the common 144 Hz panel?
- 144 Hz looks much smoother than 60 Hz when the game produces enough frames.
- Full HD helps maximize frame rates and reduces the need for DLSS.
- A matte IPS-style surface is practical in brighter rooms.
What is disappointing?
- Brightness is mediocre on common configurations.
- Color coverage can be limited.
- Slow response behavior can produce visible ghosting during motion.
- RTINGS reports that the tested display configurations lack variable refresh rate support.
- The large 1080p panel is a weaker choice for photo work, video grading, and text-heavy productivity.
RTINGS specifically advises avoiding the lower-end 144 Hz Full HD panel when a better option is available. HP also lists Victus 16 variants with a 2560×1440 240 Hz panel rated at 300 nits, 3 ms, and 100% sRGB, but that specification is optional and is not guaranteed on every RTX 4070 model. Check the exact listing and panel part number where possible.
If you mainly play competitive games, prioritize frame rate, or already own a monitor, the Full HD screen is a reasonable performance-focused choice. If you care about image quality, look for the QHD/100% sRGB configuration or budget for a good external 1440p monitor.
CPU performance and sustained workloads
The title-matching Intel model uses the Core i7-13700H, a 14-core/20-thread processor with boost speeds up to 5.0 GHz. The 2024 AMD example uses the Ryzen 7 8845HS, an 8-core/16-thread chip with boost speeds up to 5.1 GHz and newer integrated AI features.

Both are strong gaming CPUs. The Intel chip has more advertised cores and threads, while the AMD platform is newer in the 2024 configuration. It would be misleading to declare one categorically faster without controlling for the chassis, BIOS, memory arrangement, cooling, and power profile. At 1080p ultra settings, the GPU and laptop power limits usually matter more than the processor badge.
Under sustained CPU-and-GPU loads, the components may share the available thermal and electrical budget. That means short benchmark bursts can look better than long workloads. The Victus is suitable for gaming, coding, general productivity, and GPU-accelerated creative applications, but it is not designed to behave like a quiet workstation.

Power limits, thermals, and noise
HP’s “up to 120 W” RTX 4070 rating is a ceiling for listed configurations, not a permanent operating level. Actual wattage varies with the model, workload, firmware, temperature, power mode, and Dynamic Boost behavior.
Notebookcheck measured approximately 120.6 W in a FurMark GPU test, 135.6 W while running The Witcher 3 Ultra on an external monitor, 107.2 W during Cinebench R23 multi-core, and 77.7 W in a Prime95 test. These measurements illustrate behavior under specific conditions; they are not promises for every Victus 16.
Use the laptop’s full performance only while connected to its charger. Performance mode can increase fan noise and surface temperatures. Raising the rear slightly may improve intake airflow and typing comfort, but a cooling pad should not be assumed to deliver a guaranteed frame-rate increase. Sustained gaming exposes the Victus’s budget compromises more clearly than a short benchmark: expect audible fans, heat around high-load areas, and power-limit management rather than silent operation.
Build, keyboard, webcam, and portability
The Victus is a functional budget gaming chassis, not a premium metal machine. Reviews generally describe a plastic-heavy design with restrained styling that can work in a classroom or office more easily than an aggressively styled gaming laptop.

Depending on the SKU, you may get a full-size keyboard with a numeric keypad and backlighting. That is useful for spreadsheets and some strategy games, although it leaves less room for a spacious layout than a tenkeyless design. Key travel and touchpad behavior should be checked against the exact regional review because keyboard layouts vary.
Hinge stability, lid flex, webcam resolution, color, dimensions, and support terms also vary by configuration. The documented Intel model weighs about 2.33 kg, or 5.15 lb, before adding its large power adapter. That is manageable for occasional transport but heavy for daily commuting. It is better viewed as a portable desktop replacement than as an ultralight laptop.
Ports and wireless connectivity
Do not rely on the Victus family page to answer every port question. Verify the exact SKU’s port diagram and manual. The relevant questions are whether USB-C supports DisplayPort, whether it accepts USB Power Delivery input, how many USB-A ports are included, and whether HDMI, Ethernet, and a card reader are present.

PCWorld criticized the reviewed model for lacking fast USB ports and for having no card reader. Some HP configurations list Wi-Fi 6E and Bluetooth 5.3, but those features are not universal across every Victus 16. An external monitor may also change GPU routing, power consumption, and performance depending on which output is used.

