Self-hosted OpenVPN can be free as software, but it is not automatically free to operate. OpenVPN Community Edition (CE) has no license fee, while OpenVPN Access Server includes a permanent allowance of two simultaneous connections at no charge. Every deployment still needs a reachable server, internet service or cloud bandwidth, power or hosting, and someone to maintain it.

The right budget therefore depends less on the word “free” than on which OpenVPN edition you choose, where you run it, how many connections are active, and how much administration you do yourself.

What “free” means for a self-hosted VPN
There are two separate costs to evaluate:
- Software licensing: the fee for the OpenVPN software edition you install.
- Operations: the server, network, electricity or hosting, maintenance, security work, backups, and administrator time needed to keep that software available.
OpenVPN Community Edition is described by OpenVPN as “a free, open-source project maintained by a global community.” That makes the software license free, not the complete service. You still have to provide a machine, make it reachable from the internet, configure authentication and firewall rules, apply updates, monitor it, and troubleshoot failures.
Access Server is a different product. It is a commercial, self-hosted administration platform with a free allowance rather than an unlimited free license. OpenVPN’s installation documentation states: “When you install Access Server without a subscription license, it allows two simultaneous VPN connections.”

OpenVPN Community Edition versus Access Server
Both editions can run on infrastructure you control, but they solve different administration problems.

When Community Edition is the better fit
Choose CE when avoiding a software subscription is the main goal and you are comfortable operating the VPN yourself. It gives you control over the deployment, but that control comes with a longer list of responsibilities. A “$0 license” decision is only sensible if you have the skills and time to perform those tasks reliably.
When Access Server is the better fit
Access Server is aimed at organizations that want a managed administration experience, documented business controls, and a supported path to more connections. Its free allowance can suit a very small deployment, but it should not be confused with unlimited free use.
How many users can use the free Access Server plan?
The permanent free allowance is two simultaneous VPN connections. OpenVPN’s pricing page describes the Free plan as available “free forever” for up to two connections and says that no credit card is required.

“Simultaneous connections” is an active-connection limit, not a promise that only two people may ever be created in the system. For budgeting, count the connections that need to be active at the same time. If one person connects with multiple devices, each active device connection can consume part of the allowance. OpenVPN’s published wording does not state a separate limit on the number of accounts you may create, so do not treat the free plan as a formally defined two-user plan.
What Access Server costs above the free allowance
Access Server pricing is connection-based. The current published Growth example is $7 per connection per month when billed yearly, with an example of $70 per month for 10 connections. Enterprise pricing is custom.

These figures cover the Access Server license, not your server or network bill. A $70-per-month license example can coexist with additional cloud, bandwidth, hardware, power, and administration costs.
The real cost categories of self-hosted OpenVPN
1. Software license
With CE, the software license cost is $0. With Access Server, it is $0 only within the two-simultaneous-connection allowance; above that, use the applicable subscription. Keeping this distinction visible prevents a free trial or small allowance from being mistaken for a free unlimited product.

2. Compute and hosting
OpenVPN can run on a physical server, an existing computer, a virtual machine, or a cloud instance. OpenVPN lists Linux, VMware ESXi, Hyper-V, AWS, Azure, Google Cloud, DigitalOcean, Oracle Cloud, IBM Cloud, Docker, and Raspberry Pi among its deployment targets.
A home deployment may reuse hardware you already own, while a VPS or cloud instance creates a recurring provider invoice. The software edition does not determine that invoice. Instance size, location, operating-system image, storage, and provider billing rules do.
3. Internet access, reachability, and bandwidth
A remote-access VPN needs a network path that allows clients to reach the server. At home, that means an internet service with suitable reachability and any router or firewall configuration required by your network. In the cloud, it means paying for the instance’s transfer or egress according to the provider’s terms.
There is no single OpenVPN bandwidth price. Data volume, server location, internet plan, and cloud billing model differ by deployment. A software-only comparison therefore cannot produce a universal “cost to run OpenVPN on a VPS.”

