If Windows says it is missing, the safest solution is to repair or reinstall the HP printer, scanner, camera, or photo application that originally installed it.
What this file actually does
hpqutil.dll is associated with the internal component name HpqUtil Module. It was used by older HP Digital Imaging software, including HP Photo & Imaging Gallery and HP All-in-One software.
Older HP Photosmart cameras, Scanjet scanners, and PSC All-in-One products could install shared HP imaging components. Several HP applications may therefore depend on the same legacy file. Removing one HP product can occasionally affect another if both used a shared imaging framework.
There is no evidence that hpqutil.dll is part of Windows, Microsoft Visual C++, DirectX, or .NET. It should not normally be present in the standard Windows System32 or SysWOW64 folders.

A historical copy has been identified as a 32-bit file with a particular version and size, but those values are not universal specifications for every copy. Do not choose a replacement based only on a filename, reported file size, or architecture label from an unknown source.
Causes of the error by symptom

Common messages include:
- “This application failed to start because hpqutil.dll was not found.”
- “The file hpqutil.dll is missing or corrupted.”
- “A required component is missing: hpqutil.dll.”
- “Error loading hpqutil.dll. The specified module could not be found.”
- “The program can’t start because hpqutil.dll is missing from your computer.”
- “Failed to load hpqutil.dll.”
“Specified module could not be found” does not always mean that hpqutil.dll itself is absent. The file may exist while another library that it needs is missing.
Fix 1: Identify the HP application requesting the file
Before changing files, find out which executable is producing the message.
Check the error dialog
Read the application name in the title bar or in the first line of the message. It may identify an HP scanning utility, photo application, camera manager, printer assistant, or an old startup program.

Check installed applications
- Press Windows + I.
- Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Search for HP.
- Record the names of HP imaging, scanning, camera, printer assistant, or All-in-One applications.
- Check which entries were installed around the time the error started.
Do not immediately uninstall every HP entry. A newer HP printer or scanner may still need its own software.
Check startup entries
- Right-click the taskbar and select Task Manager.
- Select Startup apps.
- Look for HP entries.
- Right-click a suspicious entry and select Properties.
- Review the executable path and product name.
A stale startup entry may point to an HP program that is no longer installed. Disable it only after confirming that it belongs to the obsolete program, not to a device you still use.
Check Event Viewer
- Press Windows + R.
- Type
eventvwr.msc. - Press Enter.
- Expand Windows Logs.
- Select Application.
- Look for an error at the time the message appeared.
- Open the event and note the application name and faulting path.
If the path points to an old HP directory, you have a strong indication of which installation needs repair.
Fix 2: Repair the existing HP installation
Use this step when you still use the associated HP printer, scanner, camera, or imaging application.

- Press Windows + I.
- Select Apps.
- Open Installed apps or Apps & features.
- Select the relevant HP application.
- Open its menu or select Advanced options, if available.
- Choose Repair when Windows provides that option.
- Follow the prompts.
- Restart Windows.
- Open the HP application again.
Some older HP packages provide their own maintenance utility instead:
- Open Control Panel.
- Select Programs.
- Select Programs and Features.
- Select the HP software.
- Choose Change, Repair, or Modify.
- Complete the maintenance wizard.
- Restart the computer.
If the error disappears, test the function that previously failed, such as scanning, importing a photo, or opening the HP control panel. If the repair option is unavailable or fails, continue with a complete reinstall.
Fix 3: Reinstall the complete HP package
A standalone DLL is not the correct repair for this problem. The installer must restore the application, its dependencies, configuration, and any shared HP components together.
- Identify the exact HP product model from its label, previous paperwork, or the device itself.
- Open HP’s official Software and Drivers support portal in your browser.
- Search for the exact printer, scanner, camera, or All-in-One model.
- Select the installed Windows version.
- Select the correct system architecture when HP offers that choice.
- Download the complete software and driver package.
- If the old installation is visibly damaged, uninstall the relevant HP software first from Settings → Apps → Installed apps.
- Restart Windows.
- Run the HP installer.
- Follow the connection instructions for USB or network hardware.
- Restart Windows again.
- Test the original HP application.
HP may not provide the same software for every product and Windows version. An older product may have no current full package for Windows 11 or Windows 10. If the product page does not list your Windows version, do not substitute a random package from another model.
If HP offers only a basic driver, Windows may still support printing or scanning through its built-in features. The older HP photo or imaging application may not be compatible with the current operating system.
If the installer refuses to run
Try these steps:
- Right-click the downloaded HP installer.
- Select Properties.
- If an Unblock checkbox appears on the General tab, select it and choose Apply.
- Right-click the installer again.
- Select Run as administrator.
- If it still fails, right-click it and select Properties.
- Open the Compatibility tab.
- Use compatibility mode only when HP’s package is clearly intended for an older Windows release.
- Run the installer again.
Do not force an old package to install if it causes new device or security problems. A basic Windows driver or a newer compatible HP package is safer.
Fix 4: Check Windows Security quarantine
Antivirus software can remove a damaged, altered, or suspicious copy of a legacy DLL. Do not restore the file automatically merely because an HP program reports it as missing.

