icuin51.dll Missing: Trace the App and Repair Its ICU Runtime

By VGSources Team 10 min read

The errors you may see

Windows or the application may display one of these messages:

  • “The program can’t start because icuin51.dll is missing from your computer.”
  • “Unable to locate ICU library icuin51.dll.”
  • “program.exe – Bad Image”
  • “…icuin51.dll is either not designed to run on Windows or it contains an error.”
  • “Error status 0xc0000020.”
  • A service error such as “Error 1067: The process terminated unexpectedly” or “Could not open the ICU common library.”

The wording does not identify which program originally installed the file. It only means that the program cannot load the ICU library it expects.

The 60-second answer

icuin51.dll is an ICU4C internationalization library, not normally a standalone Windows system file. Older Qt-based Windows applications commonly deploy it beside their executable, often with these companion files:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • icudt51.dll — ICU data
  • icuin51.dll — ICU internationalization
  • icuuc51.dll — ICU common library

The safest fix is to identify the application named in the error, then use its official launcher repair or verification feature. If that is unavailable, uninstall and reinstall the application from its official installer. Do not download icuin51.dll from a random DLL website, copy it into System32, or run regsvr32 on it.

What is icuin51.dll?

ICU4C is the C and C++ implementation of International Components for Unicode. Applications use it for Unicode and internationalization work, including locale-sensitive formatting, collation, character conversion, and text processing. ICU’s Windows packaging documentation identifies icuinXY.dll as the internationalization library, with the suffix indicating the ICU release family.

The 51 suffix belongs to the ICU 5.1 ABI family. ICU 51.1 and 51.2 are releases in that line. A newer ICU library is not automatically a compatible replacement for a program linked specifically to icuin51.dll.

Is icuin51.dll part of Windows?

Not generally under that versioned filename. Windows 10 version 1703 and later include system ICU libraries named icuuc.dll and icuin.dll. Windows 10 version 1903 added the combined icu.dll. Those system files do not replace an older third-party application’s dependency on icuin51.dll.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The file’s exact size, metadata, compiler, and architecture depend on the package that supplied it. The filename alone does not prove whether a copy is 32-bit or 64-bit.

Which program installed it?

No single product owns icuin51.dll. The strongest public evidence points to older Qt 5 Windows applications, because Qt deployment documentation lists the ICU trio when an application uses ICU. Other vendors can bundle ICU independently. SAP documentation also records Windows components failing when versioned ICU files are absent.

Look for the parent program in the error dialog, shortcut, service name, or event log.

Identify it from the error dialog

  1. Read the executable name shown before the error, such as program.exe.
  2. Note any full path displayed in the message.
  3. Right-click the application shortcut and select Properties.
  4. On the Shortcut tab, inspect Target.
  5. Open that folder and check whether icudt51.dll, icuin51.dll, and icuuc51.dll are present.

If the error appears before the application window opens, the executable named in the dialog is usually the best starting point.

Identify it from a service

  1. Press Windows key, type Services, and open Services.
  2. Find the service that fails to start.
  3. Double-click it and record its Service name and Path to executable.
  4. Use that vendor’s documentation or installer to repair the service.
  5. Do not add random folders to the system PATH unless the vendor specifically requires it.

For more detail, open Event Viewer by pressing Windows key, typing Event Viewer, and selecting Windows Logs → Application. Look for an error at the time of the failure and record the application name and faulting path.

Fix 1: Repair or reinstall the parent application

This is the most likely solution because the missing file is normally an application-private dependency.

Use the application’s repair feature

  1. Close the affected program.
  2. Open Settings with Windows key + I.
  3. Select Apps → Installed apps.
  4. Find the affected application.
  5. Select the three-dot menu and choose Advanced options, if available.
  6. Select Repair and wait for Windows to finish.
  7. Start the application again.

Some desktop programs instead provide Repair in Control Panel → Programs → Programs and Features. Select the program, choose Change, and follow the vendor’s repair wizard.

Reinstall from the official source

If repair is unavailable or fails:

  1. Back up application data if the vendor’s instructions require it.
  2. Uninstall the named program from Settings → Apps → Installed apps.
  3. Restart Windows.
  4. Download or run the installer from the application vendor, organization, or official launcher.
  5. Install the same application version or the vendor’s current supported version.
  6. Start the program and confirm that the error is gone.

