hpotscld.dll Errors: Rebuild the Correct HP Scanner Package

“hpotscld.dll is missing” means Windows or an HP scanning application cannot find a required HP driver component. hpotscld.dll is associated with the HP AiO Scan Driver – Tulip SCL-d, part of HP digital imaging software for HP all-in-one devices.

This is not a normal Windows system DLL, Microsoft Visual C++ file, DirectX component, or .NET file. The safest repair is to identify the HP printer or scanner that installed it, remove the damaged HP software, and install the correct package for that exact model and Windows version.

Do not download hpotscld.dll by itself and copy it into System32. A standalone file can have the wrong build, architecture, dependencies, or origin, while leaving the underlying HP installation broken.

Which fix applies to you

Use this list before changing anything:

  • The error names HP software or appears when scanning: reinstall the complete HP package for the exact printer or scanner model.
  • The error appeared after removing an old HP printer: reinstall the old model’s supported package, or switch to Windows’ built-in scanning tools.
  • The error started after a Windows upgrade: install the newest HP package offered for that model and Windows version.
  • Windows Security shows a quarantine event: inspect Protection History before restoring anything.
  • Only one old HP application fails: repair or reinstall that application rather than copying the DLL globally.
  • The error appears in a game or unrelated program: investigate a stale shortcut, bad installation, or suspicious software. A normal game should not need an HP scanning DLL.
  • Other Windows files are also failing: run DISM and SFC after repairing the HP package.
  • The file exists but the error remains: check the executable named in the dialog and look for a missing dependency or incorrect installation path.

What hpotscld.dll is

Public file metadata identifies hpotscld.dll as:

  • Description: HP AiO Scan Driver – Tulip SCL-d
  • Software family: hp digital imaging – hp all-in-one series
  • Publisher: Hewlett-Packard Co.
  • Category: Hardware driver component

The “Tulip SCL-d” wording is an internal HP component name. It does not identify a Windows feature and does not tell you the exact printer model by itself. Public metadata associates one listed build with a 32-bit HP scanning component, but that does not prove that every historical HP package used the same version or architecture.

The exact HP device that installed the file cannot be determined reliably from the filename alone. Check the printer or scanner label, the old HP software entry in Windows, previous installation media, or the executable named in the error message.

What the error messages mean

You may see one of these reported variants:

  • “The program can’t start because hpotscld.dll is missing from your computer.”
  • “There was a problem starting hpotscld.dll. The specified module could not be found.”
  • “Error loading hpotscld.dll. The specified module could not be found.”
  • “The code execution cannot proceed because hpotscld.dll was not found.”
  • “hpotscld.dll is either not designed to run on Windows or it contains an error.”

These messages are not separate diagnoses. They generally mean that an application attempted to load the HP scanning component and Windows could not load it successfully.

“Specified module could not be found” can be slightly misleading. The named DLL may exist while one of its dependent files is missing, the file is in the wrong directory, or the application is loading an incompatible copy.

Fix 1: Identify the HP device and reinstall its complete package

This is the primary repair for most hpotscld.dll failures.

HP packages have different names depending on the model and Windows generation. Look for Full Feature Driver, Full Software and Drivers, Full Solution, or a model-specific scanning package. Newer devices may use HP Easy Start or the HP printer app.

Find the exact model

  1. Inspect the label on the printer or scanner.
  2. Open Settings with Windows key + I.
  3. Select Bluetooth & devices.
  4. Select Printers & scanners.
  5. Click the HP device.
  6. Record the complete model name, including any suffix or series number.
  7. If the device is not listed, open Control Panel.
  8. Select View devices and printers and check for an old HP entry.

Do not choose a similar model from a download list. Scanner components are often model-specific, and a package for a nearby model may install printing while leaving scanning broken.

Remove the damaged HP installation

Disconnect the printer’s USB cable if it uses one. Leave a network printer connected to the same network unless the HP installer gives different instructions.

  1. Press Windows key + R.
  2. Type appwiz.cpl.
  3. Press Enter.
  4. In Programs and Features, select the HP printer software.
  5. Choose Uninstall.
  6. Remove the complete HP software package when prompted.
  7. Restart Windows.

If the HP software is not listed, continue with the driver cleanup:

  1. Open Settings.
  2. Select Bluetooth & devices.
  3. Select Printers & scanners.
  4. Select the old HP printer.
  5. Click Remove.
  6. Confirm the removal.
  7. Restart Windows.

On some systems, Windows retains a printer driver after the main application is removed. To check:

  1. Press Windows key + R.
  2. Type control printers.
  3. Press Enter.
  4. Select a blank area in the window.
  5. Click Print server properties in the toolbar.
  6. Open the Drivers tab.
  7. Select the old HP driver only if you are certain it belongs to the device being removed.
  8. Click Remove.
  9. Choose Remove driver and driver package when available.

