icuin63.dll Not Found: Repair the Application Behind It Safely

icuin63.dll is an application-local ICU4C file, not a normal Windows system file. When Windows says it is missing, not found, or could not be loaded, repair the program that was starting rather than downloading a replacement DLL.

What icuin63.dll does

ICU4C, the International Components for Unicode, supplies internationalization functions such as locale-sensitive formatting, text handling, and Unicode processing. The in part of icuin63.dll identifies ICU’s internationalization library, while 63 identifies ICU major version 63.

ICU 63 began with version 63.1 and ended with ICU4C 63.2. Applications can bundle this version beside their own executable and other ICU files.

Common companion files include:

  • icuuc63.dll
  • icudt63.dll
  • icudt63l.dat

The exact files depend on the application. Software that has used this ICU generation includes reporting components, database clients, development tools, office applications, web stacks, and other Windows programs. No single product owns icuin63.dll, so do not assume the solution for one application applies to another.

Windows also has its own unversioned ICU libraries, including icuin.dll, icuuc.dll, and, on newer Windows releases, icu.dll. Those files are not interchangeable with an application that requires icuin63.dll.

Before changing anything, identify the failing application

Read the complete error and note the program that was launching. It may be a visible application, a service, a database client, a reporting module, or a launcher.

Also record:

  1. The exact error text.
  2. The application name and version.
  3. The application installation path.
  4. Whether Windows is 32-bit or 64-bit.
  5. Whether icuin63.dll exists in the application folder.
  6. Whether the problem began after an update, reinstall, cleanup, antivirus action, disk issue, or moving the application folder.

To check Windows architecture:

  1. Press Windows key + I.
  2. Select System.
  3. Select About.
  4. Check System type.

A 32-bit application requires the 32-bit ICU build. A 64-bit application requires the 64-bit build. The filename alone does not tell you which architecture is correct.

Fix 1: Repair or verify the application

Time needed: 5–15 minutes

This is the safest and most likely fix because the application owns the DLL and knows which ICU files and architecture it requires.

First look for a built-in repair or verification option:

  1. Close the failing application.
  2. Open its launcher or management program.
  3. Look for Verify files, Repair, Scan and repair, or a similar command.
  4. Run the repair.
  5. Restart Windows if the launcher requests it.
  6. Start the application again.

If there is no repair option, use Windows’ installed-app repair feature:

  1. Press Windows key + I.
  2. Select Apps.
  3. Select Installed apps.
  4. Find the affected application.
  5. Select the three-dot menu beside it.
  6. Choose Advanced options, if available.
  7. Select Repair.
  8. Test the application.

If Windows does not offer Repair, uninstall and reinstall the application from its publisher’s official installer:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Back up application settings or data if the program stores them locally.
  2. Open Settings > Apps > Installed apps.
  3. Select the application and choose Uninstall.
  4. Restart Windows.
  5. Download the current installer from the application publisher.
  6. Install the correct 32-bit or 64-bit edition.
  7. Start the application and test it.

Do not copy only icuin63.dll from another computer. A working installation may also require icuuc63.dll, icudt63.dll, icudt63l.dat, and other files from the same package and release.

The fix worked if the application starts without the ICU error and its normal features work. If the same error returns immediately, inspect the application directory and continue with the next fix.

Fix 2: Check whether antivirus quarantined the file

Time needed: 5–10 minutes

A security product may remove or quarantine a DLL after an application update or file change.

In Windows Security:

  1. Open the Start menu.
  2. Type Windows Security and open it.
  3. Select Virus & threat protection.
  4. Select Protection history.
  5. Review recent detections.
  6. Look for an entry that names the application folder or icuin63.dll.

Protection History keeps events for a limited period, so an older quarantine may no longer appear.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Restore the file only when all of the following are true:

  • The file came from a properly installed, trusted application.
  • The detection is verified as a false positive.
  • The application publisher confirms that the file is expected.
  • You have scanned the system and the application installer.

If you are uncertain, do not restore the quarantined DLL. Uninstall the application, scan Windows, and reinstall it from the publisher’s official source. This recreates the complete and trusted file set rather than bypassing security for one file.

After reinstalling, check Protection History again. If the file is quarantined repeatedly, contact the application publisher or security vendor instead of adding a broad exclusion.

Fix 3: Check the application folder and matching ICU files

Time needed: 5–10 minutes

A missing or misplaced file can occur after moving an application folder, using a cleanup utility, or interrupting an update.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Find the application executable:

  1. Right-click the application shortcut.
  2. Select Properties.
  3. Open the Shortcut tab.
  4. Read the Target path.
  5. Select Open File Location if that option is available.

Look in the executable’s folder for icuin63.dll and related ICU files. A normal deployment may contain icuuc63.dll, icudt63.dll, or icudt63l.dat as well.

Do not mix files from different applications or ICU generations. Replacing ICU 63 with ICU 64, ICU 68, or another version can produce missing-entry-point errors or incompatible-library failures. File version, path, size, and architecture vary by vendor build.

If icuin63.dll exists but the error says “the specified module could not be found,” the named DLL may be present while one of its dependencies is missing. Continue with application repair and check whether the program separately reports files such as msvcp140.dll or vcruntime140.dll.

Fix 4: Repair a separately reported Visual C++ dependency

Time needed: 5–15 minutes

Some applications that bundle ICU also require Microsoft Visual C++ runtime files. This is a separate issue from icuin63.dll.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the error names msvcp140.dll, vcruntime140.dll, or another Microsoft runtime file:

  1. Open Microsoft’s latest supported Visual C++ Redistributable downloads.
  2. Download the architecture required by the application.
  3. Run the installer.
  4. Choose Repair if it is already installed.
  5. Restart Windows.
  6. Test the application again.

