icfgnt.dll is a legacy Microsoft Internet Connection Wizard library, not a normal Windows 10 or Windows 11 component. If Windows says icfgnt.dll is missing, was not found, or could not be loaded, repair the old Windows or application environment that requested it instead of downloading a replacement DLL.
The name is associated with Internet Explorer 5.x and Windows 2000-era components. It can appear during old Windows setup, Internet Explorer startup, dial-up or network configuration, an older installer, a virtual machine, or a Wine compatibility environment.
Identify the file before repairing it

Historical Internet Explorer file listings identify Icfgnt.dll as part of the Internet Connection Wizard cabinet and associate it with a specific Internet Explorer release. Windows 2000 build documentation describes the component as Windows NT signup wizard support. Do not treat that historical version as a universal replacement.
First, copy the exact filename from the error dialog. icfgnt.dll and icfgnt5.dll are different files. So are inetcfg.dll, icwconn.dll, and icwdial.dll.

What the error actually means
You may see wording such as:
Windows cannot load the Internet Configuration library (ICFGNT.DLL). The specified module could not be found.
Or:
Windows cannot load the Internet Configuration Library (ICFGNT.DLL). Error 193 occurred.
“Specified module could not be found” does not always mean that icfgnt.dll itself is absent. Windows may be unable to load a dependency, may be loading a damaged file, or may be trying to load a 32-bit library in an incompatible environment.
Error 193 commonly points to an invalid executable format, a corrupted binary, an architecture mismatch, or a DLL copied from the wrong Windows or Internet Explorer release.

The repair depends on where the message appears:
- During Windows 2000 or XP setup: suspect incomplete, damaged, modified, or mismatched installation media.
- When Internet Explorer or network configuration starts: suspect damaged legacy Windows or Internet Explorer files.
- When an old program starts on Windows 10 or 11: the program may expect a component that the modern host no longer provides.
- Inside Wine or a virtual machine: repair that prefix or guest operating system, not the host Windows system folders.
- After antivirus activity: check whether the file was quarantined, but do not restore an unverified copy.
Fix 1: Repair the program or legacy environment that requested it
This is the safest first step when the error appears while launching an old program.
If the program has its own installer
- Open Settings.
- Select Apps.
- Select Installed apps.
- Find the old application.
- Select the three-dot menu beside it.
- Choose Uninstall, or choose Modify or Repair if the installer provides that option.
- Restart Windows.
- Reinstall the program using its original, official installer.
If the application is too old to install normally, right-click its installer, select Properties, open Compatibility, and test the compatibility settings offered by Windows. Do not add icfgnt.dll to C:WindowsSystem32 as a substitute for reinstalling the application.
If the program runs in a virtual machine, mount the matching Windows installation media in that virtual machine and repair the guest system. If it runs under Wine, create or repair the Wine prefix used by that application. Copying the DLL into the host operating system will not repair either environment.
Check the application’s architecture
A 32-bit legacy program generally needs the 32-bit version of the components it was built to use. A 64-bit Windows installation does not make every old 32-bit component compatible, and a 32-bit DLL cannot be made correct by renaming it or placing it in a 64-bit system directory.
Do not mix files from Windows 9x, Windows 2000, Windows XP, Internet Explorer 5.5, and later Internet Explorer releases. Restore the complete matching component instead.
Fix 2: Repair Windows system files on Windows 10 or 11
Use this step when the message appears in a Windows installation that still has a supported Windows servicing stack, or when other Windows components are also failing.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish.
- Run:
sfc /scannow
- Restart the computer.
- Repeat the action that produced the error.
Microsoft’s recommended order is DISM first, followed by System File Checker. If SFC reports that it repaired files, restart and test again. If it reports that it could not repair some files, review the result and continue with an application repair or a Windows repair path rather than downloading an isolated DLL.

