No canon-supported winner can be named: official Dragon Ball sources reviewed recognize Ultra Instinct, but do not establish “Super Saiyan 20” as an official form or provide a comparison between the two. Unless you mean a specific fan-made story or depiction, there is no supported basis for saying Super Saiyan 20 is stronger.
Is Super Saiyan 20 an official Dragon Ball form?
Its official status is not established by the sources reviewed. The official DRAGON BALL LEGENDS character roster includes Super Saiyan Goku and other Super Saiyan stages, along with separate entries for Ultra Instinct -Sign- Goku and Ultra Instinct Goku. It does not list a character or form named Super Saiyan 20.
That roster is one official game’s character list, not a comprehensive index of every Dragon Ball manga, anime, licensed product, or fan creation. Its omission is not proof that the phrase has never appeared anywhere. It does mean you should treat Super Saiyan 20 as unverified—and likely fan-created—rather than present it as an established official transformation.
Is Ultra Instinct official?
Yes. In addition to its entries in the DRAGON BALL LEGENDS roster, Bandai Namco lists Goku (Ultra Instinct) as downloadable content for DRAGON BALL FighterZ. These official game sources confirm the franchise uses the Ultra Instinct name; they do not rank it against an unofficial or otherwise unverified form.

How to compare them if you mean a fan-made Super Saiyan 20
Fan-created forms can have different abilities and rules depending on their creator or story, so there is no single version to compare with Ultra Instinct. A useful matchup needs a specific depiction and should be labeled as analysis within that fan continuity—not as an official Dragon Ball result.
- Identify the version: Name the creator, story, artwork, or other source depicting Super Saiyan 20.
- Use that source’s rules: Compare only the abilities and limitations it actually gives the form.
- Define “stronger”: Raw power, combat effectiveness, and the likely winner of a hypothetical fight are different questions.
- Avoid unsupported numbers: The official sources reviewed provide no matched multiplier or universal ranking for these labels.
