It does not prevent every kind of stat-stage change.
What does Clear Amulet prevent?
The Scarlet and Violet description says Clear Amulet protects its holder from having stats lowered by moves used against it or by other Pokémon’s Abilities. Pokémon Database reproduces that game description on its Clear Amulet page.
For example, Intimidate lowers an opponent’s Attack when its Pokémon enters battle, as described in The Pokémon Company International’s Pokémon RPGs 101. Clear Amulet is intended to guard against this kind of opponent-caused reduction.
Does it stop all stat changes?
No. The item’s stated effect is protection from certain stat drops, not blanket immunity to effects that alter stat stages. That distinction matters: a drop caused by an opponent is different from a self-inflicted reduction, a stat-stage reset, or another effect that changes stages directly.

For instance, Haze resets all stat changes. It is a reset, not a shield that preserves boosts; Pokémon Database describes the move on its Haze page.
How does Clear Body compare?
Clear Body is an Ability, not an item. It offers related protection by preventing other Pokémon’s moves and Abilities from lowering its holder’s stats. Bulbapedia’s Clear Body reference notes that it does not prevent self-inflicted drops or some effects that directly modify or reset stat stages. Those limits describe Clear Body and should not be assumed to define every detail of Clear Amulet’s behavior.
What are the other options?
Other effects address stat drops in different ways rather than serving as exact substitutes for Clear Amulet. Serebii’s statistics overview lists Mist as temporary prevention, Guard Spec as temporary prevention of stat reductions, and White Herb as a one-use option. Check the relevant game and battle mode for availability and exact behavior.