These commands are not a guaranteed way to restore an Internet Connection Wizard file. icfgnt.dll belongs to a historical component, and Windows 10 or 11 may be reporting the error because an obsolete application is requesting it.
When manually comparing Windows components means repeatedly hunting through versions and rerunning SFC or DISM without knowing what changed, Outbyte PC Repair can scan for system problems and show what needs attention; its repair functions require the full version, and it is not a substitute for reinstalling the old application that owns the request.
Fix 3: Repair the original Windows 2000 or XP installation
If the error occurs during Windows XP setup, repair, first-run configuration, or Internet Explorer startup, use the original installation source that matches the installed release.
A genuine installation disc may contain compressed files in cabinet archives. Microsoft documents the general extraction syntax as:
expand <source> <destination>
The source cabinet and destination must match the Windows and Internet Explorer release. The exact path is not universal, so do not assume that the file belongs in C:WindowsSystem32.
For a damaged installation:
- Back up important files if Windows still starts.
- Use the matching Windows installation disc or other genuine installation source.
- Boot from that source if you are performing recovery.
- Choose the repair option rather than immediately formatting the disk.
- Allow setup to replace the complete damaged component.
- Restart and test Internet Explorer or the original setup phase again.
If setup cannot copy several unrelated files, the problem is probably broader than icfgnt.dll. Suspect damaged optical media, a failing optical drive, disk errors, filesystem corruption, or an incomplete installation source. Replacing one DLL will not correct that pattern.
Do not apply modern DISM syntax automatically to Windows 2000 or XP. Those systems require their own installation media, Recovery Console procedures, or a repair installation.
Fix 4: Check antivirus quarantine safely
A security product may have quarantined a legacy file, especially if the installation is old or incomplete.
- Open your antivirus application.
- Open Quarantine, Protection history, or Detected items.
- Search for
icfgnt.dll. - Check the detected file’s original location and detection details.
- Restore it only if the security product identifies it as a verified Microsoft file and the surrounding installation is known to be clean.
- Run a full malware scan.
- Restart and test the affected program.
Do not restore a modified or unsigned file simply because its filename matches. If the file was altered, repair the complete Windows or Internet Explorer installation from genuine matching media.

Current updates, modern Edge, and Visual C++ redistributables are not replacements for the historical Internet Connection Wizard. Installing them will not normally supply icfgnt.dll.
Drivers are also not the usual cause of this specific library error. Check them only if the old application depends on a network adapter, modem, storage controller, or other device that is separately failing.
To inspect devices:
- Right-click Start.
- Select Device Manager.
- Expand Network adapters, Modems, and any category showing a warning icon.
- Right-click the affected device.
- Select Update driver.
- Choose Search automatically for drivers, or install the driver from the hardware manufacturer’s official support page.
- Restart Windows.

If Device Manager shows no warning and the only failure mentions icfgnt.dll, stop treating it as a driver problem.

Fix 6: Test a new user profile
A historical Internet Connection Wizard troubleshooting case connected an Internet Explorer failure with per-user wizard state, including a Completed value under the Internet Connection Wizard registry area. That is an old, environment-specific finding, not a universal repair.
A safer test is to create a temporary local account:
- Open Settings.
- Select Accounts.
- Select Other users.
- Select Add account.
- Create a temporary local account.
- Sign in to that account.
- Repeat the action that caused the error.
If the error disappears in the test account, the original profile may be damaged. Back up the registry before making any manual registry change, and prefer repairing or recreating the affected profile over deleting values blindly.
What not to do
Do not download the DLL from a random DLL website
Third-party DLL downloads can contain malware, the wrong historical version, or the wrong architecture. Even a clean file may fail because its dependencies, registry state, or surrounding Internet Explorer component are also damaged.

Do not copy it into System32 or SysWOW64
The correct location varied by Windows and Internet Explorer release. Copying a file into System32, SysWOW64, or an application directory can create version conflicts and still leave dependencies missing. Modern 64-bit folder advice should not be applied automatically to Windows 2000 or XP.
Do not use regsvr32 as a generic DLL repair
regsvr32 is intended for self-registering OLE and ActiveX components. A normal wizard or runtime library may not export DllRegisterServer.
Running:
regsvr32 icfgnt.dll
is therefore generally not an appropriate fix. If it reports that the entry point is missing, that confirms the DLL is not a self-registering component. Repair the complete installation instead.

icfgnt.dll is not identified as a Visual C++ runtime, DirectX library, .NET component, or hardware driver. Install another runtime only when the owning application’s official documentation specifically requires it.
If the error remains
At this point, identify the environment before changing anything else:
- Confirm the exact filename in the dialog.
- Record whether the error appears during setup, startup, network configuration, or an old application launch.
- Determine whether the machine is Windows 2000/XP, Windows 10/11, a virtual machine, or Wine.
- Check whether several other files fail to copy or load.
- Remove any manually copied replacement DLL.
- Back up personal data.
- Use a repair installation when the legacy Windows installation is damaged.
- Perform a clean reinstall only after confirming that the installation source and hardware are reliable.
The correct fix for icfgnt.dll is usually restoration of the matching legacy Internet Connection Wizard or repair of the old program that expects it. It is not a random file download, a registry command, or a modern runtime installation.
