In vanilla The Elder Scrolls V: Skyrim, there is no public horse carriage stationed in Falkreath town. You can travel to Falkreath by carriage from a major hold capital, but that destination option does not mean you can hire a carriage there for the return trip.
Why Falkreath appears in carriage destinations
Carriage drivers based in the five major hold capitals offer travel to smaller hold capitals. Falkreath is one of those destinations, with a listed fare of 50 gold in the Prima Games carriage guide. That fare is for traveling to Falkreath; it does not indicate that a public carriage and driver are waiting in town.
So if Falkreath appears in a carriage driver’s destination menu, you can pay to go there. Once you arrive, the vanilla town itself does not provide the corresponding public carriage service out.
The Lakeview Manor exception
Lakeview Manor, the Hearthfire homestead near Falkreath, can have a hired carriage driver once the property and driver are available. This is a service at your player home, not a carriage stationed in Falkreath town. See the UESP carriage reference for carriage-service details.

Mods can add a carriage to town
If you see a public carriage in Falkreath, your game may be modded. Carriage and Ferry Travel Overhaul explicitly adds carriages to Falkreath, Morthal, and Dawnstar. Whether it appears in your game depends on having the mod installed and active.