A 32-bit application commonly needs the x86 runtime even on 64-bit Windows. A 64-bit application needs the x64 runtime. Follow the application publisher’s instructions when it requires a particular package.

Repairing Visual C++ fixes Microsoft runtime dependencies. It does not recreate icuin63.dll, so reinstall the owning application if the ICU file itself is absent.

Fix 5: Do not register or copy the DLL manually

Time needed: 1 minute

Do not run:

regsvr32 icuin63.dll

regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer. ICU runtime libraries are ordinary linked libraries, not normal COM components. Registration will not repair a missing dependency, correct an architecture mismatch, or make an incorrectly placed application DLL load.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

It may instead produce a message stating that the DllRegisterServer entry point was not found.

Do not copy the file into:

  • C:WindowsSystem32
  • C:WindowsSysWOW64
  • Another application’s folder
  • A directory found through a random internet download

An arbitrary DLL can have the wrong architecture, version, ABI, companion files, or malicious modifications. The safe source is the publisher’s installer or repair process for the application that needs the file. The official ICU project’s binaries are developer resources, not a universal repair package for every program using ICU.

Fix 6: Repair Windows components only when Windows itself is affected

Time needed: 15–30 minutes

SFC and DISM normally repair protected Windows components. They do not generally restore a third-party application’s missing ICU DLL. Use them when Windows itself is malfunctioning, several built-in components are damaged, or the application depends on a damaged Windows component.

  1. Right-click Start.
  2. Select Terminal (Admin) or Command Prompt (Admin).
  3. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for it to finish.
  2. Then run:
sfc /scannow
  1. Restart Windows.
  2. Test the affected application.

If SFC reports that it repaired files, test again. If both commands complete without fixing the application-local error, return to repairing or reinstalling the owning application.

Manually hunting through Windows components and repeating SFC/DISM without knowing what changed can be slow. Outbyte PC Repair offers a free scan that shows what it identifies, while repair is completed by the full version; it is optional, and reinstalling the application remains the definitive fix when that program owns icuin63.dll.

Fix 7: Install pending updates and investigate broader damage

Time needed: 15–45 minutes

Use this path when the problem began after Windows Update, a disk failure, malware, or a broader system change.

Install pending updates:

  1. Open Settings.
  2. Select Windows Update.
  3. Select Check for updates.
  4. Install available updates.
  5. Restart Windows.
  6. Check again until no further restart is requested.

Check disk and malware health using Windows Security and the storage tools provided by your computer manufacturer. If several applications fail or Windows behaves abnormally, use Microsoft’s Windows recovery options.

System Restore may help when the failure began after a clear software or system change:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Start.
  2. Search for Recovery.
  3. Open Recovery.
  4. Select Open System Restore.
  5. Choose a restore point from before the problem.
  6. Review affected programs.
  7. Start the restore.

System Restore rolls back system settings, drivers, and installed programs. It does not normally remove personal documents.

On Windows 11, Settings > System > Recovery > Fix problems using Windows Update > Reinstall now can reinstall the current Windows version while preserving apps, files, and settings. This is a late-stage Windows repair, not the first response to an application-local ICU file.

Driver checks are rarely the primary fix

Time needed: 10–20 minutes

A display, storage, or system driver is unlikely to directly replace icuin63.dll, but update drivers if the failure began with broader hardware or application instability.

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the relevant category.
  4. Right-click the device.
  5. Select Update driver.
  6. Choose Search automatically for drivers.
  7. Restart Windows if prompted.

Use the computer or device manufacturer’s official driver package when Windows cannot find a suitable driver. Do not remove devices or install unrelated drivers merely because an ICU error appears.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Checking dozens of devices manually can make it difficult to identify which driver changed. Outbyte Driver Updater offers a free scan showing the drivers it identifies, while driver installation is completed by the full version; it is optional and does not replace repairing the application that owns icuin63.dll.

Common causes of icuin63.dll errors

Cause Appropriate response
Incomplete update or damaged installation Repair, verify, or reinstall the application
Antivirus quarantine Review Protection History and reinstall if uncertain
Wrong 32-bit or 64-bit build Install the application edition matching its architecture
Mixed ICU files Restore the complete set from one application package
Moved application folder Reinstall so the intended loader path is restored
Missing Visual C++ dependency Repair the separately indicated Microsoft runtime
Windows component corruption Run DISM, then SFC
Disk, malware, or system damage Scan, check storage health, and use recovery options

Frequently asked questions

Is icuin63.dll a Windows file?

Usually no. It is normally supplied by the application that needs ICU 63. Windows has its own unversioned ICU libraries, but they do not guarantee compatibility with an application requiring icuin63.dll.

Can I download icuin63.dll by itself?

Do not use random DLL download sites. The file may be malicious, the wrong architecture, or incompatible with the application’s companion ICU files. Use the application publisher’s installer or repair function.

Should I put it in System32?

No. An application-local ICU DLL normally belongs beside the application executable or its documented runtime component. Copying it into a system directory can create conflicts and does not repair the owning installation.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why does Windows say the specified module could not be found when the file exists?

A dependency of icuin63.dll may be missing, or the file may be the wrong architecture or damaged. Repair the application and check for separately reported Visual C++ runtime files.

Will SFC fix it?

Usually not if the missing file belongs to an application such as a database client, reporting component, office program, or web stack. SFC repairs protected Windows components, not every third-party DLL.

What should I give technical support?

Provide the exact error text, application name and version, installation path, Windows architecture, whether icuin63.dll exists, and whether companion files such as icuuc63.dll and icudt63.dll are present. Also mention any recent update, reinstall, antivirus detection, folder move, or disk problem.
