imtcdic.dll Won’t Load: Restore the Windows IME Safely

imtcdic.dll is a genuine Microsoft Windows component used by the Traditional Chinese Microsoft IME. If imtcdic.dll is missing, was not found, or could not be loaded, repair the Windows language feature rather than downloading a replacement DLL.

Identify the file before repairing it

imtcdic.dll is associated with the legacy IME dictionary and IME Pad applet for Traditional Chinese input. Current Microsoft documentation calls the product Microsoft Traditional Chinese IME; older file catalogs may call it Microsoft IME 2012.

The correct file depends on your Windows build, architecture, language configuration, and servicing level. A version or file size copied from another computer is not automatically correct.

To check the path:

  1. Press Windows key + E.
  2. Click the address bar.
  3. Enter %windir%IME.
  4. Look for an IMETC, IMETC10, or related Traditional Chinese IME folder.
  5. If you find IMTCDIC.dll, right-click it and select Properties.
  6. Check the Digital Signatures tab. A genuine Windows component should have a valid Microsoft signature.

A file found in a random application folder, Downloads folder, temporary folder, or user-profile directory deserves additional scrutiny. Its location alone does not prove that it is malware, but it is not the normal Windows IME path.

Why Windows reports this error

The message may say:

  • “The program can’t start because imtcdic.dll is missing from your computer.”
  • “The code execution cannot proceed because imtcdic.dll was not found.”
  • “There was a problem starting imtcdic.dll.”
  • “imtcdic.dll is either not designed to run on Windows or it contains an error.”

The wording varies by Windows release and by the process requesting the file. Common causes include:

  • Traditional Chinese language support or Basic Typing is absent.
  • A language-feature installation was interrupted.
  • Windows Update or Features on Demand could not download its files.
  • The Windows component store or protected system files are corrupted.
  • Antivirus software quarantined the component.
  • A 32-bit process is being given an incompatible 64-bit file, or the reverse.
  • A stale application is requesting an old IME component.
  • A particular application has its own damaged installation.

The error does not by itself prove malware, registry damage, or a Visual C++ problem.

Fix 1: Reinstall Traditional Chinese language support

This is the most likely repair when the error appears during sign-in, when switching input languages, or when opening IME Pad.

Windows 11

  1. Open Start > Settings.
  2. Select Time & language.
  3. Select Language & region.
  4. Click Add a language.
  5. Search for a Traditional Chinese language, such as Chinese (Traditional, Taiwan).
  6. Select it and click Next.
  7. Leave Basic typing selected. Select the Traditional Chinese IME or keyboard option you need.
  8. Click Install.
  9. Restart Windows.
  10. Try switching to the Traditional Chinese keyboard or opening the action that previously produced the error.

Windows 10

  1. Open Start > Settings.
  2. Select Time & Language.
  3. Select Language.
  4. Click Add a preferred language.
  5. Search for a Traditional Chinese language.
  6. Select it, click Next, and install the available typing and language features.
  7. Restart the computer.

If you do not use Traditional Chinese input and the error appears only when starting a particular program, do not install a language pack automatically. Continue to the application-specific checks below. A stale program may be requesting the component even though your normal Windows setup does not need it.

If Settings cannot install the feature

On some Windows builds, an elevated Command Prompt can install the basic Traditional Chinese capability directly.

  1. Open Start.
  2. Type cmd.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Run:
DISM.exe /Online /Add-Capability /CapabilityName:Language.Basic~~~zh-TW~0.0.1.0
  1. Wait for the operation to finish.
  2. Restart Windows.

The capability name applies only to builds that expose it. If DISM reports that the capability is unknown, unavailable, or cannot be downloaded, do not substitute a random package. Microsoft documents the Traditional Chinese IME and Features on Demand procedure.

On a work-managed or offline computer, WSUS policy may prevent Windows from retrieving Features on Demand. An administrator may need to provide matching language-pack and FOD CAB files for the exact Windows build and architecture. Do not use CAB files copied from an unrelated release.

Fix 2: Repair Windows components with DISM and SFC

Use this step when the language feature is installed but imtcdic.dll is missing, damaged, or reported as “not designed to run on Windows.”

  1. Save your work.
  2. Open Start and type cmd.
  3. Right-click Command Prompt and select Run as administrator.
  4. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for DISM to reach completion. This can take time and may appear paused.
  2. When DISM finishes, run:
sfc /scannow
  1. Wait until verification reaches 100 percent.
  2. Restart Windows.
  3. Test the Traditional Chinese IME or the application that displayed the error.

DISM repairs the Windows component store. SFC then checks protected files and replaces damaged copies. Microsoft provides further guidance for repairing a Windows image and using the SFC command.

If SFC says it repaired files, restart and test again. If it says it found corruption but could not repair everything, run DISM again and repeat SFC. Persistent failures usually require a matching Windows Update source, installation media, or help from the administrator of a managed computer.

Fix 3: Complete Windows Update

An interrupted update can leave the language feature incomplete.

  1. Open Start > Settings.
  2. Select Windows Update.
  3. Click Check for updates.
  4. Install all available updates.
  5. Restart when prompted.
  6. Return to Windows Update and check again.
  7. Reinstall Traditional Chinese language support if the feature still appears incomplete.

