Yes. Goddess of Victory: NIKKE is free to download and play, but it includes in-app purchases, including offers with random items. You can play without buying anything; the available sources do not establish that spending is required to finish the game or quantify how much it speeds progression.
What free-to-play means in NIKKE
The Apple App Store listing marks NIKKE as free with in-app purchases. Google Play also discloses in-game purchases, including random items. In practice, the game is free to access, while paid currency and rotating offers provide additional ways to obtain recruitment opportunities, resources, or cosmetics.

Random-item purchases do not guarantee a particular character or pull result. Check the current in-game probability disclosures and offer details before spending; banner pools, prices, and contents can change.
Can you progress without spending?
The available sources do not show that payment is necessary to progress or complete the game. They also do not provide a controlled comparison of free and paying players’ completion times, so there is no reliable basis here for promising a particular speed advantage from spending.

Free play does involve managing several resources. A third-party beginner guide says the resource that constrains leveling can change as you advance, and recommends opening resource boxes as needed to meet the next Outpost Defense level rather than spending them all immediately. Treat that as general guidance: the best use of resources depends on your current stage and the game’s live systems.

How free and paid recruitment resources differ
The beginner guide distinguishes free gems from charged gems. It says free gems can be used for Ordinary, Special, and Limited-Time Recruitment, while charged gems—obtained through purchases, according to the guide—can also be used for a New Commander Special Recruitment banner that free gems cannot access. Banner names and eligibility may change, so confirm the current rules in-game.
There are also recruitment resources that do not require buying gems. The guide describes Ordinary and Advanced Recruit vouchers and social-point recruitment, with different sources and uses. It also describes a mileage exchange mechanic: Ordinary Recruit pulls earn silver mileage tickets, while Special and Limited-Time Recruitment pulls earn gold mileage tickets. Which units can be exchanged depends on the current in-game rules; a limited character should not be assumed to be redeemable at all times.
What purchases offer
Paid offers are not all the same. The guide describes mission and event passes that provide rewards for completing missions, with additional premium-track rewards that may include molds, recruit tickets, or a skin. The exact rewards rotate, and free players can also receive pass rewards.

Other shop offers can include paid gems, character packages, recruitment items, and costumes. A December 30, 2025 update notice documents examples such as a New Year Pass, Mission Pass, character packages, and a costume gacha. Its January–February 2026 sales have ended; it is evidence of offer categories, not a current price list or guarantee of what is available now.
As a result, the practical distinction is between access and optional extras: free players can use the game’s free resources and recruitment systems, while purchases may add opportunities or cosmetic items. Some paid recruitment-related offers still involve chance rather than a guaranteed desired result.

What to check before buying
- Read the current offer’s contents, price, and expiration date in the in-game shop.
- For recruitment offers, review the current banner pool, eligibility rules, and probability disclosure.
- Check whether the offer uses charged gems or another purchase-only condition; free and charged gems are not interchangeable in every context.
- For passes, confirm which rewards are on the free track and which require the premium purchase, and whether you can complete the relevant missions before the pass ends.
Offer details are especially time-sensitive: a May 2025 developer note discussed keeping daily play manageable and adding a bulk-purchase feature, but those are dated statements, not guarantees about the current shop or a measured result for every player. See the developer update note for its original context.
