Short answer: A game being free on a site called Steam Unlocked does not prove that the publisher or rights holder authorized the download. What the name “Steam Unlocked” does—and does not—tell you
LegalClarity described Steam Unlocked as offering cracked commercial games in an article published April 1, 2026. A free download is not automatically authorized. A publisher or other rights holder may permit a game to be distributed at no charge, but the price or branding alone does not demonstrate that permission exists.
How U.S. copyright law applies to a game download
Under 17 U.S.C. § 106, copyright owners generally have exclusive rights to reproduce and distribute copyrighted works, subject to statutory limitations and defenses. Criminal infringement is not the automatic consequence of any download. The statute identifies particular circumstances, including willful infringement for commercial advantage or private financial gain, certain reproduction or distribution thresholds, and distribution of a work being prepared for commercial distribution. It also says that reproduction or distribution alone does not establish willfulness. Those provisions do not determine the outcome for an individual download. 17 U.S.C. § 506
Why bypassing DRM can be a separate issue
Copyright infringement and circumvention of access controls are distinct legal questions. In the United States, 17 U.S.C. § 1201 generally prohibits circumventing technological measures that control access to copyrighted works, while also providing specific exceptions and a process for limited exemptions. Whether that provision is relevant depends on the access controls, if any, involved and the user’s conduct. The site name alone does not establish that a particular file used DRM or that a particular person’s actions fit—or fall outside—an exception.

Valve’s Subscriber Agreement restricts unauthorized copying, modification, or distribution of Steam content and software, subject to the agreement and applicable law. It also reserves account actions, including restriction or termination, for specified circumstances. What you can responsibly conclude
- Do not infer permission from “free.” Check whether the publisher or rights holder authorized the particular download.
- Keep the legal questions separate. An unauthorized copy may raise copyright concerns; bypassing access controls may raise a separate Section 1201 question; Steam’s contract has its own terms.
- Use a source authorized by the rights holder if you want to avoid relying on an unverified download.
