No: Steam’s records do not support an October release for Dementium II HD. The store lists the PC game as released on December 17, 2013, and Steam’s announcement from that date said it was available.
When did Dementium II HD come to Steam?
Steam’s store listing gives the release date as December 17, 2013. On the same day, Steam published an announcement titled “Dementium II HD is Now Available on Steam and 25% off.” The announcement confirms that the game was available then; it does not support describing it as a new October release.

The Steam edition is titled Dementium II HD, rather than simply Dementium II. The available records establish that edition’s 2013 launch, but do not establish a separate October release for another edition.
What is the Steam edition?
Steam credits Memetic Games as developer and Missing Link Games as publisher. The store describes Dementium II HD as a rebuilt version of the handheld game, with updated visuals and lighting and refined controls.

A secondary reference identifies the original Dementium II as a 2010 Nintendo DS survival-horror first-person shooter. The Steam listing is for the rebuilt HD edition, a digital PC game.
