“This application failed to start because inkstore.dll was not found.” If Windows reports that inkstore.dll is missing, corrupted, or cannot be loaded, the file usually belongs to an old Microsoft device-synchronization installation rather than Windows itself.

inkstore.dll is the Notes Synchronization Store, a Microsoft component used by Windows CE Services, Microsoft ActiveSync, and later Windows Mobile Device Center. It helped synchronize Outlook Notes and related data with Windows Mobile and Windows CE devices.

The safest fix is to repair or reinstall the exact synchronization software that requested the file. Do not download a replacement DLL and copy it into System32 or SysWOW64.

If you no longer use a Windows Mobile or Windows CE device, removing the obsolete software and its startup entry is usually the correct solution.
What is inkstore.dll?
The file’s internal description is Notes Synchronization Store. It is a desktop synchronization component, not:
- A Windows core system file
- A hardware driver
- A Visual C++ runtime
- A DirectX component
- A .NET Framework file
- A normal game runtime
Microsoft’s ActiveSync architecture describes a built-in provider for synchronizing Outlook Notes. That places inkstore.dll within the old desktop synchronization stack rather than in a current Windows feature.

A genuine installation normally keeps the DLL in the product’s own directory, historically under a path similar to:
C:Program FilesMicrosoft ActiveSyncInkStore.dll
or:
C:WindowsWindowsMobileInkStore.dll
Those are identification clues, not locations where you should manually place a downloaded file.
First identify what is requesting the file
Before repairing anything, determine when the message appears.

Read the complete error carefully. “The specified module could not be found” does not always mean inkstore.dll itself is absent. The file may exist while one of its dependencies is missing.

There is no reliable evidence that inkstore.dll is a standard component of a particular modern game, installer, Visual C++ package, DirectX package, or .NET installation.
Fix 1: Repair or reinstall the owning synchronization package
This is the most likely solution when the error appears at startup, during device connection, or during Outlook synchronization.
On Windows XP
Microsoft’s official ActiveSync 4.5 package is intended for Windows XP SP2 or earlier. Its Download Center package includes the installer files needed to reinstall the application.

- Sign in to Windows with an administrator account.
- Disconnect the Windows Mobile or Windows CE device.
- Open Control Panel.
- Select Add or Remove Programs.
- Find Microsoft ActiveSync.
- Select Change or Remove, depending on the options shown.
- If a repair option is available, choose it and complete the wizard.
- If repair is unavailable, uninstall ActiveSync.
- Restart Windows.
- Install ActiveSync 4.5 from Microsoft’s official Download Center package.
- Restart again before reconnecting the device.
- Connect the device only after the installation has completed.
If the installer refuses to run, verify that the computer is actually running the supported XP generation. ActiveSync 4.5 is not a current Windows 10 or Windows 11 repair package.

On Windows Vista-era systems
Windows Mobile Device Center replaced ActiveSync on Windows Vista and supported Windows Mobile 2003 or later devices. Microsoft’s archived documentation now states that WMDC is unsupported, and Microsoft no longer provides its standalone download.
If you still have genuine installation media supplied with the computer, device, or original software:
- Disconnect the mobile device.
- Open Control Panel.
- Select Programs and Features.
- Select Windows Mobile Device Center if it is listed.
- Choose Repair, when available.
- If repair is not available, uninstall the program.
- Restart the computer.
- Reinstall from the original trusted media.
- Reconnect the device after installation finishes.
Do not substitute an ActiveSync file for a WMDC file merely because both packages use inkstore.dll. The packages belong to different product generations, and matching the filename alone does not establish compatibility.
If the program was only partially removed
A failed uninstall may leave a startup command or shortcut that continues requesting inkstore.dll.
- Press Ctrl+Shift+Esc to open Task Manager.
- Select Startup apps. On older Windows versions, select the Startup tab.
- Look for entries mentioning ActiveSync, Windows Mobile, Windows CE, or a device-management utility.
- Disable the entry if the related software is no longer installed.
- Restart the computer.
- If the error disappears, remove the old program through Settings > Apps > Installed apps or Control Panel > Programs and Features.
Do not delete registry entries at random. If the message continues, identify the exact program or executable named in the error rather than trying to restore the DLL blindly.
Fix 2: Check whether antivirus quarantined the file
Security software can remove a damaged or suspicious file. Check quarantine before reinstalling or restoring anything.
Windows Security
- Open Start.
- Type Windows Security and open it.
- Select Virus & threat protection.
- Select Protection history.
- Review recent actions for
inkstore.dllor the synchronization program. - Expand the relevant item.
- Confirm the original file path and the detected program.
- Restore it only if it came from a genuine Microsoft installation and its location is plausible.

Do not restore a DLL simply because its filename looks familiar. Check the source, installation path, digital signature where available, and the surrounding application. If Windows Security detects the restored file again, stop using that copy and reinstall the parent application from trusted media.

If you no longer connect a Windows Mobile or Windows CE device, repairing inkstore.dll may be unnecessary.