Do not preserve random DLL files in the old installation folder. An update or rollback can leave mixed ICU versions behind, and a clean installation is safer than replacing one file at a time.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Verify a Steam game

For a Steam game:

  1. Open Steam and select Library.
  2. Right-click the game and choose Properties.
  3. Select Installed Files.
  4. Choose Verify integrity of game files.
  5. Wait for verification to finish, then start the game again.

The launcher should restore the complete package, including companion ICU files and other dependencies.

Fix 2: Restore the complete Qt or vendor runtime

If the application is built with Qt, restoring only icuin51.dll may not be enough. The executable may also require:

  • icudt51.dll
  • icuuc51.dll
  • The matching Qt runtime DLLs
  • Qt plugin folders required by the application

For a normal Qt deployment, these files belong in the application’s deployment directory, beside the application executable, unless the vendor documents a different layout. The application does not usually need Qt or ICU installed globally.

Manual copying is appropriate for a developer or vendor deploying files from the exact official application or Qt build. Copy the complete compatible set from that package, not a DLL obtained separately. Never mix files from different Qt builds, ICU releases, or application architectures.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 3: Check 32-bit and 64-bit compatibility

A 32-bit executable needs compatible 32-bit ICU libraries. A 64-bit executable needs compatible 64-bit libraries. The 51 in the filename identifies the ICU ABI family, not the processor architecture.

A wrong-architecture or corrupt file can produce a “Bad Image” message instead of a simple missing-file message.

To check the application:

  1. Open Task Manager with Ctrl + Shift + Esc.
  2. Select Details.
  3. Start the application if it remains open long enough to appear.
  4. Look for the executable. On many 64-bit Windows installations, a 32-bit process is marked with a suffix such as (32 bit).
  5. If the program will not stay open, check the vendor’s system requirements or the executable’s installation package.

Do not attempt to solve this by copying a 32-bit DLL into a 64-bit installation folder, or the reverse. Reinstall the matching application package instead.

Fix 4: Check Windows Security quarantine

Antivirus software may have removed or quarantined a legitimate application file.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Windows Security from the Start menu.
  2. Select Virus & threat protection.
  3. Choose Protection history.
  4. Review entries around the time the application stopped working.
  5. Select the relevant entry and inspect its file path and detection.
  6. Restore or allow the file only if the application and installer came from a legitimate official source and you understand why it was flagged.
  7. If the file is suspicious, do not restore it. Remove the application and reinstall it from the official source after checking the system for malware.

If reinstalling appears to fix the problem until the next reboot, check Protection history again. Repeated quarantine can explain why the file disappears after installation.

Fix 5: Install Visual C++ only for matching runtime errors

Visual C++ Redistributable does not supply icuin51.dll. ICU is a separate runtime library.

Install or repair the Microsoft Visual C++ Redistributable only when the same application also reports errors involving names such as VCRUNTIME or MSVCP. Use Microsoft’s latest supported Visual C++ Redistributable downloads, and choose the package appropriate for the application.

A successful Visual C++ installation will not recreate a missing application-private ICU trio.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 6: Do not use regsvr32 for this file

Do not run:

regsvr32 icuin51.dll

regsvr32 is intended for DLLs that support COM self-registration, typically through a function such as DllRegisterServer. ICU runtime libraries are ordinary linked libraries, not normally COM servers.

Registration cannot restore icudt51.dll or icuuc51.dll, repair a damaged application installation, or correct a 32-bit/64-bit mismatch. It can also produce another confusing error if the wrong regsvr32 executable is used.

Fix 7: Repair Windows components only when Windows itself is damaged

SFC and DISM do not normally recreate an application-private copy of icuin51.dll. Use them when several Windows components are failing, Windows Update is damaged, or unrelated system files show corruption.

  1. Open Start and type Command Prompt.
  2. Right-click Command Prompt and select Run as administrator.
  3. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for it to complete.
  2. Then run:
sfc /scannow
  1. Restart Windows.
  2. Test the application again.

Microsoft describes DISM as repairing the Windows component store and SFC as checking protected system files. If both commands complete successfully but the application still reports icuin51.dll, return to repairing the parent application.

