icmfilter.dll Won’t Load: Restore the Original App Safely

icmfilter.dll is a real legacy Microsoft Internet Explorer component, not a modern Visual C++, DirectX, or .NET runtime file. It is also associated with some older image-filter plugins, so the correct repair depends on which program is requesting it.

Do not begin by downloading icmfilter.dll from a DLL index and copying it into System32. That can introduce malware, the wrong file version, or the wrong architecture while leaving the original application damaged.

The safest order is:

  1. Identify the program that reports the error.
  2. Repair or reinstall that program from its original installer.
  3. Check antivirus quarantine.
  4. Use regsvr32 only for the documented old Internet Explorer installation case.
  5. Run DISM and SFC if Windows files or the component store may be damaged.
  6. Check application architecture and remaining legacy dependencies.

Fix 1: Identify the program requesting icmfilter.dll

Time needed: 5 to 15 minutes

The error message may appear when Windows starts, when an old program opens, or during installation. The timing usually identifies the owner.

Look for clues in:

  • The title bar of the error dialog
  • The executable named in the message
  • The folder shown in the error
  • A recently installed or reinstalled application
  • An old Photoshop filter or image-processing plugin
  • An Internet Explorer installation on an old Windows system
  • Antivirus history showing that the file was quarantined

Common messages include:

icmfilter.dll was not found
The code execution cannot proceed because icmfilter.dll was not found
The program can't start because icmfilter.dll is missing from your computer
Error loading icmfilter.dll

The most specific historical error was reported during Internet Explorer 5.x setup on Windows NT 4.0:

An error occurred calling DllRegisterServer in C:WinntSystem32Icmfilter.dll (HResult 800700002)

Another version stated:

An error has occur while setting up C:WinntSystem32Icmfilter.dll this error has been logged, the installation will continue

Those messages do not describe a normal Windows 10 or Windows 11 repair scenario. They belong to an old Internet Explorer installation environment.

Check the application folder

If the message names an application, right-click its shortcut and select Properties. On the Shortcut tab, note the path in Target. Open that folder and search for icmfilter.dll.

If the file is inside a plugin folder rather than a Windows folder, the plugin is the likely owner. Do not move that copy into System32.

You can also use Task Manager:

  1. Start the program that produces the error.
  2. Press Ctrl + Shift + Esc.
  3. Select Details.
  4. Right-click the likely process.
  5. Select Open file location.

If the error appears before the program opens, check Task Manager > Startup apps and temporarily disable the old application’s startup entry. Restart and see whether the message disappears. This does not repair the file, but it helps identify which program launches it.

Fix 2: Repair or reinstall the owning program

Time needed: 10 to 30 minutes

For a third-party application or image-filter plugin, reinstalling the original package is the definitive repair. A missing DLL usually means the application installation is incomplete, a file was removed, or the program was restored from an incomplete backup.

Repair the application

  1. Press Windows + I to open Settings.
  2. Select Apps.
  3. Select Installed apps on Windows 11, or Apps & features on Windows 10.
  4. Find the application that produces the error.
  5. Select the three-dot menu on Windows 11, or the application entry on Windows 10.
  6. Choose Advanced options if available.
  7. Select Repair.
  8. Start the application again.

Not every older program provides a Repair button. If it does not, use the program’s original installer or Control Panel:

  1. Press Windows + R.
  2. Type appwiz.cpl.
  3. Press Enter.
  4. Select the application.
  5. Choose Repair or Change, if offered.
  6. Follow the installer prompts.

If repair does not work, uninstall and reinstall the application:

  1. Save the application’s settings or projects if necessary.
  2. Uninstall it from Settings > Apps or Programs and Features.
  3. Restart Windows.
  4. Reinstall it from the original vendor installer or installation media.
  5. Start the program before restoring custom plugins.

For an old Photoshop filter or similar image plugin, reinstall the plugin into the host application’s supported plugin directory. The filename has been associated in software inventories with Harry’s Filters, but that association should not be treated as proof that every copy of the file comes from that developer. Use the plugin’s own installer rather than copying a DLL into a Windows directory.

Run the installer with the correct permissions

For an old installer:

  1. Right-click the installer.
  2. Select Properties.
  3. Open the Compatibility tab.
  4. Select Run this program as an administrator.
  5. If necessary, test the compatibility mode intended for the original application.
  6. Select Apply, then OK.
  7. Run the installer again.

Compatibility mode may help an obsolete installer complete, but it does not make an old plugin compatible with every current host application. If the program is 32-bit, it may require a 32-bit plugin and 32-bit dependencies even on 64-bit Windows.

