You may see “The program can’t start because icuuc59.dll is missing,” “The code execution cannot proceed because icuuc59.dll was not found,” or “The specified module could not be found.” icuuc59.dll is usually an application file, not a Windows system file.
The 60-second answer
icuuc59.dll is the Windows build of ICU4C, the International Components for Unicode library. The icuuc portion identifies ICU’s common runtime library, while 59 identifies the ICU 59 binary family.
The file provides Unicode, text-processing, locale, collation, and globalization functions. Programs such as games, creative applications, launchers, and developer tools can bundle it beside their executable.
The safest fix is:
- Identify which application produced the error.
- Repair or verify that application’s files.
- Check Windows Security Protection history.
- Reinstall the application from its official source if necessary.
- Do not download a replacement DLL from a random DLL website.
- Do not copy the file into
System32or runregsvr32on it.
Windows includes its own ICU files, including icuuc.dll, icuin.dll, and later icu.dll. Those are not interchangeable with an application’s private icuuc59.dll.

What causes the error

The error text alone does not prove that the named DLL is absent. “The specified module could not be found” can also mean that a dependency required by icuuc59.dll is missing.
Step 1: Find the application that owns the file
Read the complete error dialog and note the executable or program name. Also note the folder shown in the message, if Windows provides one.
Look in these places:
- The game or application’s installation folder
- The shortcut’s target path
- The launcher that started the program
- Windows Event Viewer if the dialog does not identify the program
- The folder named in a developer-tool error
The filename does not identify one universal owner. Public examples include TouchDesigner, Football Manager components, and some Haskell or Stack integrations. The application path is more useful than the DLL name.
To inspect a shortcut:
- Right-click the application shortcut.
- Select Properties.
- Read the Target field on the Shortcut tab.
- Open that folder and check whether
icuuc59.dllis present.
Do not assume that a 64-bit version of Windows requires a 64-bit DLL. A 32-bit application on 64-bit Windows needs its 32-bit ICU files.

This is the most likely solution because ICU recommends application-local deployment. The application vendor normally supplies icuuc59.dll beside the program rather than installing it globally.
Microsoft Store applications
- Open Settings.
- Select Apps.
- Select Installed apps.
- Find the affected application.
- Select the three-dot menu.
- Choose Advanced options.
- Select Repair, if available.
- Start the application again.
If Repair does not work, return to the same screen and select Reset, if available. Reset can remove application data, so use it only after confirming that important settings or saves are backed up.
Steam games
- Open Steam.
- Select Library.
- Right-click the affected game.
- Choose Properties.
- Select Installed Files.
- Select Verify integrity of game files.
- Wait for Steam to complete the check.
- Start the game again.
Epic Games Launcher
- Open Epic Games Launcher.
- Select Library.
- Find the game.
- Select the three dots beside it.
- Choose Manage.
- Select Verify.
- Start the game after verification finishes.
Standalone applications
Use the publisher’s installer for the exact application and architecture.
- Download the installer from the application publisher or your organization’s trusted software source.
- Run the installer.
- Choose Repair, if offered.
- If Repair is unavailable, uninstall the application.
- Restart Windows.
- Install it again.
- Launch the program from its normal shortcut.
Reinstalling the owning application restores its matching ICU files, companion files, registry settings, permissions, and launcher configuration. Installing a separate ICU developer archive usually does not do that.
If the application starts after verification or repair, the fix worked. If the same error returns immediately, continue with the antivirus and architecture checks below.
Step 3: Check Windows Security for quarantine
Antivirus software may quarantine a damaged, modified, or falsely detected application file. Quarantine is possible, but it is not proof that the file was safe.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Expand any entry associated with the affected application.
- Check the file path and detection details.
Restore or allow the file only when all of these are true:
- The file is inside the trusted application’s installation folder.
- The application came from its publisher or a trusted official launcher.
- The file’s source and signature are consistent with that application.
- A current security scan does not identify the installation as malicious.
If the file was downloaded from an unknown source, do not restore it. Uninstall the application, scan the installer, and reinstall it from the publisher or official launcher.