4. Hardware and electricity
If the server is in your home, the purchase cost of the computer or single-board device and its electricity use are part of the total. Existing hardware may make the new cash outlay small, but it is not costless: it occupies equipment, consumes power, and may require replacement or storage.
5. Administration and support time
Every self-hosted installation has an operating workload. The operator must manage updates, user and key access, firewall changes, monitoring, backups, incident response, and troubleshooting. CE places more of that work directly on you; Access Server supplies an administration layer but does not remove the need to maintain the host and network.
OpenVPN does not publish one total ownership figure because these costs vary by hardware, location, bandwidth, staffing, and required availability. Treat administrator time as a real budget line even when no invoice is issued.

The precise VPS cost cannot be answered from the OpenVPN license alone. Start with the license case, then add the provider’s infrastructure charges:

- Select the edition: CE contributes no software license fee. Access Server contributes no license fee for up to two simultaneous connections, then uses the applicable paid connection plan.
- Choose the VPS: account for the instance, storage, operating system, region, and any required public reachability.
- Estimate traffic: include ordinary transfer or egress charges and check whether the provider bills them separately from the instance.
- Include operations: budget your time or paid support for patching, authentication changes, monitoring, backups, and recovery.
The result is a provider-specific total, not an OpenVPN-wide price. A VPS can be inexpensive compared with buying dedicated hardware, but the monthly invoice remains separate from a $0 CE license or the two-connection Access Server allowance.

Can you run OpenVPN on a Raspberry Pi?
Yes. Raspberry Pi is one of the deployment targets listed by OpenVPN. It can be a practical choice for a small, self-managed home VPN when you already have suitable networking and are comfortable maintaining a Linux-based device.
Its total cost still includes the board or complete device, storage, power supply, electricity, network equipment, and your administration time. The published material confirms platform support, but it does not establish a current model recommendation, hardware price, performance ceiling, or retailer availability. Those details should be evaluated separately for the number of connections and traffic you expect.
A budgeting checklist before you deploy
- Define the concurrency requirement. Write down the maximum number of active connections you expect, rather than only the number of people who might have accounts.
- Pick the license model. Use CE for the no-license-fee, hands-on route, or Access Server when its administration layer and paid scaling justify the subscription.
- Choose the host location. Compare an existing home computer, Raspberry Pi, virtual machine, VPS, or another cloud target.
- Verify reachability. Confirm that the chosen network can accept the connections your users need and identify any firewall or router work.
- Calculate traffic exposure. For cloud hosting, check transfer and egress rules; for home hosting, check your internet plan and upload capacity.
- Price the physical and recurring costs. Include hardware, storage, power, hosting, and replacements, not only the license line.
- Assign an operator. Decide who will apply updates, manage users and keys, review monitoring, maintain backups, and respond to outages.
- Set a recovery plan. Keep configuration and backup procedures documented so a failed host or revoked credential does not leave users without access.
Common mistakes that make “free” deployments expensive
- Counting software but not infrastructure: a free CE download still needs a machine and network.
- Confusing two connections with two total users: the Access Server allowance is simultaneous, so concurrent devices matter.
- Ignoring cloud transfer charges: a low VPS headline price may not include all traffic or egress costs.
- Choosing CE without assigning maintenance: updates, authentication, firewalling, backups, and troubleshooting do not happen automatically.
- Assuming Access Server’s free allowance scales: the no-charge limit remains two simultaneous connections; additional connections require a subscription.
- Forgetting home power and hardware: a Raspberry Pi or repurposed computer has purchase, electricity, and replacement costs even when the software license is free.
Which option is actually cheapest?
For a technically confident individual with an existing always-on machine, CE usually has the lowest direct software cost. A two-connection Access Server installation can also have a $0 license cost, but only while it stays within that concurrent limit. For a larger group, the decision is not simply “free versus paid”: compare the Access Server connection subscription with the value of your own administration time and the infrastructure you would pay for either way.
The financially accurate answer is therefore conditional: self-hosted OpenVPN can be free to license, but a reliable running VPN always consumes resources. Your final cost is the combination of edition, concurrent connections, hosting location, bandwidth, hardware, electricity, and the people responsible for keeping it working.
