HTTP Live Streaming (HLS): How It Works and How to Set It Up

HLS delivers live and on-demand media through HTTP playlists and segments. Learn the setup sequence, authoring details, delivery choices, and low-latency requirements.

HTTP Live Streaming (HLS) delivers live or prerecorded audio and video over HTTP as media segments indexed by playlists. To set it up, prepare the media with an encoder, package it into segments and playlists, host those files on a web server or CDN, then validate playback in the clients your audience will use. HLS can adapt playback among alternate versions as network conditions change; low-latency operation requires additional support across packaging, playlists, delivery, and clients.

How HLS works

HLS separates media preparation from distribution and playback. The functions can be handled by separate tools or combined in an integrated solution.

  1. Prepare: An encoder converts a live input or prerecorded source into media in a format supported by the packager and intended clients.
  2. Package: A segmenter or integrated packager divides the media into files and creates playlists that describe the available media and its sequence.
  3. Distribute: A web server, caching system, or CDN serves the playlists and media files over HTTP.
  4. Play: Compatible client software reads a playlist, requests the referenced media segments, and presents them continuously.

Apple describes these broad roles as server-side preparation, distribution, and client software. Its overview characterizes HLS as designed for reliability and for dynamically adapting playback to the available speed of wired and wireless connections: Apple Developer: HTTP Live Streaming.

Playlists, segments, and adaptive playback

A media playlist indexes the segments available for playback. A multivariant playlist can point to alternate media playlists, such as versions prepared at different bitrates. A capable player can switch among them as network conditions change, balancing picture quality against the bandwidth currently available. A live playlist is updated as new media becomes available; a completed presentation can include EXT-X-ENDLIST to indicate that no more playlist updates are expected.

HLS works for both live broadcasts and video on demand. A live workflow publishes changing playlists as media is produced; on-demand media can use static playlist files. The distribution layer can be ordinary web hosting or a CDN: HLS does not require a custom server module just to serve the files. The receiver still needs to be an HTML page or application using a client that can play the selected media and playlist format.

How to set up HLS

First decide whether you are publishing a live camera or production feed, a prerecorded file, or another audio-video source. Live and on-demand workflows share playlists and segments, but differ in how media is prepared and whether playlists need ongoing updates.

  1. Choose an encoder and output format. Select an encoder that can produce media supported by your packager and target clients. Hardware encoding is one option for live production; software or an integrated production solution can also perform the preparation role. A dedicated hardware encoder is not mandatory.
  2. Package the output. Use a segmenter or integrated packager to create the media segments and playlists that reference them. Check that segments remain continuous across boundaries and that playlist duration metadata accurately describes the media.
  3. Publish the files over HTTP. Put the playlists and media files on a web server or CDN that clients can reach. Configure the server to return appropriate MIME types for the playlist and media formats. Apple’s authoring guidance calls for gzip content encoding for playlists.
  4. Test actual playback. Load the playlist with a compatible client and verify that it fetches and renders media continuously. Test the codecs, packaging, playlist behavior, and delivery on the specific browsers, apps, and devices that matter for your audience; support cannot be assumed for every player-device combination.

Authoring details that affect reliability

Segment duration and playlist accuracy

Apple’s authoring specification recommends nominal six-second segments for the authoring profile described there. This is an authoring recommendation, not a universal HLS requirement. The same guidance says segment duration must not exceed the playlist target duration by more than 0.5 seconds; audio and video playlists should use the same target duration and cover matching content duration; and each EXTINF duration should accurately represent its media. The page notes that it was superseded by RFC 8216, so treat its detailed values as that document’s guidance rather than a complete current implementation standard: Apple HLS Authoring Specification for Apple Devices.

Formats, continuity, and failover

HLS workflows can use formats including fragmented MP4 and MPEG-2 transport stream, with codec choices matched to packager and client support. Correct timestamps, continuous media across segment boundaries, accurate playlist metadata, and proper server behavior all matter; placing arbitrary video files on a server is not enough. Apple’s authoring guidance also recommends supporting failover, for example by listing duplicate streams in a multivariant playlist.

Encryption and authentication

HLS supports media encryption and authentication, but those terms do not describe one complete security design. A custom client for protected media must retrieve decryption keys, authenticate where required, and decrypt the media according to the deployed protection method. Define the access-control and key-management behavior for the specific system rather than assuming a playlist alone protects content.

What is Low-Latency HLS?

Low-Latency HLS adds mechanisms that let clients receive and request media before a full segment is complete. Apple documents partial segments, playlist delta updates, blocking playlist reload, preload hints, rendition reports, and delivery directives as parts of the approach. It is not simply a matter of shortening segment duration. The packager, playlist update behavior, server, HTTP cache delivery, and client must implement compatible rules. Apple’s documentation says clients can fall back to regular-latency playback when a server does not support part of the required configuration. Do not promise a particular glass-to-glass delay without knowing the encoder, player, network, and delivery setup.

Choose an HLS setup around the actual constraints

Decision What to consider
Live or on-demand Live publishing needs playlists that update as media arrives; on-demand presentations can use static playlists.
Hardware, software, or integrated encoding Dedicated hardware can fit live production workflows, while software or an integrated system can also prepare the media. Choose based on the source and production needs, not a presumed protocol requirement.
Codec and packaging Confirm that the packager’s output formats and codecs are supported by the target clients. Apple documents fragmented MP4 and MPEG-2 transport stream workflows and codec examples.
Latency target Conventional HLS and Low-Latency HLS have different packaging and delivery requirements. Validate the complete path before committing to a latency goal.
Hosting and distribution Compare web hosting, caching, and CDN arrangements against expected audience reach, reliability, and operating requirements.
Client support Test the real playlists, media formats, and playback behavior on the intended device and software matrix.

These criteria describe the trade-offs; they do not identify one universally best encoder, packager, CDN, or player. The protocol’s foundational specification is RFC 8216, published in August 2017 and describing HLS version 7. Apple’s HLS landing page also links to newer update materials and a more current Internet-Draft reference, so implementers should consult current Apple documentation and the relevant draft as well as the RFC: RFC 8216 and Apple HLS documentation.

Common setup problems and fixes

  • The playlist loads but playback fails: Confirm the client supports the selected codecs and packaging format, then check that playlist references resolve to reachable media files.
  • Playback stalls at segment boundaries: Inspect timestamps and media continuity across segments, and verify that playlist durations accurately describe the media.
  • Segments fail to load from the server: Check HTTP reachability, MIME type signaling, and any caching or CDN behavior that may interfere with playlist or media delivery.
  • Audio and video drift or end at different points: Verify that their playlists use the same target duration and cover matching content duration, following Apple’s authoring guidance.
  • Low-latency playback behaves like regular HLS or fails: Check support across the packager, playlist updates, server, cache delivery, and client. A client may fall back to regular-latency playback when required server support is absent.
  • A stream has no resilience to a failed rendition: Consider the failover approach in Apple’s authoring guidance, such as duplicate streams in a multivariant playlist.