After changing a security decision, run the application again. If it still fails, repair or reinstall the application rather than copying a DLL from another computer.
Step 4: Check architecture and companion files
icuuc59.dll is not a universal drop-in library. The executable and every required ICU component must use the correct architecture and compatible build.
A 32-bit executable needs a 32-bit icuuc59.dll. A 64-bit executable needs a 64-bit version. The operating system’s architecture does not decide this by itself.

Do not replace an ICU 59 file with ICU 72 or another ICU release. Do not replace it with Windows’ unversioned icu.dll or icuuc.dll. Versioned ICU libraries can have different exports, data files, compiler settings, and binary interfaces.
If the message says the file is “not designed to run on Windows” or shows status 0xc000007b, suspect a damaged or mismatched 32-bit/64-bit binary. Reinstall the complete application package rather than replacing only one file.
Step 5: Install Visual C++ only for separate runtime errors
Visual C++ Redistributable does not provide icuuc59.dll. Install it only when the application also reports files such as VCRUNTIME140.dll or MSVCP140.dll.
Use Microsoft’s official Visual C++ package:
vc_redist.x64.exefor a 64-bit applicationvc_redist.x86.exefor a 32-bit application, including 32-bit programs on 64-bit Windows
Install the package, restart Windows, and launch the application again. If the only error remains icuuc59.dll, Visual C++ was not the direct fix and the application still needs repair.

DirectX, .NET, and graphics drivers do not supply this ICU DLL. Install or repair those components only when the application reports an additional error specifically naming them.
Step 6: Repair broader Windows component corruption
Use this step when several unrelated applications fail, Windows displays other system DLL errors, or the problem began after a failed Windows update. These commands generally do not recreate an application-private icuuc59.dll.
- Open Start.
- Type
cmd. - Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish.
- Run:
sfc /scannow
- Restart Windows.
- Test the affected application.
Microsoft recommends running DISM before SFC. If either command reports that it could not repair everything, install pending Windows updates and run the commands again. If only one application still fails, return to that application’s installer instead of repeatedly running system repair commands.

Step 7: Update drivers only for additional driver errors
A display or device driver does not normally install icuuc59.dll. Driver work is relevant only if the same failure includes a graphics, audio, chipset, or device error.

To update a specific driver:
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Display adapters.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if prompted.
For a graphics driver, use the graphics hardware manufacturer’s official support channel when Device Manager does not find a suitable update. Do not reinstall drivers as the first response to an isolated icuuc59.dll error.

Why copying the DLL is unsafe

Those folders are not the correct deployment location for this application-private runtime. A globally copied DLL can cause another program to load an incompatible version.
Manual copying is reasonable only when an administrator restores a verified file from the same application’s official installer or backup, with the matching architecture and companion ICU files.
Why regsvr32 does not fix it
regsvr32 registers certain COM or ActiveX DLLs that expose a registration entry point such as DllRegisterServer. icuuc59.dll is normally a runtime library, not a self-registering COM component.
Running:
regsvr32 icuuc59.dll
usually produces an error or changes nothing. Use the application’s repair or reinstall process instead.

If icuuc59.dll is already beside the executable:
- Repair the complete application installation.
- Check for
icuin59.dll,icudt59.dll, and the application’s ICU data file. - Install the correct Visual C++ package only if MSVC files are also missing.
- Confirm that the application and DLL have matching architecture.
- Check antivirus history.
- Right-click the application and try Run as administrator once.
- Confirm that the program folder is accessible and not on a disconnected drive.
- Test the application from a new Windows user profile.
- Review Event Viewer > Windows Logs > Application for the failing executable.
- Contact the application vendor if its official installer still produces the error.
If the problem began immediately after a driver, application, or Windows change and a restore point exists, open Run with Win + R, enter rstrui.exe, and select an appropriate restore point. Use System Restore only when the timing points to a known system change.
FAQ
Is icuuc59.dll a Windows file?
No. The exact versioned file is normally bundled by a third-party application. Windows has separate built-in ICU files that do not replace an application’s private ICU 59 runtime.
Does Visual C++ install icuuc59.dll?
No. Visual C++ may be another dependency, but Microsoft’s redistributable does not supply this ICU DLL.
Do I need DirectX, .NET, or a graphics driver?