How to tell whether this worked

The repair succeeded if:

  • The application opens without the missing-file message.
  • The plugin appears in the host application.
  • The original installer completes without an icmfilter.dll error.
  • The file is present in the application’s own installation directory.
  • Windows no longer displays the message at startup.

If the error returns immediately after reinstalling, continue with the quarantine and architecture checks below. Do not keep replacing the file manually.

Fix 3: Check antivirus quarantine and protection history

Time needed: 5 to 15 minutes

Security software may have removed a legacy DLL, especially when the file is old, unsigned, or bundled with an obsolete plugin. There is no authoritative evidence of a specific icmfilter.dll false-positive campaign, so treat any quarantine entry as a clue, not proof that the file is safe.

Windows Security steps

  1. Open Start.
  2. Type Windows Security.
  3. Open the app.
  4. Select Virus & threat protection.
  5. Select Protection history.
  6. Look for an event involving icmfilter.dll.
  7. Expand the event and check its original path.
  8. Note the application or plugin directory associated with it.

Restore the file only when all of these are true:

  • The path belongs to the application you intentionally installed.
  • The file came from the application’s original installer.
  • The installer and application are trustworthy.
  • You can reinstall the application if the file is removed again.

If the file was found in a temporary folder, an unfamiliar download directory, or a location unrelated to the program, do not restore it. Remove the application and run a full security scan instead.

After restoring a legitimate file, reinstall or repair the owning application. A restored file may still be incomplete or accompanied by missing dependencies.

Do not disable antivirus protection merely to download a replacement DLL. A security warning is not a reason to obtain the same file from an unverified source.

Fix 4: Use regsvr32 only for the old Internet Explorer case

Time needed: 5 to 15 minutes

regsvr32 applies only when the DLL is a COM self-registering component and the original application expects registration. The historical Internet Explorer 5 and Windows NT 4.0 case specifically used:

regsvr32 icmfilter.dll

A .dll extension alone does not prove that registration is appropriate. Do not register every DLL that produces an error.

Use this procedure only when:

  • The error occurs during an old Internet Explorer installation.
  • The file already exists in the expected legacy Windows directory.
  • The original installer or documentation specifically expects registration.
  • You are working in the matching operating system and application environment.

Open Command Prompt as administrator:

  1. Open Start.
  2. Type cmd.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Enter:
cd /d %SystemRoot%System32
regsvr32 icmfilter.dll

A successful registration reports:

DllRegisterServer in icmfilter.dll succeeded.

Restart the old installer after registration.

Understand architecture errors

Modern 64-bit Windows includes separate registration tools for 64-bit and 32-bit components. A 32-bit host application requires the matching 32-bit DLL and registration context. Using the wrong regsvr32 can produce an architecture mismatch or missing-entry-point error even when the file exists.

Do not copy the file to both System32 and SysWOW64 as a guess. The names are counterintuitive: on 64-bit Windows, System32 is generally the 64-bit system directory, while SysWOW64 contains 32-bit system components. The correct location must come from the original package and the application that owns the file.

If regsvr32 reports that the entry point is missing, the DLL may not be self-registering. If it reports that a dependency is missing, reinstall the owning application rather than downloading the named dependency separately.

Do not apply the old Internet Explorer registration procedure blindly to Windows 10 or Windows 11. Internet Explorer is retired on current Windows versions, and modern legacy web compatibility is handled through Microsoft Edge with IE mode where applicable. Fix 5: Repair Windows components with DISM and SFC

Time needed: 15 to 45 minutes

Use Windows repair commands when:

  • The file is located in a genuine Windows system directory.
  • Several Windows components are failing.
  • The problem began after an interrupted update or system restore.
  • SFC previously reported damaged files.
  • Reinstalling the owning application did not resolve a system-wide error.

These commands are not a substitute for reinstalling a third-party plugin. They repair Windows, not an improperly packaged application.

Run DISM first

  1. Open Start.
  2. Type cmd.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for the operation to finish.
  2. Restart Windows.

DISM repairs the Windows component store. Microsoft recommends running it before SFC.

Run SFC

Open an elevated Command Prompt again and run:

sfc /scannow

Wait until verification reaches 100 percent. Then restart Windows and test the program again.

Possible results include:

  • Windows Resource Protection did not find any integrity violations: Windows protected files were not detected as damaged.
  • Windows Resource Protection found corrupt files and successfully repaired them: restart and test again.
  • Windows Resource Protection found corrupt files but was unable to fix some of them: run DISM again, restart, and repeat SFC. If it still fails, review the CBS log and consider an in-place Windows repair.

If Windows Update cannot provide repair files, Microsoft documents using a matching installation source:

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess

Replace the example path with a known-good source that matches the installed Windows edition and build. Microsoft’s System File Checker guidance

Running SFC and DISM repeatedly will not restore a DLL that belongs to an old plugin. If the error names one application and Windows otherwise works normally, return to Fix 2.