- Open Settings.
- Select Apps.
- Select Installed apps or Apps & features.
- Search for ActiveSync, Windows Mobile Device Center, or Windows CE Services.
- Select the matching entry.
- Choose Uninstall.
- Restart Windows.
On older Windows versions:
- Press Win+R.
- Type
appwiz.cpl. - Press Enter.
- Select the legacy synchronization program.
- Choose Uninstall.
- Restart the computer.
After restarting, check Task Manager > Startup apps and disable any remaining entry that points to the removed software. If no program needs the file, restoring it can recreate a problem that no longer serves a purpose.
Fix 4: Reinstall device components through Device Manager
Use this path when the device connects but synchronization fails, or when Windows repeatedly rebuilds the connection with errors.
- Disconnect the mobile device.
- Press Win+X.
- Select Device Manager.
- Expand Network adapters.
- Look for Microsoft Windows Mobile Remote Adapter.
- Right-click it and select Uninstall device.
- Expand Mobile Devices.
- Look for Microsoft USB Sync.
- Right-click it and select Uninstall device.
- If Windows offers a checkbox to remove driver software, use it only when you are reinstalling from known-good original software.
- Restart the computer.
- Reconnect the device.
- Allow Windows or the original synchronization package to rebuild the device components.
Microsoft’s archived Windows Mobile Device Center troubleshooting guidance documents these device entries and the reconnection procedure.
This step addresses the device connection layer. It does not make an unsupported WMDC installation officially compatible with Windows 10 or Windows 11.

Fix 5: Check Windows system files, but understand the limitation
inkstore.dll is associated with third-party Microsoft application software, not the protected Windows system-file set. Therefore, System File Checker and DISM usually will not restore it.
Use these tools when Windows itself is malfunctioning, Windows components are damaged, or other protected system files are also reporting errors.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the command to complete.
- Then run:
sfc /scannow
- Restart Windows.
- Test the affected application again.
Microsoft recommends running DISM before SFC in its System File Checker guidance.
If SFC reports that it repaired files but inkstore.dll remains missing, that result is not surprising. Reinstall or remove ActiveSync, WMDC, or CE Services instead.

Fix 6: Use System Restore after a recent change

rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point created before the error began.
- Select Scan for affected programs.
- Review the list.
- Select Next, then Finish.
- Allow Windows to restart.

System Restore does not guarantee that a removed legacy package will return. If it does not resolve the error, reinstall the correct owner or uninstall the stale caller.
Do not use regsvr32 as a general DLL repair
regsvr32 is not a universal method for fixing a missing DLL. It is intended for DLLs that provide the COM registration entry points DllRegisterServer and, when removing registration, DllUnregisterServer.
There is no verified evidence that inkstore.dll should be manually registered. Running commands such as these can produce misleading errors:
regsvr32 inkstore.dll
or:
regsvr32 C:PathToinkstore.dll
Use regsvr32 only when the software vendor’s documentation specifically says that the DLL is a self-registering COM server. For inkstore.dll, repair the parent synchronization application instead. Microsoft explains the scope of regsvr32 and the required self-registration entry points in its COM self-registration documentation.
Do not copy the file into System32 or SysWOW64
Random DLL download sites sites can provide:
- Malware or tampered files
- The wrong product generation
- The wrong architecture
- A file with missing dependencies
- A version that conflicts with the installed synchronization software
Copying a 32-bit DLL into a 64-bit Windows directory does not make it compatible. A 32-bit legacy program can run under WOW64 on 64-bit Windows, but it still needs the correct 32-bit DLL in the application’s expected directory. The architecture of the installer and the architecture of the DLL are separate matters.
Some inventories identify older Windows CE Services and WMDC builds with different file versions and sizes. Treat those records only as clues when identifying an installation, not as universal version requirements. There is no current official Microsoft standalone download for inkstore.dll.
Manual copying is appropriate only as a controlled recovery from matching, trusted installation media, and only into the original application directory. Reinstalling the parent package is safer.

When Windows Features can help
Windows Features does not normally provide inkstore.dll. Do not expect enabling a random optional feature to restore it.
You can still check whether an old synchronization dependency was disabled:
- Press Win+R.
- Type:
optionalfeatures
- Press Enter.
- Review the listed Windows features.
- Do not enable unrelated features merely because the DLL error exists.
- Close the window without changes unless Microsoft or the original application documentation identifies a required feature.
The correct owner is usually installed software, not an optional Windows component.

32-bit and 64-bit considerations
Many legacy synchronization programs were built as 32-bit applications. A 32-bit inkstore.dll may therefore be loaded by a 32-bit process on 64-bit Windows through WOW64.

That does not mean you should place it in C:WindowsSysWOW64. That directory is part of Windows’ system layout, not a general-purpose storage location for application DLLs.
Use the directory belonging to the application that loads the file. If the error appears only for one old executable, determine whether that executable is 32-bit and whether its own installation directory contains the expected synchronization files.
A 64-bit Windows installation package can include a 32-bit DLL. Do not infer that a native 64-bit version of inkstore.dll exists simply because the operating system is 64-bit.

Is inkstore.dll a Windows 10 or Windows 11 system file?
No. It is associated with legacy Windows CE Services, ActiveSync, and Windows Mobile Device Center. Windows 10 and Windows 11 may display the error when an old program, startup entry, or leftover registry setting requests the file.