Repeating SFC and DISM without knowing what changed can waste time while the application files remain damaged. Outbyte PC Repair can scan for the specific problems behind repeated manual checking; its free scan shows what it finds, while repair is performed by the full version. Reinstalling the affected application remains the definitive fix when the missing file belongs to that application.

Fix 8: Consider drivers only when other programs also fail

A graphics or device driver does not normally provide icuin51.dll. Driver work is relevant when several applications fail after a hardware, Windows, or driver change, or when Event Viewer shows broader device-related faults.

To reinstall a driver:

  1. Right-click Start and select Device Manager.
  2. Expand the relevant category, such as Display adapters.
  3. Right-click the device and choose Uninstall device.
  4. If offered, select the option to remove the driver package only when you have a replacement from the hardware manufacturer.
  5. Restart Windows.
  6. Install the correct driver from the computer or device manufacturer.
  7. Restart again and test the affected application.

Outbyte Driver Updater can scan for stale drivers instead of making you hunt through many hardware versions; the free scan identifies findings, while installation is handled by the full version. It is not a substitute for reinstalling the application that owns icuin51.dll.

Fix 9: Use System Restore after a recent change

System Restore is reasonable when the error began immediately after an installer, cleanup utility, driver change, or Windows configuration change and a suitable restore point exists.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Press Windows key, type Create a restore point, and open it.
  2. Select System Restore.
  3. Choose Next.
  4. Select a restore point from before the failure.
  5. Select Scan for affected programs if available.
  6. Confirm the restore point and select Finish.
  7. Let Windows restart and test the application.

System Restore can revert system files, settings, installed programs, and drivers. It does not normally affect personal files, but review the affected-program list before proceeding.

Avoid unsafe standalone DLL downloads

Random DLL download sites can provide malware, the wrong ICU release, the wrong architecture, or a file that does not match the application’s other dependencies. Even if a replacement loads, the application can still fail because icudt51.dll, icuuc51.dll, or another Qt component is missing.

Use these sources instead:

  • The application’s official installer or launcher
  • The software vendor’s support or download page
  • The organization’s approved software repository
  • The official Qt or ICU package used by the developer or vendor

Do not copy an application DLL into C:WindowsSystem32 or C:WindowsSysWOW64. Windows searches the application directory early, and private copies help keep unrelated programs from sharing incompatible versions.

If the error keeps returning

If reinstalling works only until the next reboot, investigate in this order:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Check Windows Security Protection history for quarantine.
  2. Confirm the application directory is writable and not controlled by a cleanup tool.
  3. Check available disk space and storage health.
  4. Look for an updater or rollback process replacing the installation.
  5. Remove the damaged installation according to the vendor’s instructions.
  6. Reinstall cleanly from the official source.
  7. Check Event Viewer for the exact executable and path.

If one program fails, Windows-wide repair is unlikely to be the primary solution. If several unrelated programs develop DLL errors, investigate security software, storage problems, recent cleanup utilities, and Windows integrity.

FAQ

Do I need to install ICU or Qt globally?

Usually not. A typical application bundles the ICU and Qt files it needs in its own directory. Install global components only when the vendor explicitly instructs you to do so.

Why are all three ICU files often missing?

They are a related runtime set. An application linked to ICU commonly needs the data, common, and internationalization libraries together. Replacing only icuin51.dll may expose the next missing dependency or create a mixed-version installation.

Will Visual C++ Redistributable fix icuin51.dll?

No. It may fix a separate VCRUNTIME or MSVCP error, but it does not provide ICU’s icuin51.dll.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is the error caused by 32-bit versus 64-bit Windows?

It can be caused by a mismatch between the application and its DLLs. The filename does not reveal the bitness, so obtain the matching files from the same official application package.

Should I register the DLL?

No. ICU runtime libraries are not normally COM self-registering DLLs, so regsvr32 does not repair this problem.

Should I run SFC or DISM first?

Only when there are signs of broader Windows corruption. For a single application reporting icuin51.dll, repair or reinstall that application first.

What information should I provide to support?

Record the exact error text, executable name, full path, Windows version, application version if shown, whether the program is 32-bit or 64-bit, antivirus actions, and what changed immediately before the failure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
