- Steam: Choose this if you want the game in your Steam library. Steam says the GOTY Edition includes the base game and both expansions, Tribunal and Bloodmoon.
- GOG: GOG describes its edition as DRM-free and provides an offline installer that can be downloaded without Galaxy. Its listing also includes Tribunal and Bloodmoon, as well as Bethesda’s official plugins. Those details apply to GOG’s edition, not necessarily to copies from other stores.
- Boxed PC copy: A legitimate physical copy may be available secondhand. Before paying, check that the discs and packaging are complete and in usable condition, and do not assume that any included Steam key is unused or redeemable.
Check whether you already own it
Bethesda support says the 2013 Elder Scrolls Anthology includes a Steam key that activates Morrowind GOTY, as well as Oblivion GOTY. The boxed anthology also contains disc versions. If you own the set, check your Steam library and the original box or key before buying another copy; a secondhand key may already have been redeemed.
Why Arena and Daggerfall are sometimes called free
Bethesda’s support article distinguishes between the older games: Arena and Daggerfall are available online through Bethesda, while Morrowind and Oblivion are available on disc and through the Steam key included with Anthology. That statement does not offer a free Morrowind download. A page advertising a “free Elder Scrolls download” may be referring to Arena or Daggerfall rather than Morrowind.

What the GOTY Edition contains

The Bethesda Softworks PC manual for Morrowind GOTY states: “It is Illegal to Make Unauthorized Copies of this Software Product.” The manual also says the software is subject to a license agreement. This is the manual’s warning, not legal advice for every jurisdiction. For legitimate access, use an entitlement you already own, an official store listing, or a properly obtained physical copy.