Use Microsoft’s Windows Update instructions if the update process reports an error.

Fix 4: Check Windows Security quarantine

Antivirus software may remove or quarantine a damaged-looking system component.

  1. Open Start.
  2. Search for Windows Security and open it.
  3. Select Virus & threat protection.
  4. Click Protection history.
  5. Look for a detection involving IMTCDIC.dll.
  6. Check its reported path, publisher, and detection details.

Restore a quarantined file only when it is located under the normal Windows IME directory and its Microsoft signature is valid. If the file came from a random folder or has no trustworthy signature, leave it quarantined and reinstall the Traditional Chinese feature through Windows.

After restoring a confirmed false positive, run DISM and SFC again. Microsoft explains this area in its guide to Protection History.

Fix 5: Check 32-bit and 64-bit compatibility

On 64-bit Windows, System32 normally contains 64-bit system components, while SysWOW64 contains 32-bit components. A 32-bit application cannot load a 64-bit DLL as its substitute, and a 64-bit process cannot use a 32-bit replacement.

Do not copy IMTCDIC.dll between System32, SysWOW64, and an application folder. The correct copy should be restored by Windows servicing or by the matching application installer.

If the error appears only in an older 32-bit program, repair or update that program rather than replacing the Windows file. Microsoft explains the distinction in its file-system redirector documentation.

Fix 6: Repair the application named in the error

If the message appears only when launching one program, that program may be requesting an old IME component or may have its own damaged files.

  1. Open Settings.
  2. Select Apps > Installed apps on Windows 11, or Apps > Apps & features on Windows 10.
  3. Find the affected application.
  4. Open its menu or select it.
  5. Choose Repair, if available.
  6. Restart the application.
  7. If Repair does not help, choose Reset only if you understand that it may remove application settings.
  8. Otherwise uninstall and reinstall the application from its official developer source.

If the program is a game, use its launcher’s file-verification feature before reinstalling the whole game. Do not assume that a particular game legitimately ships imtcdic.dll; no specific third-party application can be identified from the filename alone.

Fix 7: Update or reinstall an input driver only when hardware is involved

A keyboard or input-device driver does not normally restore a missing Windows IME DLL. Use this step only when the problem also includes a non-working keyboard, missing device, or repeated input-device errors.

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand Keyboards and Human Interface Devices.
  4. Right-click the affected device.
  5. Select Update driver and choose Search automatically for drivers.
  6. If the device remains faulty, right-click it again and select Uninstall device.
  7. Restart Windows so it can detect the hardware again.

What not to do

Do not download the DLL from a random DLL site

Standalone DLL downloads can contain malware, use the wrong architecture, belong to another Windows build, or fail because the underlying language feature is absent. They can also leave Windows servicing inconsistent.

The safe sources are:

  • Windows Settings language features
  • Windows Update
  • Microsoft Features on Demand packages supplied for the matching build
  • Matching Windows installation media
  • The official installer for an application that is specifically named in the error

Do not run regsvr32 on this file

regsvr32 is for DLLs that expose a registration entry point such as DllRegisterServer. IMTCDIC.dll is an IME component, not a normal self-registering ActiveX library. Running:

regsvr32 imtcdic.dll

is expected to fail or accomplish nothing useful. It does not restore the language feature.

Do not install Visual C++ just because a generic repair page suggests it

imtcdic.dll belongs to the Windows Traditional Chinese IME, not to the Visual C++ Redistributable. Installing a runtime unrelated to the missing component will not normally repair it.

If every repair fails

If the problem began immediately after an update or software installation, try System Restore:

  1. Press Windows key + R.
  2. Type rstrui.exe.
  3. Press Enter.
  4. Select a restore point from before the problem began.
  5. Review the affected programs.
  6. Confirm the restore and restart Windows.

If Windows servicing remains damaged, perform an in-place Windows reinstall using matching installation media. Choose Keep personal files and apps, and back up important data first. Microsoft’s installation-media repair instructions explain the process.

FAQ

Is imtcdic.dll safe?

It is a legitimate Microsoft Windows component when it is located under the Windows IME directory and has a valid Microsoft signature. A copy in an unrelated folder should be investigated rather than trusted automatically.

Do I need Traditional Chinese input?

Only if you use Traditional Chinese typing, keyboard layouts, or an application that depends on the IME. If you do not, first determine which program is requesting the file before adding the language feature.

Why is the file missing on an English installation?

Traditional Chinese IME dictionaries and related components may be delivered as language features or Features on Demand rather than being present in every base Windows installation.

Should I copy the file from another computer?

No. Windows build, architecture, language configuration, and servicing level must match. Restore it through Windows language-feature servicing instead.

What if the error says the file is “not designed to run on Windows”?

That can indicate corruption, an incompatible architecture, or a missing dependency. Run DISM followed by SFC, then reinstall the matching Traditional Chinese feature.

Can a driver update fix it?

Only indirectly, if a separate keyboard or input-device problem is also present. A driver update is not the normal repair for a missing or corrupted imtcdic.dll.
