Yes. In Super Mario Odyssey, Mario can make a short forward burst underwater using a move often called a water dash or Quick Swim. It is a quick boost, not a permanent swimming-speed upgrade.
How to swim faster in Super Mario Odyssey
Use the water-dash or Quick Swim move to surge forward briefly. Prima Games describes the tackle input as crouch plus Cap Throw; its control cheat sheet also describes Quick Swim as interrupting a water ground-pound. The move is separate from ordinary swimming, which uses directional input.

- It does: provide a brief forward speed burst underwater.
- It does not: establish a lasting increase to Mario’s normal swim speed or a swim-speed upgrade.