Fix 6: Check application bitness and related drivers

Time needed: 10 to 30 minutes

A 32-bit application can fail when given an incompatible 64-bit component, and the reverse can also occur. This is particularly relevant for old image editors and plugins.

To check the application process:

  1. Start the application if possible.
  2. Press Ctrl + Shift + Esc.
  3. Select Details.
  4. Right-click the column headings.
  5. Select Select columns.
  6. Enable Platform if available.
  7. Check whether the process is 32-bit or 64-bit.

If Windows labels the process with “32-bit,” use a plugin package designed for that host. Do not assume a DLL copied from another Windows computer will match.

Device Manager is not the normal repair tool for icmfilter.dll, because this is not established as a current driver component. Check it only if the same failure began with a graphics or imaging device installation:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand Display adapters, Imaging devices, and Sound, video and game controllers.
  4. Right-click the relevant device.
  5. Select Properties.
  6. Open the Driver tab.
  7. Check the provider, date, and status.
  8. Use Update driver or obtain the driver from the computer or device manufacturer.

Do not remove a working driver just because an old application reports icmfilter.dll. A driver update may help a related imaging problem, but it does not replace the owning application’s DLL.

The most likely causes are:

The historical Internet Explorer case also mentioned disabled NTFS 8.3 filename generation. The relevant registry value was:

HKEY_LOCAL_MACHINESYSTEMCurrentControlSetControlFileSystem

The old guidance expected a value of 0 for that installation scenario. Do not change this setting casually on Windows 10 or Windows 11. It is legacy troubleshooting for the old installer environment, not a general missing-DLL repair.

Why downloading icmfilter.dll is unsafe

Random DLL download sites cannot reliably tell you:

  • Which original program installed the file
  • Whether the file matches your application
  • Whether it is 32-bit or 64-bit
  • Whether it has the required dependencies
  • Whether it has been modified
  • Whether its digital-signature context is trustworthy

Copying a replacement into System32 or SysWOW64 can also overwrite a legitimate file, create a registration conflict, or make future repairs harder. It may silence one message while leaving the application broken.

Use the original application installer, original plugin package, trusted installation media, or Windows repair sources instead. A file from another Windows installation is not automatically safe or compatible.

If the error persists

If reinstalling the application does not help:

  1. Write down the complete error message.
  2. Identify the executable that launches it.
  3. Check the folder where that executable is installed.
  4. Search that folder and its plugin directories for icmfilter.dll.
  5. Check whether the host program is 32-bit or 64-bit.
  6. Review antivirus quarantine and protection history.
  7. Install pending Windows updates and restart.
  8. Run DISM followed by SFC if Windows itself appears damaged.
  9. Check the application’s remaining legacy dependencies.
  10. Contact the application vendor if the original installer still produces the error.

System Restore is reasonable only when the failure began immediately after a clearly identified system change and a suitable restore point exists. Open Start, type Recovery, select Recovery, then select Open System Restore. Choose a restore point from before the change and review the affected programs before confirming. A clean Windows installation should be considered only after identifying that the operating system itself is broadly damaged and all normal repair options have failed. It is not an appropriate first response to one old application requesting icmfilter.dll.

FAQ

Is icmfilter.dll a Windows file?

Historically, yes. Microsoft documented ICMFilter as an Internet Explorer visual-filter component. The file is also associated with at least some old third-party image-filter software, so the copy on a particular computer may belong to an application rather than the operating system.

Is icmfilter.dll part of Visual C++, DirectX, or .NET?

There is no credible evidence that it is part of those current runtime families. Do not install a Visual C++ or DirectX package expecting it to restore this file.

Should I register icmfilter.dll?

Only in the narrow, documented old Internet Explorer installation scenario when the file exists and the matching installer expects registration. Do not use regsvr32 as a general fix for every missing DLL message.

Should I copy it to System32?

No. First identify the owning program. A plugin copy normally belongs in the plugin’s own directory, while a historical Windows component must come from the matching Windows or Internet Explorer installation source.

Does this error mean I have malware?

Not by itself. The filename has a legitimate historical association, but an unexpected copy in a temporary or unknown directory should be investigated. Check the executable, file path, installer source, and antivirus history.

Why does a current Windows 11 computer mention an Internet Explorer file?

An old application, plugin, installer, backup, or compatibility component may still be requesting it. The presence of the message does not mean current Windows needs Internet Explorer reinstalled.

What if SFC says it cannot repair the file?

Run DISM first, restart, and run SFC again. If the file belongs to an old third-party application, SFC is not the correct repair; reinstall that application instead.

What is the safest fix?