HP lists two memory slots and support for up to 32 GB of DDR5-5600 RAM on relevant Victus 16 configurations. Storage is listed as up to a 1 TB PCIe Gen4 NVMe SSD, while some retail units contain only 512 GB.
Before buying parts, confirm that your exact unit has:
- Two accessible SODIMM slots and whether both are already occupied.
- One or two M.2 storage positions.
- The required SSD screw, bracket, or thermal pad.
- A service procedure that does not conflict with local warranty terms.
Sixteen gigabytes is acceptable for gaming, but 32 GB is a better long-term target for modded games, multitasking, streaming, and creative work. A 512 GB SSD can fill quickly after a few modern games. Include RAM and storage upgrade costs when comparing the Victus with a competitor that already includes 32 GB and 1 TB.
Battery life: usable away from an outlet, poor for gaming
The Victus 16 is a plugged-in gaming laptop first. LaptopMag reported approximately 6 hours 27 minutes of web browsing and 1 hour 30 minutes of gaming for an AMD RTX 4070 configuration, but that was a different model and test methodology from Notebookcheck’s Intel review.
Battery life changes with the CPU, panel, battery capacity, refresh-rate mode, hybrid-graphics setting, brightness, drivers, and Windows power profile. Gaming on battery can sharply reduce performance and drain the battery quickly. Do not buy this laptop expecting all-day endurance or long unplugged gaming sessions.
Price: the configuration matters as much as the discount
The available research does not verify a current transaction price, so historical review prices must not be presented as today’s deal. Notebookcheck recorded a US-equivalent price of $1,439.99 on September 26, 2023. PCWorld cited a historical $1,099.99 baseline and tested a $1,799.99 configuration.
Those figures are useful context, not current buying targets. A Full HD 144 Hz, 16 GB, 512 GB Victus should be priced as a budget compromise. If it approaches the cost of a better-screened RTX 4070 or RTX 5070 laptop, pass. The strongest case is a deep discount on a 120 W-class RTX 4070 model, especially one with 32 GB RAM, a 1 TB SSD, and a better display. If a seller asks anywhere near the old $1,799.99 as-tested price for the ordinary FHD panel, the value proposition is poor.
At checkout, record the date, country, exact SKU, GPU wattage, display brightness and gamut, RAM layout, SSD capacity, charger, warranty, and return policy. Retailer listings sometimes combine specifications from different Victus models.

How it compares with alternatives
The Lenovo LOQ is a direct budget competitor; Acer Nitro 16, ASUS TUF Gaming, HP Omen 16, and Lenovo Legion models are also relevant. Compare exact SKUs rather than GPU names:
| Criterion | HP Victus 16 RTX 4070 | Competitor |
|---|---|---|
| Exact model | Required | Required |
| CPU | Specific Intel or AMD processor | Specific processor |
| GPU power | State TGP and Dynamic Boost | State TGP and Dynamic Boost |
| Screen | Resolution, refresh, brightness, gamut, response, VRR | Same fields |
| Memory | Capacity and slot arrangement | Same fields |
| Storage | Capacity and expansion | Same fields |
| Portability | Weight with the same basis | Weight with the same basis |
| Battery | Capacity and comparable test result | Same test method |
| Warranty | Region-specific terms | Region-specific terms |
| Price | Date- and region-stamped | Date- and region-stamped |
The LOQ may compete closely on price, but panel quality, cooling, memory layout, hinge concerns, and GPU power can change the result. Acer Nitro and ASUS TUF models deserve attention when they offer a stronger screen or better promotion. HP Omen and Lenovo Legion are step-up options; if their price gap is small, their display, cooling, and construction may justify paying more.
Buyer checklist
- Match the complete model number to the seller’s CPU, GPU, screen, RAM, SSD, and wireless specifications.
- Confirm that the RTX 4070 is configured near its stated power limit and that the charger is included.
- Check whether the panel is 144 Hz Full HD or QHD 240 Hz, and verify brightness, color gamut, response time, and VRR.
- Confirm dual-channel memory and determine whether a 32 GB upgrade is needed.
- Check for a second M.2 slot and the required mounting hardware.
- Verify USB-C display output, charging behavior, HDMI, Ethernet, and card-reader availability.
- Compare the complete price—including upgrades—with exact LOQ, Nitro, TUF, Omen, and Legion SKUs.
- Read the local warranty and return policy before opening or modifying the laptop.
Who should buy the HP Victus 16 RTX 4070?
Buy it if you want high-FPS 1080p gaming, maximum settings in demanding games, practical ray tracing with DLSS, or a capable external-1440p gaming system. It is also a sensible choice if you want a full-size keyboard, accept upgrades, and find the machine at a clearly discounted price.
Avoid it if the common dim, slow-response Full HD panel will be your only screen; if you need quiet operation, long gaming battery life, low weight, or color-accurate creative work; or if the price is close to a premium laptop with a better display.
The most important specification is not the RTX 4070 badge. It is the combination of exact model, GPU power, screen quality, RAM layout, SSD capacity, cooling, warranty, and price.
Frequently Asked Questions

Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Can the Victus 16 RTX 4070 replace a desktop gaming PC?
It can serve as a portable desktop replacement when plugged in, especially with an external monitor. Its weight, charger, fan noise, and weak battery gaming endurance limit portability.
The Bottom Line
Bottom line: The HP Victus 16 RTX 4070 is a fast, upgradeable 1080p gaming machine whose value rises sharply at sale pricing and with an external monitor. The ordinary 144 Hz Full HD panel is not a premium gaming display, so verify the screen and exact SKU before buying. Choose it for performance per dollar; choose a Legion, Omen, LOQ, Nitro, or TUF alternative when the price gap buys a substantially better panel or cooling system.