Do not remove drivers for other printers that are still in use.

Install the correct HP package

Use HP’s official Software and Driver Downloads page. Search by the exact model, select the installed version of Windows, and choose the full-feature or full-software package when one is available.

  1. Download the package for the exact HP model.
  2. Right-click the installer and select Run as administrator.
  3. Accept the license terms.
  4. Choose the normal or full installation.
  5. Connect the USB cable only when the installer requests it.
  6. For a network device, select the printer when it appears on the network.
  7. Complete the installation.
  8. Restart Windows again.
  9. Open the HP scanning application or Windows scanning tool.

The repair worked if the HP application opens without the DLL message and the scanner completes a preview or scan. Test both the scanner and printer if the device provides both functions.

If the installer refuses to run, reports that the operating system is unsupported, or installs printing without scanning, continue to the compatibility section below.

Driver updater recommendation

Manually identifying an old model, matching its Windows architecture, and hunting through several HP packages can be time-consuming. Fix 2: Check whether Microsoft Defender quarantined the file

Antivirus software can remove or quarantine a driver component. Do not assume that every detection is a false positive, and do not restore a file simply because an HP program requests it.

  1. Open Windows Security from the Start menu.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Review recent entries.
  5. Expand any entry that mentions hpotscld.dll, HP software, or the affected application.
  6. Record the detection name and file path.
  7. Check whether the file came from a legitimate HP installation directory.

If the file was quarantined, the safer approach is usually to reinstall the complete HP package from HP rather than restore the individual file. Reinstallation replaces the component together with its dependencies and installation information.

Only consider Restore or Allow on device after confirming all of the following:

  • The file was installed by a known HP package.
  • The original path belongs to that HP installation.
  • The security product identifies a likely false positive.
  • The HP package was obtained from an official source.
  • A current security scan does not identify related threats.

If the file was found in a temporary folder, an unrelated application folder, or an unexpected user directory, leave it quarantined and run a full scan.

Fix 3: Check the driver in Device Manager

Device Manager may reveal that the HP imaging device is missing, disabled, or using a generic driver.

  1. Right-click the Start button.
  2. Select Device Manager.
  3. Expand Imaging devices, Cameras, Printers, and Universal Serial Bus controllers.
  4. Look for the HP device or an entry with a yellow warning icon.
  5. Right-click the relevant device.
  6. Select Properties.
  7. Read the message under Device status.
  8. Open the Driver tab and record the provider and driver date.
  9. If the device is disabled, select Enable device.
  10. If the device is present but malfunctioning, select Uninstall device.
  11. Restart Windows.
  12. Run the official HP installer again.

Do not use Update driver to select a random DLL file. Device Manager installs driver packages, not individual DLLs.

For a USB scanner, try another USB port after reinstalling. Avoid hubs during setup. For a network scanner, confirm that the computer and device are connected to the same network and that the HP installer can discover the device.

Fix 4: Use Windows scanning tools when HP software is obsolete

Older HP devices may no longer have a current full-feature package for Windows 10 or Windows 11. In that situation, restoring the obsolete HP application may not be practical.

Try Windows’ built-in scanning path:

  1. Connect and power on the scanner.
  2. Open Settings.
  3. Select Bluetooth & devices.
  4. Select Printers & scanners.
  5. Select the HP device.
  6. Choose Open scanner if the option is available.
  7. Select the source, paper size, color mode, and resolution.
  8. Select Preview or Scan.

You can also try Windows Fax and Scan:

  1. Open Start.
  2. Search for Windows Fax and Scan.
  3. Open the application.
  4. Select New Scan.
  5. Choose the HP scanner.
  6. Select the scan settings.
  7. Click Scan.

Paint can also access some WIA-compatible scanners:

  1. Open Paint.
  2. Select File.
  3. Select From scanner or camera.
  4. Choose the HP device.
  5. Complete the scan.

These routes depend on the device exposing a compatible Windows imaging interface. If Windows can print but does not expose scanning, the old HP scanning software may be required, or the device may no longer be supported on the installed Windows version.

For newer supported products, HP may provide setup through its current printer app or 123.hp.com. Availability varies by model and operating system.

Fix 5: Repair Windows components with DISM and SFC

SFC and DISM are secondary checks for this problem. hpotscld.dll belongs to HP software, so Windows File Protection will not necessarily restore it. These commands are useful when the DLL error appeared together with damaged Windows features, failed services, update problems, or other missing system files.

Open an elevated Command Prompt:

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Select Yes at the User Account Control prompt.

Run DISM first:

DISM.exe /Online /Cleanup-Image /RestoreHealth

Wait for it to finish. Then run:

sfc /scannow

Restart Windows after both commands complete.