- Select Virus & threat protection.
- Select Protection history.
- Open the relevant detection.
- Review the file path, detection name, and action taken.
- Check whether the path belongs to the HP installation you expect.
- If the file is unexpected, leave it quarantined and run a full scan.
- If you cannot independently verify the file and its original HP location, reinstall the HP package instead of restoring it.
Only allow or restore a quarantined file when you have verified that it belongs to the expected HP installation and is safe. A file with the right name in an unusual directory may be counterfeit.
After reinstalling, update Windows Security and run a scan. If the same file is quarantined again, stop restoring it and investigate the installation or the security detection.

Fix 5: Update or reinstall the HP driver
A damaged driver package can leave the application and its supporting files out of sync.
Use Device Manager
- Right-click Start.
- Select Device Manager.
- Expand Printers, Print queues, Imaging devices, or Cameras.
- Right-click the affected HP device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
If Windows cannot find a suitable driver, return to the exact HP product support page and install the complete package there. Do not install a driver for a similar model merely because its name looks close.
Manually checking several model pages, Windows architectures, and old package revisions can be time-consuming. Remove a damaged device entry only when necessary
If the HP device is duplicated or its installation is badly corrupted:
- Open Device Manager.
- Right-click the affected HP device.
- Select Uninstall device.
- Confirm the removal.
- Restart Windows.
- Install the correct HP package again.
Do not remove unrelated display, chipset, storage, or network drivers while troubleshooting an HP application DLL.
Fix 6: Repair Windows components when other programs also fail
hpqutil.dll is normally a third-party HP application file. SFC and DISM are not expected to recreate it. Use them when several unrelated applications fail, Windows Update is malfunctioning, or Windows itself shows signs of component corruption.

- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish.
- Then run:
sfc /scannow
- Wait until the scan reaches 100 percent.
- Restart Windows.
- Retry the HP repair or reinstall.
DISM repairs the Windows component store. SFC checks protected Windows system files. Neither command is a direct replacement for a missing HP DLL.
Repeating SFC and DISM without knowing what changed can make troubleshooting slow and confusing. If DISM reports that it cannot find source files, install pending Windows updates, restart, and run the command again. Windows Update can supply repair content, but it does not replace the HP software package.
Fix 7: Use System Restore after a recent removal
System Restore can help when the error began immediately after uninstalling HP software, installing an update, or changing system files.

- Press Windows + R.
- Type
rstrui.exe. - Press Enter.
- Select Next.
- Choose a restore point created before the problem began.
- Select Scan for affected programs if available.
- Review the results.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore may remove applications, drivers, and settings installed after the selected restore point. It does not replace identifying and repairing the correct HP package, so use it when the timing strongly points to a recent system change.

If you no longer use the old HP software
If the affected printer, scanner, camera, or imaging application is obsolete, removing the old software is usually safer than restoring the DLL.
- Open Settings → Apps → Installed apps.
- Search for HP software related to the error.
- Confirm that you do not use the associated device or application.
- Select the HP entry and choose Uninstall.
- Restart Windows.
- Check Task Manager → Startup apps for a leftover HP startup entry.
- Disable or remove only the entry that belongs to the uninstalled software.
If more than one HP product was installed, do not remove shared imaging software blindly. Removing a common component may break another HP application that you still use.
Do not copy hpqutil.dll into Windows folders
Do not download hpqutil.dll from a random DLL repository or copy it into System32, SysWOW64, or an unrelated program directory.

That approach can introduce malware, use the wrong historical build, mismatch a 32-bit application with an unsuitable file, or leave the real dependency and configuration problem unresolved. A 32-bit HP application generally needs the 32-bit library intended for its own installation, even when it runs on 64-bit Windows.
The safe sources are:
- The exact HP product’s official software and driver package
- Windows Update for Windows components and supported device drivers
- The existing HP installer or recovery media, if its authenticity is known
Why regsvr32 usually does not help
regsvr32 registers DLLs that provide a registration entry point such as DllRegisterServer. It is mainly relevant to certain COM and ActiveX components.
An ordinary application library does not necessarily provide that entry point. Running a command such as:
regsvr32 hpqutil.dll
can produce another error without repairing the HP application. Use regsvr32 only when an official HP installation instruction specifically requires it for that exact component. Do not use it as a general missing-DLL remedy.

The old HP imaging software ecosystem included legacy ActiveX components with documented security problems. That historical context applies to specific old implementations and does not prove that every present-day hpqutil.dll error is malware.
Nevertheless, inspect the file path and digital signature if a copy exists. A file with this name outside the expected HP application directory deserves a security scan. If Defender detects it, reinstall the software from HP rather than replacing the file manually.

Older applications may also fail because they were designed for an earlier Windows release. If no compatible HP package exists, use Windows’ built-in printer or scanner support, access the device through a supported application, or retire the obsolete HP suite.

Is hpqutil.dll a Windows file?
No. It is identified as a legacy HP application DLL associated with HP Digital Imaging software. It is not documented as a normal Windows component.