Success means DISM completes without an error and SFC reports either that no integrity violations were found or that damaged Windows files were repaired. If SFC reports files it could not repair, restart and run it once more. If the commands fail, copy the exact message and error code rather than repeatedly running them.

These commands do not guarantee restoration of an HP-only DLL. If the HP application still reports hpotscld.dll after a successful SFC scan, return to the HP package repair.

Windows repair recommendation

Running DISM and SFC by hand is useful, but repeated scans do not explain which Windows component changed or whether the real problem is an HP package. Fix 6: Match the package to Windows architecture and compatibility

A 32-bit HP component may be part of a 32-bit scanning application even when it runs on 64-bit Windows. Do not infer that copying a 32-bit DLL into System32 will fix the problem.

Check your Windows architecture:

  1. Open Settings.
  2. Select System.
  3. Select About.
  4. Read System type.

Install the package that HP offers for the exact Windows release and device. Do not substitute a DLL from another computer, another HP model, or another version of Windows.

If the installer was designed for an older Windows release:

  1. Right-click the HP installer.
  2. Select Properties.
  3. Open the Compatibility tab.
  4. Select Run this program in compatibility mode for.
  5. Choose an older Windows version only if the HP documentation or installer requires it.
  6. Select Apply.
  7. Run the installer as administrator.

Compatibility mode is not a substitute for an available current driver. If the installation still fails, use the Windows WIA scanning path or the last supported HP package.

Do not use regsvr32 as a general fix

regsvr32 registers certain self-registering COM DLLs. It is not a universal repair command for every DLL named in an error message.

There is no reliable basis for assuming that hpotscld.dll should be manually registered. Running a command such as:

regsvr32 hpotscld.dll

may produce an error about a missing entry point or registration failure. That does not prove the file itself is damaged. It usually means the file is not a self-registering COM component.

Do not copy the file into System32, rename another HP DLL, or overwrite an HP installation directory. The HP installer determines the correct location and installs companion files and configuration entries together.

Fix 7: Check the application and user profile

If the problem occurs only in one old HP application:

  1. Note the exact executable named in the error.
  2. Right-click the application shortcut.
  3. Select Properties.
  4. Open the Shortcut tab.
  5. Check the target path.
  6. Confirm that it points to the current HP installation.
  7. Use Open File Location if available.
  8. Repair or reinstall that HP application.

If the problem occurs only for one Windows user:

  1. Sign in with another Windows account.
  2. Launch the HP application.
  3. Test scanning.
  4. If it works, the original profile may have damaged permissions or per-user application data.
  5. Check the application’s settings and per-user folders before reinstalling Windows-wide components.

If the error appears in an unrelated game or program, uninstall and reinstall that program from its legitimate source. A game or general-purpose application is not normally expected to load an HP scanner driver. A stale shortcut, bundled software, or suspicious program may be making the request.

Fix 8: Use System Restore after a recent driver change

If the failure began immediately after removing software, installing a driver, or applying a system change, System Restore may help when a suitable restore point exists.

  1. Open Start.
  2. Search for Create a restore point.
  3. Open it.
  4. Select System Restore.
  5. Choose a restore point dated before the failure.
  6. Review the affected programs.
  7. Start the restore.

System Restore rolls back system files, settings, and installed programs, but it does not remove personal files. Afterward, reinstall the correct HP package if the printer or scanner is still missing.

If hpotscld.dll is still missing

Collect these details before trying another repair:

  • Exact error wording
  • Executable named in the dialog
  • HP printer or scanner model
  • Windows edition and system type
  • Whether the file exists and its full path
  • Whether Defender quarantined it
  • Whether printing works
  • Whether Windows detects the scanner
  • HP package name used during reinstall
  • Any installer or Device Manager error

A missing dependency can produce the same message even when hpotscld.dll is present. The executable path, installation log, and Device Manager status are more useful than repeatedly downloading replacement DLLs.

Prevention

  • Keep the HP model and official package name with your Windows setup notes.
  • Remove HP software through Windows before replacing an old device.
  • Reinstall the full HP package after a major Windows upgrade.
  • Keep Windows Security active and review Protection History before restoring quarantined files.
  • Do not mix DLLs from different HP models or architectures.
  • Prefer Windows’ built-in WIA scanning tools when the old HP application is no longer supported.
  • Create a restore point before removing an important printer or scanner package.

Is hpotscld.dll a Windows file?

Try the last supported HP package, Windows’ built-in WIA scanner path, Windows Fax and Scan, Paint, or a current HP application when compatible. If none detects the scanner, the practical solution may be replacing the obsolete software or hardware rather than restoring one legacy DLL.

Why does the error mention a game or unrelated program?

That program may have a stale shortcut, an incomplete bundled installation, or a suspicious component requesting the HP DLL. Check the executable path and reinstall the affected application from a trusted source.
